Vendor Questions and Answers

1. Will a pricing sheet be provided showing the breakdown of CLIN by base year and options and what’s inclusive under each CLIN?

This will be a firm fixed-price contract in which the contractor will propose pricing. Each year shall have the same requirements that are indicated in the Statement of Work.

2. Will the PM’s working hours coincide with the Medical Center’s business hours?

Most work can be conducted during business hours. Some doors, like the main entrances and high traffic areas would need to be done after hours or weekends.

3. Please specify if maintenance includes Magnetic locks (physical plates or associated power supply), Electronic strikes, card readers & card reader wiring.

4. Please state how often periodic maintenance inspections are to occur.

Annually, at a minimum. If manufacturer’s recommendations are more frequent, then that should be followed.

5. Please provide a PMIS checklist of all items to be inspected At a minimum the following should be performed, where applicable:

a. Safety sensor coverage check

b. Opening and closing speed check

c. Emergency break out pressure test

d. Motor and gearbox operation check

e. Sliders and rollers checked and lubricated

f. Sensor operation check

g. Hold open time reverse function check

h. AAADM Safety Inspection

i. Tightness of belts and bolts check

j. Weather stripping and door condition check If manufacturer’s recommendations have additional requirements, then that should be followed.

6. Please specify if there are limits of liability for routine service calls.

Is the question asking if there will be a limited number of calls that can be placed in a billing period? If so, no there should not be a limit.

7. Please specify if there is a provision of providing a service vehicle No

8. Please specify if onsite storage of material and equipment is provided No long-term storage will be provided. Contractor shall bring materials and equipment to the facility to perform maintenance.

Statement: It would be beneficial to receive a pricing sheet with a quantity line item where we price the service per door. Example 100 doors @ $xxx each. This way if a door is added to the contract, or removed from the contract, it will be simple to determine unit cost per door.

9. Question: Can the government provide a pricing sheet for the contractor to input pricing per contract year and option years? Bidders should submit price proposal for the list of doors on the SOW; Bidder can submit pricing for each option year (base +4). IF new doors need to be added; a contract modifications will be drawn.

Statement: Even with normal preventative maintenance, some items still eventually require replacement in whole after a certain duration and/or time.

10. Question: Will there be a threshold dollar amount to where economical repair is deemed ineffective and complete replacement is warranted? Any parts or components needed to repair an automatic door operator needs to be included in maintenance contract (no threshold limit) also include wear and tear of the door guides. Not included in contractors responsibilities: glass, wood, hinges, and structural components Is the contractor required to repair no matter the cost? Yes , the operator but not the entire door..

Example: If a single door repair exceeds (ex) $xxx, a quote should be submitted, to be handled outside of the contract or through a task order?

11. Question: Are there varying degrees of service calls, or is every service call required to be responded to within 1 hour and on-site within 4 hours? No varying degrees, requiring on-site within 4 hours.

12. Do these service calls include weekend and after-hour requests? Yes

13. Question: When the contractor receives a service call, is it included in the price for the PM work, or is it a billable event? It is not billable event; this is included in fixed price contract.

14. Question: What is the historical average for number of service calls on this contract? Understanding they can vary widely, what is your average number of unique service calls per week or month? 3 per month.

15. Question: To clarify, is this contract for maintenance and repair only? Does this contract also need to cover replacement cost in our price? (replacement of an entire system) ? Any parts or components needed to repair an automatic door operator needs to be included in maintenance contract (no threshold limit) also include wear and tear of the door guides. Not included is glass, wood, hinges, and structural components .

16. Question: If a door is requested to be replaced, will the awarded contractor receive an opportunity to provide a quote for the requested work? (First right of refusal) If and when we decide to install a new door, it will be a competitive submission to FBO.
