About this file

This document contains responses to requests for information regarding Solicitation Number 36C24523B0009 to replace boilers in Building 4 at the Loch Raven VA Medical Center. The solicitation requires the removal and replacement of two existing boilers with new units that integrate with the existing Johnson Controls Metasys control system. The contractor must obtain required Maryland permits and inspections for the new pressure vessels. Hydronic piping must be welded as specified. The tentative award date is mid-December and the project completion deadline is 180 days, excluding commissioning which can extend beyond that period. The VA will provide personnel to vent the heating system during the required outage and drain-down. Information is also provided on water treatment contacts, fence and security requirements, OSHA compliance, and existing wall details.

RFIs for Project #512-22-201, Solicitation #36C24523B0009 Replace Boilers in Building #4

1. The new boilers and circulation pumps will require reconfiguration of the existing heating water mains to accommodate that work. This will require an outage and drain down of the heating at the same time. Will VA personnel be on site during that outage to vent the existing upper-level heating water system while the contractor fills the same from the basement mechanical room?

Yes. Once the outage is complete the operating boiler would be placed back in service.

2. One of the existing boilers has been condemned and taken out of service. Would it be acceptable to remove the condemned boiler, and install a new boiler at this location while leaving the working boiler in operation? Once the first new boiler is operational the remaining working boiler would be removed and replaced.

This would be acceptable.

3. Referencing Specification Section 01 91 00, Commissioning, will the commissioning process need to be included and completed within the 180-calendar day period of performance?

No, if required it can be beyond 180 calendar days.

4. Will the contractor need to submit and pay for State of Maryland Pressure Vessel Inspections and Registrations, along with State of Maryland Department of The Environmental permits concerned with the new boilers?

Yes

5. Specification 23 21 13.2.2 calls for hydronic piping 2 ½” and larger to be welded joint construction. As stated during the pre-bid meeting this building is scheduled to be demolished within three years. Would it be acceptable to install ASTM A53 ERW steel schedule forty wall thickness pipe with roll grove mechanical joint construction pipe fittings as produced by the Victaulic Corporation of America? This piping system is rated for 300 PSIG.

No, please follow specifications.

6. What is the lead time required (pre-notification) for equipment outage requests?

Two weeks.

7. When does the VA plan to award this project?

Tentative award is mid-December.

8. Just to confirm, will the VA require for the two new boilers and the manufacturer’s provided boiler control panel to be interfaced with the building’s Johnson Metasys Control System complete with new graphics where required?

Yes, confirmed.

9. Please give us the name with point of contact information for the company who handles water treatment in this building.

Ron Appler 410-490-3660

10. Under General Requirements of the specifications, it states that the contractor is to “provide unarmed guards at the project site after construction hours.” Question: Can the VA confirm if security guards are required for this project?

No security guard is required.

11. Under General Requirements of the specifications, it states that the contractor is to “provide a chain link construction fence… around the construction site indicated on the drawings.” Question: Can the VA confirm if construction fence is required as this work will be performed inside the building?

Security fence is optional for the contractor’s staging area and is the responsibility of the contractor to decide if needed.

12. Can the Prime Contractor’s Superintendent also serve as the Prime Contractor’s

SSHO?

Based upon the qualifications of the Site Supervisor, if the qualification meets the SSHO, they can act as one.

13. Will this project require a CSP or CSHT to perform monthly inspections?

This project will require OSHA site specific safety program.

14. Under Safety Requirements in the Specification, there are instructions for ICRA and Temporary Construction Partitions. Can the VA confirm that these will be required? If so, what level ICRA and / or provide dimensions for a Temporary Construction Partition?

This project will require ILSM if any exit paths are obstructed. The project will also require an ICRA plan if any work is to be completed within patient care areas.

15. Will there be power hookup available for the contractor’s onsite office trailer?

Power will not be provided and will be the responsibility of the contractor to provide for the trailer.

16. Can the VA confirm if the contractor is to provide the temporary generator for use on this project? If so, can the VA confirm generator size and length of time needed onsite?

No generator is required unless power will be disrupted and will be the responsibility of the contractor to provide.

17. Can the VA provide a drawing detail with dimensions for the new equipment pad?

Provided drawings are sufficient for contractor to determine dimensions of equipment pads.

18. Will the sign-in sheet from the pre-bid site visit be published?

Yes, sheet is attached to RFI amendment.

19. Who is the incumbent HVAC controls vendor at Loch Raven? If there isn't one, then what is the basis of design for the DCC system?

Typically, we understand the abbreviation “RX” in this context to indicate removal, however, drawing MP201 Plan Note #7 states: “Extend/modify ex. Housekeeping pads as required for new boilers.” Are the boiler housekeeping pads intended to be removed and replaced entirely? Is it the intention to modify the existing pads?

Contractor to determine how/if pads can be reused upon final layout. Remove entirely if necessary.
