About this file

This is a solicitation from the Department of Veterans Affairs seeking proposals to purchase an ARES Emergency Care Training Manikin. Key details include:

  • The solicitation seeks a base year purchase of an ARES-300 manikin from an authorized distributor, along with required accessories, installation, training, and a one-year warranty plan. Optional years include additional warranty renewals through 2028.

  • Proposals are due by October 26, 2023. Award will be made to the lowest priced technically acceptable offer. The manikin and accessories would be delivered to and installed at the Asheville VA Medical Center in North Carolina. Onsite training for up to five staff is required within 30 days of installation.

  • The base period of performance is the date of award through September 30, 2024. The solicitation allows for four optional one-year renewal periods to extend through September 2028 for continued warranty coverage.

  • The solicitation is set aside for SDVOSBs and includes evaluation preferences for SDVOSB/VOSB offerors and their proposed use of certified small business subcontractors.

  • The finalized award will be a firm-fixed-price contract between the Department of Veterans Affairs and the selected contractor.
