About this file
This solicitation and set of questions and answers regard a structural repairs project at a Veterans Affairs medical center. The project involves structural repairs to concrete flooring in the crawlspace of Building 137A, including damaged concrete removal and replacement. The work is a Service-Disabled Veteran-Owned Small Business set-aside with an estimated value between $1-2 million and a 180-day performance period from notice to proceed. The Department of Veterans Affairs is the contracting agency. Responses to contractor questions provide additional details on hazmat abatement allowances, confined space protocols, and clarifications to scope items like ventilation and barrier requirements.

RFI# 1 36C24621R0027 Structural Repairs to Concrete Floor Deck Bldg. 137A
1. The drawings say to abate hazmat as necessary if disturbed but this is extremely difficult to quantify without a full exploratory that was above and beyond what was able to be conducted at the site visit. For bid purposes, so that everyone bids the same quantities and costs, is it possible to revise the bid form to include a linear foot unit pricing to abate the ACM TSI elbows? Or require an allowance of 100 linear feet in the base bid? Or tell us to assume no abatement will be required, and if encountered the COR will work with the contractor for a change order. It’s possible that no abatement will be required but if one contractor bids it as no abatement and another prices the cost for abating and replacing the TSI, then prices could vary significantly.
Answer: There are 10 elbows located within the crawl space. Contractor will remove and replace all 10 that are reported in the environmental survey.
RFI# 2 36C24621R0027 Structural Repairs to Concrete Floor Deck Bldg. 137A
1. Will the government provide water for this project?
a. If yes, then where is the closest hose bib or water source for this project.
Answer: Yes, there are hose spigots located within 100’ of each exterior crawl space entry to the building.
2. Will the government provide electrical for this project?
Answer: Yes
3. Is it acceptable for our sub-contractor to provide the Contracting Officer with Past Performance directly to the CO for work they have performed of similar size and scope? Or do you want their Past Performance to flow through the Prime?
Answer: If the subcontractor is listed as a reference, they can provide PPQ directly to the CO. If the past performance is being submitted for the subcontractor, but please see the note below if subcontractor is not used. 2. PART II – PAST PERFORMANCE - Submit Past Performance Questionnaires to references. (Solicitation Attachment C)
a. Past Performance Questionnaires: The contractor shall send out the enclosed past performance questionnaires to each of their references listed under the Experience technical factor or any other references that the Offeror deems necessary. The Government will evaluate the quality and extent of Offeror’s performance deemed relevant and recent to the requirements of this solicitation.
b. The references must return the survey directly to the Government Contracting Officer listed on the survey, via email.
A. CRITERIA: Offerors must provide a minimum of three (3) and a maximum of five (5) references of their choice of completed projects, similar in size and scope (minimum threshold: Projects where the principle objective was structural concrete repair construction in hospitals within the United States, with a total contract value exceeding $750,000). The Offeror must provide for each reference, the reference's company name, POCs, address, contact information to include phone number and e-mail address, project description, dollar value and period of performance. SEE NOTE BELOW, regarding the past performance questionnaire. Past Performance of subcontractors may be used, but future unavailability of the subcontractor to perform work may result in contract termination.
4. Are any fresh air, ventilation, exhaust systems located in the crawl space?
Answer: No exhaust systems are in the crawl space.
5. Is pest control required before and after the project?
Answer: Pest control is not required
6. This crawl space is not designed for continuous occupancy which OSHA defines this work location as confined space. Is the government designating this work location as confined space?
a. Is the government requiring that the confined space be permitted access?
b. If government is requiring a permitted confined space entry, then is rescue service required as per OSHA?
Answer: All of our crawl spaces are designated as non-permit required confined spaces. As noted below, these are not designed for continuous occupancy.
Hampton VA space policy MCM: 138-23, states the following:
“Crawl spaces are considered spaces in which the potential hazard would not require any special modifications of work procedures.”
“Employees/Contractors/Supervisors will notify the Safety Department and Work Control indicating employees who are working in crawl spaces, providing information as to the entry time and man hours employees are expected to be in those spaces. *Note: work in the crawl spaces will require approval of the Safety Department prior to entry.”
No contracted IH is required by the VA for entry into these non-permit confined spaces however, at the contractor’s discretion, the contractor’s designated/qualified safety person can take whatever precautions deemed necessary to keep its workers safe.
7. Will the government provide the existing structural drawings?
Answer: The structural drawings were made as the project was developed and designed. All information on the drawings provided are included in the drawings. If requested the government will provide structural drawings. It will be up to the contractor to verify accuracy.

a. Is the government going to designate now that this work should be performed in off hours, nights and weekends?
b. If this work is performed at night or on weekends, does this work disturb VAMC operations during non-business hours? Are patients and staff at the VAMC in non-business hours?
Answer: All work needs to be done during the day since there are patient areas nearby that need to sleep at night.
