RFQ# 36C24724Q0807 - REPLACE AH UNIT AND CONDENSER
1. During the site visit it was stated by the Government that contractors should quote both new refrigerant lines and the reuse of existing refrigerant lines. Please clarify the RFQ pricing requirements as presently the bid schedule does not include alternates or options.
This requirement will be requiring pricing for replacing the line sets. The line set sets must be sized to match the new equipment being installed.
2. Do the requirements of RFQ, Page 6, Item E, Security, regarding PIV requirements apply to prime contractor personnel only or do these requirements apply to subcontractors also?
These requirements apply to the prime but see this section: If contractor requires escorted access to RHJVAMC for less than 15 days per year, they will require a Visitor Badge.
3. Please provide mechanical and electrical as built documentation for all spaces associated with this scope of work.
Drawings and as-builts are normally provided after award.
4. Is the contractor to reuse existing electrical services/lines or is contractor required to replace existing electrical services/lines with new?
Contractor is to used the existing electrical. The disconnect on the condensing unit is expected to be replaced, however.
5. Is the contractor required to furnish any temporary air conditioning between demolition of the existing HVAC system and the startup of the new HVAC system?
The contractor is not required to provide any temporary air conditioning.
6. Can the Superintendent also simultaneously fill the roles of QC and Safety for the project?
The Superintendent can fill those roles if he/she is certified trained and competent to do so.
7. How many Liebert Units are scheduled to be replaced.
(1) 5-ton AHU and (1) 5-ton condensing unit
8. What is the preferred make and model?
There is no preferred make and model if the units are comparable in size and cooling capacity.
9. What is the preferred make and model of the 20-ton condenser to be replaced?
There is no preferred make and model if the units are comparable in size and cooling capacity. The condenser is a 5-ton.
10. Are there any exiting duct controls?
No duct controls currently exist. Unit must be capable of communicating with CMI controls for integration later.
11. Are there any new controls for the new unit?
No new controls currently exist. Unit must be capable of communicating with CMI controls for integration later.
12. Line sets, are they to remain or be replaced?
Line sets need to be new and properly sized for new ahu and condensing equipment.
13. Will the existing power source be sufficient for the new equipment?
New equipment will need to use existing electrical. New disconnect will need to be installed on condensing unit.
14. After installation, is the customer wanting a monthly/ bimonthly service contract price for P. M’s?
Contractor can provide a separate quote for service and P. M’s.
15. Are there any additional warranties the customer would like to have with the new equipment?
No, standard warranties will apply upon start-up of equipment.
16. Will there be parking spaces available by the laydown yard, or will the hospital have to issue passes?
Laydown will need to be scheduled upon award to avoid interruption of hospital services to get equipment removed and installed. Contractor parking is first come first serve in the very rear of the surface parking behind parking garage.
17. Is there a special fire suppression system in the server room? Usually there is a system called fm200 and it is extremely expensive if there is an accidental discharge (we know from experience). This system must be disabled in order to braze/solder in the server room. Also dust can set it off. Will the VA be responsible for and willing to disable this system while work is happening in the server room?
The shutdown of this system will be scheduled, and the Agency will make sure it is disabled. The contractor will be responsible for any fire watch and fire suppression suitable for the work being conducted in a server room.
18. Is using existing wiring and breakers acceptable? The electrical panels are very old and breakers may be hard to come by. I am assuming you do want local disconnects replaced is this correct?
The existing wiring and internal breakers will remain the same. The disconnect on the condensing unit must be replaced.
19. What brand units are acceptable and what brand units are not acceptable? Is there any preference? If unit tonnage or cooling ability is equal or greater is that acceptable? We may not be able to match seer and tonnage exactly with modern units however can exceed what is installed currently.
Any unit that can provide comparable heating and cooling to the 5-ton unit currently installed.
20. We recommend replacement of line sets and disconnects. I am not 100% sure yet but the new system may even use a different size line set and therefore it would be necessary to replace them anyway.
The line sets will have to properly sized to the new unit being installed to provide efficient operation of new unit.
STATEMENT OF WORK r1 Liebert Unit Replacement Service Contract

Statement of Work
A. Scope
The contractor will provide all supervision, labor, equipment, and materials needed to replace the Liebert Air Handling Unit and the associated condenser per provided drawings, and this statement of work at the Ralph H. Johnson VA Medical Center (RHJ VAMC). This service contract is to install a replacement AHU including associated condenser and remove the old Liebert 5-ton AHU and associated 5-ton condenser. The Liebert AHU services the Hospital’s I.T room approximately 997 SF/ 92.6 m in total and is physically located on the 2nd floor at the RHJ VAMC. Work will consist of the following:
1. Remove existing 5-ton Liebert AHU and associated 5-Ton condenser.
2. Install new unit and condenser to existing utilities.
Note:
1. Impact of this work shall be minimized and mitigated in a way that limits disruption to the functioning of the RHJ VAMC. Hours of work may be after normal working hours or weekend depending on impact to Medical Center.
2. Scheduling and coordination with the RHJ VAMC will be critical and must be approved by Contracting Officer’s Representative (COR) prior to work.
3. It is the Contractor’s responsibility to recover any refrigerants and dispose of the existing unit according to Federal, State, and Local Environmental Regulations. It is also the Contractor’s responsibility to maintain the licenses and permits to do so.
B. General Requirements
1. Employees of the contractor and sub-contractors shall always conduct themselves in a professional manner while on medical center property. The contractor shall ensure all personnel working on this contract are aware of RHJ VAMC policies pertaining to employee behavior and conduct.
2. Physical or verbal misconduct may be grounds for removing employees from Medical Center property, or grounds for arrest by the Veteran Affairs (VA) Police. Employees may be banned from RHJ VAMC property because of inappropriate or illegal behavior. The contractor shall not be entitled to any compensation from the Government for any costs resulting from employee misconduct (including, but not limited to, delays in contract completion) and may be held liable for costs incurred by the Government because of employee misconduct.
3. Smoking and vaping are strictly prohibited on the entire VAMC campus.
4. It is the contractor’s responsibility to properly assess the working conditions and include in the bid any specialty equipment, training, additional time, personnel, or safety equipment to perform the work safely and in compliance with all applicable RHJ VAMC, Local, State, and Federal Regulations.
C. Hours of Work
1. Normal working hours are 0700 – 1700 Monday to Sunday, except for Federal holidays. Impact of this work shall be minimized and mitigated in a way that limits disruption to the functioning of the RHJ VAMC. Hours of work may be after normal working hours or weekend depending on impact to VAMC’s schedule.
2. All schedules and work hours shall be requested, coordinated, and approved through the COR.
D. Phasing
1. Execute work to interfere as little as possible with normal functioning of RHJ VAMC. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted COR where required by limited working space.
E. Security
VA Directive 0710: VA policy requires all personnel be subject to an appropriate background investigation (Special Agreement Check (SAC)) Check (SAC)) prior to permitting access to VA information system. Badging must be secured prior to any contractor beginning work on the premises. The Contractor will determine the type of badge required for their contractor(s) based on the following criteria:
1. If contractor requires escorted access to RHJVAMC for less than 15 days per year, they will require a Visitor Badge.
2. If contractor requires any other access other than 15 days per calendar year, they will require a PIV-I Badge.
Prior to receiving sponsorship for any badge, all contractors must complete Contractor Safety Training through the Safety Service as coordinated through the COR. Training occurs every other Wednesday at 9:00 am in the Engineering Conference Room (G206k) but can be scheduled in addition to on a case-by-case basis. Procedures for acquiring the appropriate identification badge for a contractor are identified below.
1. Fill out fingerprint forms and have fingerprints done at the PIV Office. Contractors can walk-in to PIV Office Monday- Friday from 8:00 a.m. – 3:30 p.m. for fingerprints (if access to facility more than 15 days per calendar year).
2. Complete background Investigation form.
3. Complete Contractor Safety Training.
F. Schedules
The VA requires a schedule be submitted no later than 15 calendar days of date of award. The schedule shall be submitted in electronic PDF format using Microsoft Project or equivalent software. Any work that is to be performed must be approved by the COR prior to commencement of work.
G. Parking/Laydown Area
The Contractor shall make arrangements for parking. At no time shall vehicles be parked on roadways, patient parking areas, the loading dock, etc. Coordinate use of the loading dock for loading/unloading material with the COR. Materials shall not be deposited on the loading dock for any length of time.
There is no guarantee for laydown of material. The VAHCS shall not provide an extensive area for storage of materials and laydown. Scheduling and coordination with the VAHCS will be critical. Materials may be staged provided that the materials are secured and inaccessible by VAHCS patients. Interim Life Safety Measure (ILSM) Permit may be required for staged materials due to increased combustible loading. It is the responsibility of the Contractor to ensure their materials remain secure.
H. Period of Performance
Period of Performance is 60 calendar days from Notice to Proceed.
With respect to project schedule, the hospital operations shall take priority. Contractor may have to shift areas of work around to accommodate hospital operations. In the event the schedule is to be changed for any reason the contractor is responsible for notifying the COR within two (2) working days.
