Questions and Answers Semi-Annual Elevator Inspection Services Solicitation 36C24620Q0555
1. B3 Performance Work Statement, Item 1: This indicates that the Contractor will provide all labor to conduct Semi-Annual Elevator Safety Inspections. ASME A17.1 states all elevators shall be tested and inspected twice annually. The first required test/inspection is the Category 1 (annual). All elevators will have their safety devices and all other components tested once per year. The testing and manipulation of the elevator equipment is done by a qualified elevator service provider. The role of the inspector is to only witness, verify, document, and report the results of the tests as performed by the elevator service provider.
0. Will the VA be supplying the qualified elevator service provider to operate the equipment and perform the testing mandated by A17? Yes, the VA will provide the service provider.
0. If not, is it the responsibility of the Contractor to engage another elevator service firm to perform this testing? No.
1. B3 Performance Work Statement, Item 2: Regarding coordination, the section states to “Provide the COR all documentation and warranty information concerning installed components/equipment.” This appears to indicate an expectation that there will be repairs conducted within scope of this agreement. Please clarify what is intended by this statement or revise accordingly. This has been removed. Revised PWS can be found below.
1. Are there any critical services elevators at the facility that will require the test/inspection to be done after normal business hours (06:30 - 17:00)? Please provide the unit identification(s) if required after hours. All will work will be completed during normal tour hours: 8:00am – 4:30pm
1. Volume I - Technical Capability - Factor 1 specifies that the detailed operational plan will need to include “routine and emergency call procedures and response times.” These do not seem to fit within scope of the services described in the Performance Work Statement. Please confirm that these are required. If emergency services are not required for these jobs, please notate that in the quote submission.
1. Volume II – Past Performance requests “a summary description of up to three prior contracts/orders per team member/sub-contractor for projects completed.” We understand this to mean that there will be a maximum of 3 past performance examples included in the section. Is this the proper understanding? Yes. Please submit up to three jobs of past performance for similar services.
1. Volume III – Price – the instructions indicate that the Price/Quote Schedule is to include “proposed labor categories, labor rates, and number of hours by task.” This appears to conflict with the provided schedule that is to be completed, which only has fields for unit price per job and a total amount. Please clarify. Please see below for correction. Follow Price/Cost Schedule and submit pricing for 2 jobs (one inspection in October and one in April).
1. The posted due date time is listed as 11AM EST in box 8 of the SF 1449, and at 2 PM EST in Section E.1 (a). Please clarify which is correct. An extension has been granted per amendment 0001. The closing date is now 05/21/2020 @ 9:00AM EST.
1. What was the total previous inspection contract value yearly? The current contract is a base and four-year option contract that was awarded under Contract VA246-15-F-7974.
1. When will the Category 5-year load test need to be done, year and month? The Previous Five-Year Load test was completed in 2019, so the next one will need to be completed in 2024.
1. Under inspection contract, will this contract require the awardee to provide the elevator technician to perform needed tests on elevator or will this be provided by the VA? The VA will provide the technician to perform the testing.
Instructions to offerors changes:
Original: Volume III – Price The contractor shall submit a completed Section B.2. Price/ Quote Schedule to include its proposed labor categories, labor rates, and number of hours by task.
New: Volume III – Price The contractor shall submit a completed Section B.2. Price/ Quote Schedule.

B.3 PERFORMANCE WORK STATEMENT
Semi-Annual Elevator Safety Inspections Charles George VAMC Asheville
1. General. Special Requirement -- The Contractor will provide all materials, hardware and parts, tools, specialized equipment, labor, transportation, supervision and technical expertise to conduct Semi-Annual Elevator Safety Inspections on five (5) each Hydraulic and seven (7) each traction elevators, and one (1) Non-passenger dumb-waiter at Charles George VA Medical Center, Asheville, NC. Inspections shall occur in October and April.
2. Coordination. The Contractor must pre –coordinate work and if needed, associated outages with the COR or designated POC. This work will be accomplished during regular Monday to Friday business hours. The contractor will respond to Building 47, Room BF128 on the prescheduled date/time, and contact the COR. Contact must be made with the COR prior to accomplishing the start of any work.
Contractor will inform COR of the date(s) work will occur and what hours the contractor will be working. Work must be completed between normal VA working hours: 8:00am – 4:30pm.
When complete, notify the COR to inspect and accept all accomplished work.
Provide the COR all documentation and warranty information concerning installed components/equipment and work accomplished
The COR will be immediately notified whenever the work requirements relating to the semi-annual elevator safety inspections, or related activities interfere with normal VAMC operations.
3. Elevator Specifics

4. Specific Requirements. The Contractors work shall include, but not be limited to the following:
a. Full-service elevator safety inspection of all Hydraulic Elevators utilizing the inspection checklist provided (Attachment 1).
b. Full-service elevator safety inspection of all Traction (electric) Elevators utilizing the inspection checklist provided (Attachment 2).
c. Contractor will perform, Rupture Valve Inspection in 2022 and Five-Year Load Test Inspection in 2024.
d. Perform complete clean-up of work area daily
e. Contractor will provide safety, traffic control, supervision and final clean-up.
5. Other Station Rules and Guidelines. The Contractor will adhere to the following station rules.
1. All work will be accomplished to industry standards and compliant with all current CODE requirements (Life Safety, NFPA, Electrical and Building). All Department of Veteran’s Affairs regulations and codes will be complied with.
2. This is a hospital environment. The Contractor and his personnel are expected to be appropriately dressed (preferably uniformed) and to conduct themselves professionally.
3. Ensure all invoicing documents are submitted in-accordance with the instructions provided in the formal contract.
4. This is a federal facility as well as a medical center. As such, there is NO tobacco or Vapor usage allowed inside any federal building or on the grounds. Failure to follow these regulations can result in removal of the worker or Contractor from the facility and/or a US Magistrate’s ticket and fine.
5. Parking will be in designated lots. Consult with the COR as to allowable parking and material drop-off.
6. Any work requiring a shutdown or utility outage will be requested in advance and scheduled by the COR prior to the work being accomplished.
7. The Contractor will coordinate his activities with the COR to identify any smoke or fire barriers that must be penetrated or disrupted as a result of this contract and will restore the fire barrier to its rating through use of fire stopping. The Contractor and his personnel will be trained and certified to use and apply fire stopping prior to its application and at the Contractor’s expense.
8. The Contractor will be responsible for ensuring that all the employees and other personnel visiting the work site have and are using the appropriate Personal Protective Equipment (PPE) that addresses the hazards found at the site. The Contractor will be responsible for the upkeep, issue, and training for the PPE used and maintaining all required documentation
9. Since the incidents of September 11, 2001, the Federal Government has begun to implement new security measures to help protect federal facilities. The Contractor will provide to the COR a list of employees expected to work on this contract. This list will be on company letterhead and contain the employees’ name, driver’s license number, address and nationality. This list will be verified and signed by a corporate officer. These personnel are subject to a background check and fingerprinting to be eligible to receive a security badge.
10. Identification Badges will be picked up from Work Order Desk Room BF129 in the Basement of Building 47.
11. Prior to commencing work, general contractor shall provide proof that an OSHA designated “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present”
12. Compliance Awareness Training shall be completed by vendor prior to access to Charles George VAMC. Vendor has responsibility for “Duty to Report” any fraud, waste and abuse witnessed while on VA premises to the Compliance Officer.
