Request for Proposals 36C24618R0176 Project Title: SCI Crawlspace Emergent Structural Repairs Amendment A00001 - Attachment A – Responses to RFP Questions
1. Question: The electrical scope of work on sheet 137-EP100 state in notes 2: “Temporarily support conduits from floor while concrete repair work is performed. Install new conduit hanger, supports per the details on this sheet, …. Survey exact quantities of existing conduits, single and trapeze hung (and summarize in schedule similar to one on this sheet) and submit “as-built” drawing to COR prior to ordering any hangers.” The contractor is to provide the design of the scope of work?
Answer: No design required. Shop drawing is required to verify locations of the hangers.
2. Question: The duration of this project is 120 days. We feel that due to the scope of repairs required and the location of being in a crawlspace that more time is needed to do this project.
Can the duration be extended for bid item number 1?
Answer: No, 120 days is the requirement.
3. Question: Drawing 137-EP100 note 1 states: “Existing conduits to remain.” No items are shown in this area. Please confirm our understanding of no items in this area.
Answer: Incorrect. Note 1 indicates all the conduits in that area is to remain. Only the hangers are to be replaced per note 2 and bid shall reflect the hangers needed for the conduit schedule provided. Contractor is responsible to survey exact quantity of conduit to be re-supported and provide shop drawings as indicated on drawings
4. Bid documents refer to a Bid Bond to be submitted by offeror; however, there is no reference to the value/percentage of the bid bond requirement. Please advise if Bid Bond will be required from the offeror with his proposal submittal. If yes, please advise the value/percentage of the bid bond requirement.
Answer: FAR 52.228-1 was incorporated by reference into the RFP. The full-text has been provided as an attachment to this Amendment A00001. Offerors are required to provide a bid bond. The bid bond (“bid guarantee”) shall be 20% of the bid price, or $1,000,000.00, whichever is less. The term “bid” means “offer” for the purposes of this request for proposals.
5. Bid documents refer to Performance/Payment Bonds. Please advise the value/percentage of the Performance/Payment bond requirement.
Answer: FAR 52.228-15, Performance and Payment Bonds, was incorporated by reference into the RFP. The standard clause text requires a performance bond to be provided in the amount of 100% of the contract price. The standard clause text requires a payment bond to be provided in the amount of 100% of the contract price.
6. Please provide us with the copy of the site visit attendance sheet.
Answer: The site visit attendance sheet is a contract file document that does not require public release. The document is used for internal reference only.
7. Please provide us with the names, titles and contact information of the Government representatives attended the site visit.
Answer: Government representatives in attendance at the site visit included the following: (1.)
Daniel Spaulding, Contracting Officer, 757-315-3964, daniel.spaulding@va.gov, (2.) Vickmary Negron-Figueroa, Contracting Officer’s Representative (COR), 757-722-9961 Ext. 2169, Vickmary.Negron-Figueroa@va.gov, and (3.) Justin Hughes, Safety Office. Contact information for the Contracting Officer and COR are provided here and in the RFP. Contact information for other facility staff will be provided upon contract award.
8. Bid documents, Section I, I.15 VAAR 852.236-71 refers to construction drawings and specs provided with the bid documents to be the final. However, the drawings provided with the bid documents are dated 06/05/2014. Has the Government made further assessment for structural and mechanical systems damages possibly occurred since 2014?
Answer: No, no further assessment will be completed
9. Offeror could not locate a concrete durability analysis within the final drawings and/or specifications provided with the bid documents. Based on the previous experience of the offeror, as this building is by the ocean and exposed to high chloride, the following documents need to be utilized in conducting a durability analysis to conform with the current building codes:
a. Building Code Requirements for Structural Concrete, ACI 318-08, Chapter 4 – Durability Requirements
b. Guide to Durable Concrete, ACI 201.2R-01
As the drawings and specifications provided with the bid documents are final, please advise if Government will issue a durability analysis.
Answer: No, we will not issue a durability analysis.
10. Will there be Liquidated Damages for this Contract?
Answer: Liquidated Damages have not been included in this contract.
11. Reference: SOW: “The government, at its discretion may require this work to take place after normal business hours.” During the site visit we were notified that night work would not be allowed. As the performance period is limited to 120 days and due to the nature and complexity of the work, will Government reconsider to allow the Contractor to work during night time?

Answer: The area of the medical center above the work site is occupied by patients who live at the facility. Work cannot be performed at night.
12. Contractor’s lay down area is specified as being adjacent to the ball field. Will the contractor be allowed to use the car park next to the building as an alternative lay down area?
Answer: No, unless approved by the COR the lay down area will remain adjacent to the ball field
13. Are there any additional campus/compound security measures for vehicle and material screening requirements for the project?
Answer: The RFP contains all known requirements regarding campus/compound security measures.
14. Bidder requests the bid submission date to be extended to Feb 16, 2017 and all other dates (questions, answers, questionnaire submittal, etc.) are pushed back consecutively.
Answer: No specific, substantive reason was provided for this request and no events have caused delay from the original RFP schedule. A Q&A period is standard for most solicitations of this dollar value, and was incorporated into the RFP schedule. The RFP schedule, from release date to closing, comprises a timeframe of seven (7) weeks (49 days), where only 30 days was required by the Federal Acquisition Regulation. Receipt of questions during the standard Q&A period does not immediately necessitate extension of the offer due date. The due date will not be extended with this Amendment.
15. The concrete section lists a series of bid quantities that are to be the basis of the bid (see page 03 01 00-4). The spec also calls for a pre-construction survey to determine the exact quantities and an acknowledgement that there could be a variation in the actual quantities of work versus the spec allowances (see page 03 00 01-5). Since I don’t see a unit price sheet with the bid form, could you please clarify how the cost of the additional work would be calculated?
Answer: Offeror’s should price the work based on the specifications and drawings, as provided.
The pre-construction survey (or “Pre-Con”) is an in-depth, post award review of the site. The pre-construction survey is not a reference to the “site visit” identified in the RFP. A price breakdown form was/is provided with the RFP.
16. Do we have the ability to modify the access door to crawl space from what is there currently to make it easier to get people, materials and equipment into the work area?
Answer: A variation request with a demo and new work plan can be submitted for consideration but it will be up to the COR to approved or disapproved any variation requests.
