1. What level of commissioning needs to be provided for the systems installed? Does this need to be a third-party commissioning agent? If a third-party CxA is required, who will hire/pay the agent? If we are required to procure the services of the CxA, what are the requirements for the commissioning agent?

See specification section 22 67 19.16

2. Specification Section 01 00 00, paragraph 1.3 states: “All work, including final cleanup and completion of any punch list items, shall be performed within one-hundred (100) calendar days of receipt of the Notice to Proceed.”

All work, including final cleanup and completion of any punch list items, shall be performed within One-hundred and Forty (140) calendar days of receipt of the Notice to Proceed.

3. SF 1442 Block 11 states that we have 140 days to complete the project after NTP.

Solicitation page 4 of 62 says 140 calendar days. Solicitation page 15 of 62, paragraph B.1 states: “Offeror must provide a proposed construction schedule not to exceed 365 calendar days.” Can you please clarify how many calendar days we have to perform the project?

All work, including final cleanup and completion of any punch list items, shall be performed within One-hundred and Forty (140) calendar days of receipt of the Notice to Proceed.

4. The SF 1442, Block 10, says “Questions/RFI's Cutoff: March 5, 2019 @ 2:00PM EST.” Amendment 0001 says “Questions/RFI's Cutoff: February 7, 2019 @ 2:00PM EST.” Can you please clarify the last date/time for questions?

RFI Amendment #2 RFI explain the correct date that RFI cutoff questions date is March 7, 2019

5. The SF 1442 block 13.d does not provide the number of calendar days allowed for government acceptance. Can you please provide the number of days?

One-hundred and twenty (120) calendar days

6. Solicitation page 11 of 62, paragraph 2.a., requires us to send out PPQs to our references and directs us to use the attached form. We cannot locate a PPQ form. Can you please provide?

RFI Amendment #3 RFI explain that there is no Part II – PAST PERFORMANCE will not be included in this solicitation

7. Solicitation page 12 of 62, paragraph 2.b., states that the references must return the PPQs to the government contract specialist. If we have existing PPQs (USACE/NAVFAC Form PPQ-0 or similar), may we provide those in lieu of requesting another PPQ from our customers?

RFI Amendment #3 RFI explain that there is no Part II – PAST PERFORMANCE will not be included in this solicitation

8. Reference solicitation, page 16 of 62, paragraph 2.c, which states: “A description of how the Contractor will ensure that both the new and existing system ductwork is adequately sealed against leakage and indicate against what standard the leakage will be measured.” We believe this was from a previous solicitation and not tailored out of the current requirement. Can you confirm that this is not a requirement for this solicitation?

This doesn’t pertain to this project

9. Reference solicitation, page 17 of 62, paragraph 2.e., which states we are to provide, in part: “Project Statistics including…square footage.” We do not typically measure the square footage of our projects. If it’s a new facility, that would be known. For retrofits of NAICS 238220-type work, we may know, for example, how much ductwork we installed, but we would not need, nor be privy to, the square footage of the facility. Can you delete this specific requirement?

This doesn’t pertain to this project
