Q.8 I have a question when looking at the Hours of Coverage timetable. For example, the working time at the Main Entrance is 5:30am - 6:00pm, is 30 minutes lunch break included?
A.8 Yes but there needs to be continuous coverage.
Q.9 The 8th Yellow Clinic is 8:00am - 4:30pm. The total working time is 8 hours and 30 minutes, is 30 minutes lunch break included? Or are you talking about total working hours?

A.10 Yes, but there needs to be continuous coverage
Q.11 If you look at 0005 of B.2, it says 6 VA clinics, please tell me 5 CBOC and which CBOC is included in the 6 VA clinics.
A.11 They are the same facility. VA Clinics used to be called Community Based Outpatient Clinics
(CBOC).

Q.19 Will the equipment such as Thermometer for screening be provided or do we need to buy ourselves?
A.19 The Hospital will provide the thermometers
Q.20 Section 4 of the PWS states "Contractor shall furnish to the Contracting Officer proof that he/she is licensed and bonded as required by the State of Virginia for doing business as a contract security company," but the PWS title is "COVID-19 SECURITY MEDICAL SCREENERS," and the bulk of the work seems to be medical screening. As the emphasis here is on medical screening more so than security screening, and because other VA locations do not require the SDVOSB to be a security company to perform COVID screening services, would the Contracting Office please consider removing this requirement?
A.20 No
Q.21 Section 5 of the PWS indicates the Contractor should supply only one (1) supervisor to manage the screening program. Because 1 person cannot be on site nor on call 24/7/365, what are the standard office hours for the Supervisor?
A.21 Supervisor hours are to be from 8:00 am – 6:00 pm 7 days a week (See B.3, 2 Security Guard Normal Hours of Coverage)

Q. 25 REF: 2.0 Award Basis for Evaluation Method – Factor 1: The Technical/Management Approach (p.
29 & 30) states “The Offeror shall submit the company’s detailed technical approach/ methodology for completing all requirements of the Performance Work Statement (PWS). The submission shall include but not limited to: 1. Offeror shall provide a current license and bond as required by the State of Virginia for doing business as a contract security company in the state of Virginia.”
Q.25 a The language appears to be a bit ambiguous. As this is an RFQ, we interpret this to mean only the license and bond requirements are required and not the detailed technical approach/ methodology for completing all requirements of the PWS. Can you please clarify the Government’s intent?
A.25a The Offeror shall provide a detailed approach/methodology for completing the requirements of the PWS
Q.25b If a technical approach is required, what is the maximum page count for the technical submission?
