4.Provide details on what existing drain is connected to and size/materials of existing drain piping. 4” PVC drain line connected to the two sump pump.
5.Provide total extent of drain line and where is existing termination location. Contractor to verify infield.

13. Sheet S101:

a. New W8x24 transfer beam. Is bottom of beam @ 18’-2” AFF to rest on ex. beam perpendicular? Is existing beam able to take load from new transfer beam?

No, the top of the new steel beam aligns with the bottom of the existing perpendicular beam. This is depicted in section A on S201. Rather than being supported, the transfer beam supports the existing steel beam to provide an alternate load path while masonry in the corner is rebuilt. Alpha Corporation

b. New HSS4x4x1/4 shoring posts on exterior of masonry wall look to be resting on existing concrete tunnel walls?

Yes, this is also noted at plan 2 of S201, “COLUMN SITS DIRECTLY ON EX TUNNEL WALL.” Alpha Corporation

c. Clarify what new W8x24 is to do upon installation?

One W8X24 is a temporary transfer beam (just mentioned in item “a”) which supports existing framing at the second floor per section A on S201. The other four W8X24s are temporary needle beams, which support masonry per section B on S201 while headers are replaced. Alpha Corporation

2.Sheet S201:
a.Clarify that existing steam piping as called to remain is currently insulated / covered for the areas where work is to occur.

The condition of steam piping is not normally shown on structural drawings. Note 4 in the GENERAL NOTES section of drawing S001 requires field verification of existing conditions before starting construction. Alpha Corporation Section A:

a. Transfer beam (W8x24) appears to be shown in conflict with plan sheet S101. Plan with notes and section appear to be opposite of each other?

Wording on the plan note means that the top of steel for the new transfer beam should align with the bottom of existing beam elevation. Section illustrates this correctly. Alpha Corporation

b.Section A and Plan 2 show vertical support posts in conflict with each other.
i.Section A shows posts sitting inside pit walls. New Work Plan shows columns sitting on top of either pit wall lid or vertical existing wall.

Plans 1 on S101 and 2 of S201 are complementary but show different phases of the project. The focus of plan 1 is shoring, while the focus of plan 2 is installation of needle beams and the new tunnel lid (new work). The outline of plan 2 is depicted on plan 1 for context, as both shoring and permanent members will need to be installed as part of this work. The shoring plan, on which section A is cut, depicts only temporary framing which will eventually be removed. The new work plan depicts the final condition, after temporary members have been removed. This is the reason that shoring posts depicted in section A do not appear on plan 2. The columns depicted on top of pit walls in plan 2 do not follow this convention as they are temporary shoring elements but were depicted anyway in order that details of their bearing plates would be visible since the scale is larger. The size of these shoring columns is identified at the expected location in plan 1. These two shoring columns do not show up in section A because they are located outside the brick wall, and thus are not visible from the interior. Alpha Corporation

b. Vertical support posts are shown sitting on W14x30 x 10’ long? Provide side elevation / view of this to show how W14x30 is to be installed within existing pit.

Part of the 10’ length extends into the tunnel, as illustrated in this elevation view. Alpha Corporation

c. Spall repair is called out. If required, show existing photo reflecting extent of work.

Detail is provided because an 18”X18” section of concrete at the right side of the tunnel entrance sounded hollow. No spall was visible, so no photograph is available. Alpha Corporation Section B:

a. Clarify that removal of existing masonry from top of needle beam and between needle beams is correct and this should not be from bottom of existing needle beams?

Remove existing masonry below the bottom of needle beams in section B and in step 6 on S001. Alpha Corporation

b.New support beams (4) W10x22:
i.Are beams to be welded together on bottom flange or is a plate to be installed to cover all beam bottom flanges?

No welds are required between W10X22 beams. No bottom plate is required at W10X22 beams. Adjust gap between beams to evenly distribute them under the existing wall, whose thickness is shown as 2’0” VIF in this section. Alpha Corporation

c. Masonry shown in section above at ex. exhaust fan appears to be new, provide clarification and details for repairs There is no new work on masonry beside the exhaust fan. A different line weight was chosen for nearby existing brick to distinguish that this brick is beyond the original opening. Alpha Corporation Section C:

a. Is there existing water stop between existing concrete walls and existing concrete lid? If existing is new to be installed and what is specification for a retrofit water stop.

Record drawings do not depict any water stops. Retrofit water stops are not required. Alpha Corporation

b. If existing earth is to be removed on North side of existing concrete tunnel wall, is existing wall in an unrestrained condition sufficient to support temp support post as called out on New Work Plan 2 this sheet.

Yes. Alpha Corporation

c. #4 @ 12: OC running parallel with tunnel at lid. Is embed into existing to be 12”?

Yes. Alpha Corporation New Work Plan 2:

a. Provide detail for new bearing conditions of 6” and 12” as called out.

No special detail is needed, just measure the bearing length at beam centerline. Non-shrink grout meeting requirements given on S001 may be used to ensure full bearing. Alpha Corporation

b. Refer to notes for Sheet S101, note A and Sheet S201, Section A, note a for conflicts.

These apparent conflicts have been addressed in their respective sections, above. Alpha Corporation

ThesubjectbuildingisBuilding15locatedwithintheHamptonVAMedicalCenterat100Emancipation Drive in Hampton, Virginia. Based on the information provided to ECS, the beamsadjacenttothesteamtunnelconnectedtothebuildingarescheduledforstructuralrepairs/restoration.

2.0PURPOSE

The purpose of the survey was to determine if lead-based paints (LBPs) / lead-containing paints(LCPs) are present in the general area of the building expected to be impacted by the plannedrenovations.ThesurveywasperformedwithintherecessedareaofthebasementintheSoutheasterncornerofthebuilding.

3.0METHODOLOGY

ECS performed the authorized Scope of Services in general accordance with our proposal, standardindustrypractice(s)andmethodsspecifiedbyregulation(s)fortheidentificationofLead-BasedPaints(LBPs)/Lead-ContainingPaints(LCPs).

The Limited Lead-Based Paint (LBP) testing was performed by a State licensed Lead Risk Assessorusing an X-Ray Fluorescence (XRF) Spectrometer to identify lead concentrations in painted and glazedsurfaces.

The testing was conducted utilizing the U.S. EPA definition of LBP. Under this definition, paintedsurfaces which contain lead in concentrations equal to or greater than 1.0 milligrams per squarecentimeter (≥1.0 mg/cm2) are classified as coated with LBP. Paints with concentrations of leaddetectable by the XRF are considered lead-containing paints. Activities which disturb lead-containingpaintsandglazingorlead-basedpaintsandglazingareregulatedbyOSHA(29CFR1926.62).

Becausethecurrentorproposeduseofthepropertyisnotresidentialorchild-occupied,thescopeof the LBP survey was not conducted in accordance with HUD Chapter 7 requirements. Thisrepresentative survey included taking readings from building materials located in the recessedsectionofthebasementintheSoutheasterncornerofthebuilding.

4.0RESULTS

Thefollowingisasummaryoftestresults.ThetestingwasperformedonSeptember26,2019.

Paintandsurfacecoatingswhichcontaindetectableconcentrationsofleadareconsidered“lead-containingpaints”.SinceOSHAhasnospecificactionlevelforleadinpaint,allpaintonthesitefound to have a measurable concentration of lead should be assumed to be lead containing. Workperformed which may disturb lead-containing paint is regulated under OSHA as referenced under 29CFR1926.62.

A total of 25 readings were collected during the site visit, including calibration readings. Thesereadingsareprovidedinthetablebelow.Thematerialsidentifiedtobepaintedwithlead-basedpaintarehighlightedinred.Thematerialsidentifiedtobepaintedwithlead-containingpaintare

5.0RECOMMENDATIONSANDREGULATORYREQUIREMENTS

BasedonourunderstandingofthepurposeoftheLimitedLead-BasedPaintTesting,testresults,andourfindingsandobservations,ECSpresentsthefollowingrecommendations.

Based on the findings of this report, detectable concentrations of lead were identified on paints andsurfacecoatingsintheareasidentifiedbytheclientasbeingimpactedbythisproject.

The presence of lead is a concern primarily when conditions exist where it may inhaled or ingested.Regardless of the analytical results of a material, all painted and/or glazed surfaces may still containconcentrationsofleadinthepaint, whichwhendisturbed, maygenerateleaddustgreaterthanthe Permissible Exposure Limit (PEL) of 50 micrograms per cubic millimeter (ug/m3) as an 8-hourTime Weighted Average (TWA) established by the OSHA “Lead Exposure in Construction Rule (29 CFR1926.62).”

TheOSHAstandardgivesnoguidanceonacceptablelevelsofleadinpaintatwhichnoexposureto airborne lead (above the action level) would be expected. Rather, OSHA defines airborneconcentrations,andreferencesspecifictypesofworkpracticesandoperationsfromwhichaleadhazardmaybegenerated(reference29CFR1926.62,section d). Environmental andpersonnelmonitoringshouldbeconductedduringanyremoval/demolitionprocess(asappropriate)to verify that actual personal exposures are below the Permissible Exposure Limit (PEL) of 50micrograms per cubic millimeter (μg/m3) as an 8-hour Time Weighted Average (TWA). Under OSHArequirements, the contractor performing renovation work/paint disturbance will be required toconduct this monitoring and follow applicable requirements under 29 CFR 1926.62 if disturbing LBP/LCP.

Note: Additional requirements regarding disturbance of LBPs/LCPs will be provided in the projectspecificationsasaseparatedocument.
