Chemical Treatment
1. When onsite for the walk-through, the operator stated that he could provide us with the last year of meter readings for Makeup, Feedwater, and Condensate Return. (This can simply be a starting reading with date and ending reading with date or you can provide us with the total accumulated reading along with the time frame that this was calculated.)
Please see excel sheet
1. What is the normal boiler rotation schedule?
Rotated to maintain equal run times. Both boilers are kept warmed and ready
1. What months do the boilers run? (ex. Boiler 1 or 2 runs from Oct-Mar and Boiler 3 runs Apr-Sep) Boilers run every month except for #3 which is out of service
1. Is there properly functioning automatic blowdown controls utilized on the boilers?
YES
1. Is all the feed and control equipment onsite owned by the VAMC (pumps, controllers, tanks/containment)?
Yes
1. Does the VAMC personnel currently transfer chemical from the shipping containers to the stationary feed tanks onsite? If so, why does the specification ask for hands free delivery (Chemicals and Testing Supplies, Item 6, Page 6)?
Yes , boiler personnel cannot leave the boiler room, having it delivered to the boiler room eliminates the need for this overtime.
1. There were a lot of empty drums onsite when the specification asks for the supplier to remove the empty containers immediately when empty (Chemicals and Testing Supplies, Item 7, Page 6); is drumless delivery required/preferred/enforced?
We currently buy the chemicals as needed therefore own the barrels and VA personnel have to dispose of the old barrels. Yes the statement of work will be followed and enforced
1. The specification required the FW hardness to be less than 1 PPM (Performance Requirements, Item 1, Page 7) but there is no softener onsite which would mean that condensate return would need to be around 90% or better to attain this level. Will a water softener be purchased and installed (none currently in place) if the FW hardness cannot be maintained below 1 ppm?
Condensate return is greater than 90%. VAMC Asheville (Asheville area) water is naturally soft and no softener has been required in the past. Yes if hardness cannot be maintained below 1 PPM one will be purchased and installed
1. Are corrosion coupons (copper and steel) currently in use as requested in the specification (Performance Requirements, Item 16, Page 7)? If so, can you please provide the most current analysis for review?
No
1. A magnetic layer of black iron oxide for corrosion barrier on the steel surfaces would require the use of a tannin product (Performance Requirements, Item 17, Page 7); is a tannin based product going to be specified for this application?
NO, The magnetic (magnetite) layer is normally created by proper chemical treatment and is already there, needs to be maintained
1. Can you please share the last test results for the DO monitoring of the DA Tank as required by the specification (On-site Services, Item C, Page 8)?
The 6 year NDT of the DA tank was just completed 10/22/2019 and it is cleaned and visually inspected annually. Currently don’t have any DO test results
1. When speaking with the operator during the walk-through, we were told that the current situation was that chemical was purchased on a “buy-as-needed” basis and that another charge was also incurred for the monthly onsite service visit/testing. The bid spec asks for Annual Pricing for each of the next 5 years and a total for the 5 years. Will this be the way pricing is evaluated and also the way the contract will actually bill?
Per page 3, Contract Administration Data, contractor is to submit invoices monthly in ARREARS. Each CLIN is broken down on a monthly/yearly basis. Please provide the monthly cost of services on the unit line and the total year cost of services (monthly cost x 12 months) on the amount line. This will be done for each Option Year CLIN.
