Solicitation Install Reverse Osmosis Water System in Sterile Processing Services

Project # 658-18-105

1. What is the GPM for the new water softer?

200 GPM

2. On page 14 of 20 of the solicitation, at paragraph “1. Criteria”, it speaks of a Quality Assurance Manager and a Safety Manager. We need clarification on who these two people are. In specification section 01 35 26 (which is included in the specifications provided with the solicitation) we are told that we must have a Site Safety & Health Officer (SSHO) on site at all times. There is not provided with the corresponding specification 01 45 00.00 10 that says we must have a Construction Quality Control System Manager (CQCSM) on site at all times. Are the QA and Safety Managers the CQCSM and SSHO, or are they corporate managers who would not be on site at all times, but would only perform periodic site visits? We understand that we would have to provide an on-site SSHO per the specifications, but no CQCSM would be required since there are no specifications for that individual, nor does the solicitation address that specific position.

The purpose of this project the CQCSH and QA Manager are identical; The Safety Manager and SSHO are identical.

3. On page 14 of 20 of the solicitation, at paragraph “1. Criteria”, it speaks of a Site Superintendent, a Quality Assurance Manager, and a Safety Manager. On the following page, it states that the Quality Control Manager and the Safety Manager may be the same individual, but it doesn’t say that one individual cannot perform all three positions.

Given the expected cost range of the project ($500K – $1M), we believe one person can adequately perform the duties for all three positions, provided that person can demonstrate two years of experience in each of the positions. Do you concur that one person may serve as Site Superintendent, Quality Assurance Manager, and Safety Manager? This assumes the QA Manager is the Construction Quality Control System Manager and that the Safety Manager is the Site Safety & Health Officer.

A single individual may fulfill all 3 roles provided that individual meets qualifications for each role.
