· Final Destruction to be: The process through which temporary paper records are pulped, macerated or shredded by pierce and tear method to a degree that definitively ensures that they are not readable or unable to reconstruct to any degree.

Question and Answers to RFQ 36C24619Q0365
· P. 5, service schedule items 1, 3, and 5 “monthly servicing” – an every-four-weeks schedule is more efficient and creates less confusion and rescheduling than a monthly schedule. If a set day per month is selected for service, it shifts between days of the week from month to month and the selected date will also fall on the weekend at least twice a year. This creates more rescheduling than with a 4-week schedule. It also makes more work for the shredding company to coordinate the VA service with its scheduled services for other clients. Can 1,3, and 5 be changed to every 4 weeks? This would make it 13 services per year.
· Will change from Monthly to “Every 4 Weeks and 13 Services per Year”.
1. P. 5, service schedule item 4 “twice monthly” – can this be changed to bi-weekly? That would allow servicing to fall on the same day of the week and therefore lessens confusion around scheduling as well as invoicing. This also matches the 26 services per month already listed.
· Will change from Twice Monthly to “Bi-Weekly”.
1. P.5, bottom, 1st bullet – “once a week” is used, and the frequencies have changed since previous solicitations. Could this be adjusted to read “as defined in the above service schedule”?

1. P.7, CLIN 0001A – for the tapes, plastic and CDs, please explain how to bid this and associated CLINs in option years. Without knowing the quantity of material and trips to be made it seems all that can be entered is the $500, please confirm. Also, please confirm that the servicing would be coordinated with already scheduled trips.
· Will add “Pick up will be quarterly as requested by the COR” to CLINS 0001A, 1001A, 2001A, 3001A, 4001A.
1. P.11, C.4 – in the last solicitation for this work, VAAR 852.215-71 was removed, will it be removed from this solicitation?

1. P.22, Factor II, 1) Experience – please confirm that the offeror, who would be the prime contractor, must have “at least three (3) years’ experience in the field of document shredding services.”

P.25, Factor IV – Price: For any SDVOSB contract over the micro-purchase level threshold ($10,000), the contractor must adhere to the Limitations on Subcontracting rules and therefore cannot pay a non-similarly situated subcontractor more than 50% of the contract value (yet must still compensate the subcontractor fairly). How will this restriction be taken into consideration when evaluating pricing for bids submitted?
· FAR clause 52.212-2 EVALUATION- COMMERCIAL ITEMS
(b) states: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
1. P.26, E.2 VAAR 852.215-70 – this is in direct contradiction to P.11, C.5 which indicates that offers will only be considered from verified SDVOSB concerns and “Offers received from concerns that are not verified (SDVOSB) concerns shall not be considered.” While the tiered evaluation process was removed from the earlier posting of this solicitation, E.2 on page 28 in essence keeps the intent of tiered evaluation since it allows “Non-veteran offerors” to submit bids, contrary to the Supreme Court decision regarding Kingdomware. Please remove Section E.2 on p.26 so this is a true SDVOSB set-aside as indicated in block 10 on page 1.
· VAAR 852.215-70 will be removed from solicitation.
