3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Richmond CVHCS is currently out of compliance with VHA Directive 1061 regarding Legionella Disease prevention, by not being capable of providing continuous water monitoring. It is more compact and has a suit of up to 8 sensors. Other brands are much larger, conduct a broader range of testing and also require chemical solutions. This system deploys a neural network of MetriNet’s digital smart M-Node sensors at critical locations throughout the water distribution system. MetriNet will predict events and loss of disinfection providing timely warnings and analysis of network anomalies allowing Engineering staff to react before costly failures occur impacting care and services. Legionella monitoring/ parameters is not a capability that has been identified with any other monitoring system.
4. Description of market research conducted and results or statement why it was not conducted: Searches of VIP and GSA were performed. The CS received an email of an authorized distributor from the OEM. Both OEM and authorized distributor are SB’s.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
