Responses to Request for Information Received 36C24719R0070- Chillers PM -Atlanta VAMC

1) How many run hours are on the Trane centrifugal chillers? If over the Trane recommended hours, have they been rebuilt?

Chiller 1 44631 hrs. new control panel installed 2015

Chiller 2 10322 hrs. new chiller
Chiller 3 33907 hrs.
Chiller 4 2548 hrs.

2) If not and require rebuilding per the OEM’s recommendations, should this contract price rebuilding of the machines? This isn’t typical in a full PM contract and of course would add considerable cost.

Trane Chiller #2 is only 2 years old and Trane chiller #1 is in the works of being replace within the next 2 years.

3) Covering tube bundles is not standard industry practice and would lead to a major price increase. Should we proceed with pricing tube bundle coverage?

Tube Bundle repair are not covered under this contract.

4) There is no language in the solicitation providing contractor coverage for acts of God, misuse by the customer, etc. Should this be included?

Catastrophic acts of GOD will be included under this solicitation.

5) Are major failures on machines past their ASHRA usable lifespan covered?

No (23 Years) chiller 1 is the only chiller that is past its life span and should be replace next year.

6) We “assume” the eddy current testing is only applicable to the 4 Centrifugal Chillers. Please clarify.

Yes, that is correct.

7) Statement of Work, Section D states the following: “Participation may be expanded to add medical centers within VISN 7 anytime throughout contract term if need arises. Please advise what this reference. We interpret this as meaning this contract could be expanded to cover additional facilities and to provide similar coverage as this contact.

Yes, the contract could possibly be expanded to add additional sites in the future.

8) If the assumption is correct in #11 above, will the contract be handled in the same manner, where a pre-inspection is conducted, and a deficiency list generated where chillers must be repaired in order to be accepted into the full maintenance program?

Yes

9) Regarding the pre-inspection of equipment being considered for the full maintenance program, how much time will the VA allow for this inspection? We expect this will be the longest and most thorough inspection of the whole contract.

This will be discussed at the Post Award Conference

10) The solicitation states that the pre-existing repairs will be handled on a different acquisition. Does this mean the VA intends to take the report generated from this contract and bid that work out? If so, this could be problematic. If we are to assume full risk of these machines for up to five years, it would add additional risk if another contractor makes the repairs because we have no way to confirm someone else’s repairs. If they don’t make the proper repairs, we could find ourselves in a situation where their repairs weren’t adequate and it ends up costing us a lot of money, especially if it’s for something like a motor or compressor. On a full-service contract like this, if another contractor makes the repairs on equipment from an inspection report we created and on equipment we’re expected to fully cover for 5 years, it may mean insurance companies won’t provide the coverage and it then becomes an unbiddable contract. We fully expect this is what would happen.

This statement “The Contractor has the option to perform a pre-inspection of chillers after contract award to determine any pre-existing repairs that may need to be performed on a different acquisition package.”

Will be amended to read as:

The Contractor has the option to perform a pre-inspection of chillers after contract award to determine any pre-existing repairs that may need to be performed prior to executing the Preventative Maintenance (PM) Contract.

Also, the line item for Emergency repairs (NTE $25,000), this is to cover pre-existing repairs or any items not covered by the PM contact. This will start at $0 and a contract modification will be processed to cover approved repairs by the Contracting Officer Representative (COR) and Contracting Officer (CO).

11) Will this contract require access to the VA’s computer system and require the back-ground inspection mentioned in the contract?

No, it will not

12) Who is currently providing maintenance for this scope of work?

The previous contract has expired and Trane provided maintenance.

13) Are the Chilled Water Pumps to be included under this agreement or only the Condenser Water Pumps?

No

14) Have any of the existing Centrifugal chiller been overhauled in the Past?

No

15) When was the last eddy current analysis performed on the chillers?

5 Years

16) When was the last vibration analysis preformed (chillers, cooling towers, and pumps)?

The vibration analysis has not been performed

17) Will the VA be able provide the awarded contractor the previous three years of repairs that have been made to the centrifugal chillers?

This information will be discussed in the post-award contract meeting

18) Who is the controls vendor for the VA hospital?

McKenny’s has the Tridium Support control contract.

19) Is there a cost to the contractor and if so, what is the cost to have a technician badged to work at the VA on the chiller maintenance contract?

There are no fees associated with getting a badge

20) Is there available parking for the contractor?

Yes, when servicing equipment.

21) Is there a fee associated with parking?

No

22) What is the redundancy level of the VA (N+1, N+2, Etc.)?

3+1 during Summer months

23) The solicitation stated eddy current every 3-5 years. In order to ensure all contractors are bidding the same thing, we recommend the VA require an initial eddy current inspection on the front end of the contract as part of the pre-inspection. This will determine tube condition and whether re-tubing is required in order to be accepted into the program. We also recommend another inspecting during the third year of the contract so the tube condition can be monitored half way through the contract and will provide the VA with a baseline and 3-year trend before going into the next 5-year contract after this one ends. This also ensures all contractors are bidding the same thing.

Eddy currents will be performed one per year of the contract, VA will let the contractor know which one to do first. Please price accordingly.

24) We don’t fully understand the $25,000 NTE for emergency repairs as listed in the price schedule. We thought this was a full-service PM contract and our price was to cover ALL emergency repairs. Does the VA intend for us to add an additional $25,000 on top of the estimate for each fiscal year? Please explain this because we’re unsure of how to apply the $25,000 shown in the price schedule.

This contract line item was included to cover any pre-existing repairs or items not covered by the PM contract that may be identified during a post contract award inspection. This will start as a $0 amount and a modification will be processed upon Contracting Officer receiving an approved invoice for repairs. This amount should not be added to your total price as it starts at a $0.
