RFI’S - Engineering
1. Will the Government provide comprehensive written badging requirements for the project if badging is required? The awarded contractor shall plan to meet with the VA Personnel Security office to provide fingerprints and background checks for each employee. After this is complete and returned, the contractor may proceed to schedule a time with the PIV (access card) section to get NON-PIV site access badges. This process will take 3-4 weeks and is recommended to begin at NTP. The VA will provide the contact information at the contractor’s request.
2. Where will the designated laydown & parking area be for workers accessing the construction site? A shared contractor’s yard is located on the Southeast portion of the campus. Designated parking will not be provided.
3. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations. Maintain the requirement within the construction documents.
4. Will the GC have to survey the site? The GC will need to have the fence alignment surveyed and staked. Autocad file of the fence alignment to be provided to the successful bidder.
5. Who currently services the security access controls? Or confirm that there will not be any site lighting or electrical pulls to gates or access pads as stated in the solicitation? Contractors shall bid per the provided contract documents.
6. Who will map the underground utilities? The awarded contractor shall verify location for both public and private utility before excavation.
7. Does the site have any irrigation system that may be reworked? Contractors shall bid per the provided contract documents.
8. Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin. Contractors shall bid per the provided contract documents.
9. Will the qualified super be able to serve as the SSHO if one is required? Refer to the specifications.
10. Please confirm that an afterhours security guard will not be required to be on site? Refer to the specifications.
11. Will there be a need for temporary fence? Contractors shall bid per the provided contract documents.
12. On the plan sheets Page CS-209 Station 52+50 – 59+50 shows columns in the profile view of the fence, but not in the plan view. Are the columns being excluded in this section of fence or is this a plan sheet error? Revised CS-209 provided. Columns are required in this section.

17. 18. Can the onsite superintendent and the SSHO be the same person? Refer to the specifications.
19. What is the approximate size of the hole in the existing fence along the southern property line that needs to be repaired as a part of the base bid? Pictures have been included.
20. What is the existing fence along the southern property line made of? Chain link of varying height and barbed wire.
21. According to the notes on Sheet CS-101, the new fence along the southern property line and the new fence everywhere is not made by the same manufacturer, was that intentional? Yes.
22. There is no mow strip shown, is that intentional? Yes. No mow strip required.
23. Is an alternate product allowed to drop prices, meeting the specs requirements of load? We would be offering a similar product in capacity of vertical and horizontal load, it would be 4 rails. Alternate manufacturers are allowed. Fence will need to meet the requirement of the VA Physical Security Design Manual. Requires 8’ between horizontal supports (rails).
24. The specs call for 4" square posts along entire fence, drawing AE501 detail 5 calls for 3" square posts, our supplier recommend a minimum 3" square posts. Please confirm if we can quote with 3" square posts to reduce costs? Posts and post footings will need to be designed by the fence manufacturer for the specified height and required wind load.
25. Drawing CD 101 Keynote 2 states Alternate #2. Please clarify the scope of alternate #2, as Drawing GI001 states just the Base Bid and Alternate #1. Revised CD101 included. No bid alternate #2.
26. The drawings are showing only the row cypress trees to be removed but when we walked the site it was mentioned multiple other trees to removed. Can we be provided with the exact number of trees needing to be removed? Trees to be removed as shown on the plans. Trimming is required in some locations to access the proposed fence locations along Old Woodlands Road. Coordination will be required along southern property line with the residents.
27. The iron world steel curtain privacy panel fence is only being proposed for the South property side. Is this statement correct? Yes.
28. The specifications state that clearing is to be "as needed to install the fence". Can more detail be provided as to exact clearing limits each side of the proposed fence and vertical limits for overhanging limbs. Also, please clarify limits for trimming of trees that may originate on neighbor properties and laws that may apply. Trees to be removed as shown on the plans. Trimming is required in some locations to access the proposed fence locations along Old Woodlands Road. Coordination will be required along southern property line with the residents.
29. Drawing AE501 shows 39'6" between brick columns for option 1 and 31'6" space for base bid. The drawings show the columns for the base bid as detailed on the drawings at 31'6" spacing however, the drawings for the 8' high privacy fence along the south side which is alt 1, do not show any columns. Can you clarify that the alt 1 will have columns every 39'6" even though they are not shown on the drawings? Revised AE501 drawing provided. 31’6” is the nominal clear spacing between the brick columns. Brick columns are not required for the 8’ privacy fence along the south side.
30. Drawing AE501 is the only detail for the brick columns and shows height of 10' to match the 10' high base bid fence. So if columns are to be included in the alt1 portion, shouldn’t they be 8' high to match the alt 1 fence height and not 10' high? Will an additional detail be provided? 8’ fence only applies to the privacy fence along the southern property line. Brick columns are not required along the southern property line.
31. Please confirm that the alt 1 bid will be the add on amount to do the additional work and not a deduct from the base. Bid Alternate #1 is not and ADD or DEDUCT. The alternate modifies the column spacing.
32. Also, please clarify notes on drawings CS209 and CD101 that refers to an alt #2 bid. Should this be alt1 and not alt 2? Just confirming there is no alt 2. Revised CD101 and CD209 removing reference to Alt #2 provided.
33. Please clarify layout and survey requirements. The documents show elevations for all new fence but they do not show coordinates for staking. Based on the walk thru and site visit, it sounds like the2 side fences along Old Woodlands Rd and Byron Rd will be going in the same location as the existing fence as well as the alt 1 south side. Then the front along Garners Ferry Rd may change. Since there are some very large trees along Garners Ferry Rd, we will need to know the new layout to determine which trees will go, some of which are over 3' diameter. As far as the survey, the plans call for all stakeout, including brick columns centers, to be staked by a licensed surveyor. Will these coordinates be provided? AutoCAD file for the fence alignment can be provided to the successful bidder. The fence will need to be staked by a surveyor.
34. If in the same location, will we still need to stake by a surveyor? Will elevations need to be staked as shown on the drawings or will be able to follow the natural contours of the ground? Do we need to perform any boundary survey work to confirm the new fence is on Gov't property? Will an existing boundary survey be provided to us? Specifications also call for an electronic as built. Assuming this will also need to be by a licensed surveyor and what points will need to be picked up in the as built? All gates and corners? All columns? New sidewalk and curbs? Alignment will need to be staked by a surveyor. Elevations to follow natural contours.
35. If new fence will be going in same location as existing fence, please confirm that a temp fence will be required prior to removing existing fence. If so, will a 6' high temp fence be acceptable? Contractors shall bid per the provided contract documents.
36. Page CS-209 Station 52+50 – 59+50 show columns in the profile of the fence, but not in the plan view. Will columns be included as shown in the profile or excluded as shown in the plan view? Revised CS-209 included. Columns will be included 52+50 – 59+50.
37. Approximately how many trees will need to be removed? Trees to be removed as shown on the plans. Trimming is required in some locations to access the proposed fence locations along Old Woodlands Road. Coordination will be required along southern property line with the residents.
38. Are there any other landscaping components required other than those identified in erosion control on sheet CS-503? Contractors shall bid per the provided contract documents.
39. Will there be a requirement for temporary fencing to secure openings left between demolition and installation of new fencing? Contractors shall bid per the provided contract documents.
40. Is there an expectation contractor does a phased install of the fence in coordination with the COTR? If phase install is expected, what is the estimated maximum footage allowable during each phase? Contractors shall bid per the provided contract documents.
41. Will the contractor be required to hire a private locating service to mark the utilities or is Palmetto Utility Protection Service sufficient? The awarded contractor shall verify location for both public and private utility before excavation.
42. What type of brick is required? Brick and mortar colors, size, and texture to match existing buildings at Dorn VAMC. Final colors to be selected during submittals and mock ups. For bid purposes only, the basis of design shall be Carolina Ceramics, Red common shall be the predominant brick with sable mixed throughout.
43. On sheet CS-501, note 5 states “pedestrian gates to be provided with deadbolt core matching Dorn VAMC specifications.” Please provide these specifications. See Attached Specs.
44. Will any SCDOT encroachment permits be required? The new fence will not encroach on the SCDOT ROW.
45. Section 3.1.D of the construction specifications indicates a geotechnical report – please provide a copy of this report. Geotechnical Report not provided. Top soil defined in 3.1.D
46. Section 3.2.F of the construction specifications states “If there is a question as to whether material is unsuitable or not, the Contractor shall obtain samples of the material, under the direction of the COR, and the materials shall be examined by an independent testing laboratory for soil classification to determine whether it is unsuitable or not. Testing of the soil shall be performed by the VA Testing Laboratory.” If there is a question – who examines the soil for suitability? Independent testing laboratory or VA Testing Laboratory or both? If both – if there is a conflict – who prevails? The contractor shall use an independent laboratory for soil testing and provide the finding report to the VA COR.
47. Section 3.5.F indicates the Resident Engineer is responsible for having adequate water available at the site. Please confirm all on site water required for project is the responsibility of the resident engineer. Contractors shall bid per the provided contract documents.
48. Has the VA made application to the City of Columbia for the land disturbance permit? If not is this the responsibility of the Contractor? Refer to General Note #11 on CS101.
49. How do out of state / out of city contractors obtain required City of Columbia land disturbance permits? Are they required to be licensed with the City of Columbia to pull these permits? This is a question for the City of Columbia.
50. Please confirm that earthen form footings are acceptable for column and post foundation footings. Acceptable as long as the required cover between reinforcement and earth is provided.
51. Is there a laydown area identified for the contractor? If yes, what is the size of the area? A shared contractor’s yard is located on the Southeast portion of the campus.
52. Has a structural engineer approved the design of the fence to accommodate appropriate wind loading? The brick columns have been designed with the appropriate wind loading. The fence manufacturer will need to design the fence, posts and post footings.
53. Multiple sections in the construction specifications reference the schedule of finishes found in section 09 06 00. This section is not present. Can you please provide this section? Ignore references to section 09 06 00. Section 09 06 00 is not provided. Brick and mortar colors to match existing buildings at Dorn VAMC. Final colors to be selected during submittals and mock ups.
54. At the base of the fence columns there is a requirement for a concrete precast section – are four separate pre-cast veneer concrete pieces acceptable in lieu of one precast concrete base? Alternate methods to construct the precast base acceptable. If constructed of four separate sections the base will need to be attached to the CMU block, and able to support the brick veneer.
55. In the Solicitation you have 360 days to complete the work.
However, the Base Bid is 5500 +- LF to replace.
And Alt 1 is 3300 +- LF to replace. Bid breakouts can be seen in Amendment 0004.
56. The Base Bid then is 62.5% of the total combined area for Base Bid + Alt.
And the Alternate area then is 37.5% of the total combined area for Base Bid + Alt. Bid breakouts can be seen in Amendment 0004.
57. So, is the 360 days shown in the Solicitation supposed to be for the Base Bid and the Alternate?
So… 360 x 0.625 = 225 Days for the Base Bid and 360 x 0.375 = 135 Days for the Alternate Bid Bid breakouts can be seen in Amendment 0004.
58. Or 360 days for the Base Bid (so 360 days / 5500 LF = 0.065 days per LF) And another (3300 LF x 0.065 = 234) additional days for the Alternate Area? Bid breakouts can be seen in Amendment 0004.
59. There are many items in specifications that refer to the plans for instruction, but there is nothing in the plans that indicate. i.e.; excavation, erosion and sediment control, curb and gutter demo and install. The plans seem to be primarily fence construction and no site work. CS502 shows enlarged plan of proposed curb/gutter and sidewalk.
60. Can we get a set of plans that clearly denotes sediment and erosion control? Plans will be provided as soon as possible.
61. Are there any plans specific to grading and excavation? Detailed existing and proposed elevations beyond the little that is on the provided plans? The proposed fence will follow the existing grade. Minor re-grading will be required near the gates to allow the gates to fully extend when opened.
62. Does the silt fence require woven wire backing being so close to a road? Contractors shall bid per the provided contract documents.
