CONTINUATION PAGE
1) Page 9 – you ask for state vehicle inspections which are conducted annually, but also reference a general inspection checklist conducted by a certified mechanic. We are unfamiliar with this additional inspection checklist; can you clarify? The general inspection checklist mentioned in this paragraph is the normal document that accompanies the State of North Carolina vehicle inspection by a certified mechanic.
2) Page 16 – If a tablet is provided in each vehicle allowing text communication with the driver, does this meet your communications requirement? Paragraph H2 on Page 16 of the solicitation explains the agency’s requirement for the ‘direct communication’.
Offerors are free to offer solutions that can meet or exceed the requirement.
3) Due to the short notice, we were unable to attend the Site Inspections. Will you be providing a list of those companies in attendance and a summary of any information provided and questions asked/answered? The site visit was attended by some potential offerors. The information provided were general site conditions such as facility layout, traffic pattern (which is one-way traffic due to COVID-19 screening protocol), patient pick up and drop off area.
4) Please provide an estimated breakdown of the number of trips and extra miles for each of the VA three locations. The Salisbury VA Health Care System operate as one entity with clinics spread out at the facilities in Salisbury, Charlotte and Kernersville. The estimates provided in the Schedule of Services starting from page 4 reflects this organizational structure.
5) Please provide an example of a typical daily service order and method of transmittal
(scanned document, electronic attachment, VetRide portal, etc.). If this information is transmitted electronically, what software is used and what software can it be exported to what software can it imported into? Scheduled trips are transmitted to the contractor via email the day before the scheduled trip. Microsoft outlook is the agency’s email provider, which also include an encryption feature.
6) P.3 INVOICING: Please confirm that invoices will be submitted through the VA’s
Electronic Invoice Payment Processing System (IPPS) – http://www.tungsten-netwotk.com and paid by EFT. Does this paragraph indicate that we should anticipate submitting twice-monthly invoices and that the VA will pay twice-monthly? Yes, VA’s Electronic Invoice Payment Processing System (IPPS) will be utilized, and per paragraph P.3 of the solicitation, invoice shall be submitted semi-monthly in arrears, and payment will be made semi-monthly after the receipt of a proper invoice.
7) Please confirm that the Prompt Payment Act (31 U.S.C. 3903) applies. Yes, the solicitation includes FAR 52.212-4 Contract Terms and Conditions-Commercial Items, which covers Prompt Payment Act in paragraph (I) Payment
8) Hello, I'm interested in this VA contract no.36C24620Q0421. Do you have list of qualifications for this opportunity? The qualifications and the requirements for the required services are contained in the solicitation for services published on https://beta.sam.gov Federal Contract Opportunities platform.
9) Please confirm that the entirety of C.8 SUPPLEMENTAL INSURANCE
REQUIREMENTS supersedes that portion of C.12 VAAR 852.228-71 INDEMNIFICATION AND INSURANCE (MAR 2018) (b) “More specifically, workers' compensation and employer's liability coverage will conform to applicable State law requirements for the service contemplated, whereas general liability and aircraft liability of comprehensive type shall, in the absence of higher statutory minimums, be required in the amounts per aircraft used of not less than $200,000 per person and $500,000 per occurrence for bodily injury and $200,000 per occurrence for property damage. Coverage for passenger liability bodily injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater
The version of the clause VAAR 852.228-71 INDEMNIFICATION AND INSURANCE (MAR 2018) in the solicitation sub-section C12 is replaced by the version below:
VAAR 852.228-71 INDEMNIFICATION AND INSURANCE (MAR 2018)
(a) Indemnification. The contractor expressly agrees to indemnify and save the Government, its officers, agents, servants, and employees harmless from and against any and all claims, loss, damage, injury, and liability, however caused, resulting from, arising out of, or in any way connected with the performance of work under this contract. Further, it is agreed that any negligence or alleged negligence of the Government, its officers, agents, servants, and employees, shall not be a bar to a claim for indemnification unless the act or omission of the Government, its officers, agents, servants, and employees is the sole, competent, and producing cause of such claims, loss, damage, injury, and liability. At the option of the contractor, and subject to the approval by the contracting officer, insurance coverage may be employed as guaranty of indemnification.
(b) Insurance. Satisfactory insurance coverage is a condition precedent to award of this contract. In general, a successful bidder must present satisfactory evidence of full compliance with State and local requirements, or those below stipulated, whichever are the greater. More specifically, workers’ compensation and employer’s liability coverage will conform to applicable State law requirements for the service defined, whereas general liability and automobile liability of comprehensive type shall, in the absence of higher statutory minimums, be required in the amounts per vehicle used of not less than $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. State-approved sources of insurance coverage ordinarily will be deemed acceptable to the Department of Veterans Affairs, subject to timely certifications by such sources of the types and limits of the coverages afforded by the sources to the bidder.
