DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C245-19-AP-3140
1. Contracting Activity: The U.S. Department of Veterans Affairs (VA), VA Capitol
Healthcare Network (VISN 5), Washington D.C. VA Medical Center (VAMC) is fully responsible for the justification of Single Source Awards for the Brand-Name Only purchase of Two Electric Shuttles under purchase request number 688-19-4-240-0114.
2. Brief Description of Supplies/ Services required and the intended use/Estimated
Amount: The Washington D.C. VAMC requires two electric shuttles (One shuttle is required to be wheelchair accessible and the other shuttle will be non-wheelchair accessible) for the transportation of disabled Veteran patients to and from the medical center from the visitor/patient parking garage. Due to the elevators not being operational, disabled patients and visitors would continue to utilize the one/two passenger golf carts already in place.
The purpose of the two electric shuttles would get Veteran patients to their appointments quicker than the normal mode of transportation. The smaller golf carts can only be driven a short period of time before requiring to be recharged and safety is paramount during transport.
The contracting action would be awarded as a new firm-fixed price contract. The estimated amount is $69,000.00 but could be less.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The two electric shuttles the requiring activity is requesting are currently sold and manufactured by Moto Electric Vehicles and will fulfill the need for the Washington D.C. VAMC.
4. Description of market research conducted and results or statement why it was not conducted: Market research for this procurement was conducted in a collaborative effort between the requiring activity and Contracting Officer in accordance with Federal Acquisition Regulation (FAR) part 10, which describes the policies and procedures that govern the market research process. FAR part 10 assists requesting stations, program offices, and acquisition professionals in determining the most suitable approach for acquiring, distributing, and supporting supplies and services. FAR part 10 implements the requirements of 41 U.S.C. 3306(a)(1), 41 U.S.C 3307, 10 U.S.C. 2377, and 6 U.S.C. 796.
The Washington D.C. VAMC has a need for the purchase of Two Electric Shuttles. A NAICS code search of Two Electric Shuttles was utilized and yielded a NAICS code of 336112, which includes corresponding index entries such as Light Truck and Utility Vehicle Manufacturing. The NAICS code size standard for 336112 is 1,500 employees to be considered a small business.
