CONTINUATION PAGE

1. Block 10 shows that this acquisition is unrestricted, yet in the notes in block 19 it states there is a set aside to non-profit organizations. Which is correct? This requirement is set aside to non-profit organizations.

2. Was this solicitation originally restricted? If so is there a published amendment? Yes, this requirement since it was posted was set aside to non-profit.

3. The solicitation appears to be inconsistent by stating that there is a set aside for non-profit organizations, yet evaluation factor 4 provides a more favorable rating if the offeror is a SDVOSB or VOSB. By definition, a non-profit cannot also be a business, and accordingly a non-profit can’t be an SDVOSB or VOSB. Are we missing something? If a non-profit cannot be listed as a business, then this factor will not affect the outcome of the evaluations. But if there is a non-profit listed as a SDVOSB or VOSB in the Veteran Information Pages (VIP) https://www.vip.vetbiz.gov/ under the NAICS code then we will give the preference to that vendor under the evaluation factor.

4. If there is a non-profit set aside and factor 4 still applies, would you consider amending the solicitation to allow a non-profit that is also primarily a veteran serving non-profit to be eligible for a more favorable rating? In order to qualify for this factor the entity needs to be registered in (VIP) https://www.vip.vetbiz.gov/ under the NAICS code.

5. Is the incumbent contract holder’s previous application (proposal) available to current bidders? That is proprietary information.

6. Is there an application (proposal) template that can be shared? No

7. Can you confirm that institutions of higher-education are eligible to apply? If they are listed as non-profit organizations in System of Award Management (SAM), then yes they are available to compete for this requirement and provide responses to the solicitation.

8. Is there a page length for the technical proposal? No page limit listed in the instructions to offorers.

9. Paragraph E.2 4 outlines the requirements for the proposal response. Are there any additional restrictions (page limits, spacing, font size, etc?) Should the proposal response also address all of the deliverables in the PWS? No other restriction in section E.2. It is your choice on what to cover in the PWS that fits into the evaluation criteria in section E.14 Factor 1: Technical Capabilities.

10. The due date is 3/14/2018 and work is to begin 1 April. Is this realistic? When do you plan on notifying the new awardee? If a new organization is awarded the contract, will there be an ability to consult with the incumbent organization and share recommendations for successful startup and continuation of the program? Yes, the public was notified that the requirement was coming by synopsis on 1/11/2018 and the RFP was posted on 2/21/2018 giving the vendor community 3 week to work on the responses.

11. Is the due date 3/14/2018 at 1300 electronically and hardcopy? Should we submit both ways? Electronic submission are fine, hardcopy’s are not required. The VA has a limit on emails so be sure to label your emails properly to make sure all are received. Be sure to leave yourself some time to submit all documents via email so they are received before the deadline.

12. What are the 9 locations where the training will be delivered? Do these locations align with existing VA regions such as the VISNs? The exact locations will be determined once grants are awarded to eligible entities.

13. Is the CLINS structure identical for every year? Did the prior vendor find this to be accurate? These are estimated quantities. Vendors can tailor the Price/Cost Schedule to fit their organization but need to provide a cross walk to CLIN items that they are changing.

14. Regarding the budget, is the contractor required to use the form as identified in Section B.5, or can an alternative format be used? Similarly, can the "Estimated Quantity" listed in the budget form for number of labor hours under each task order/line item be changed in the budget proposal, or thereafter once the contract is awarded, as long as the total budget is not exceeded? An alternate form can be use but provide a crosswalk referring back to the original CLINS. The guaranteed minimum and maximum will remain the same.

15. The scope of work descriptions identifies the need for 18 two-day meetings per year, while the Deliverable Chart identified 27 two-day meetings per year. It is 27 two-day meeting per year.

16. Regarding using a Veteran Owned Small Business (VOSB) as contractors, what back up documentation (i.e. letter of partnering from the VOSB and VOSB certification) is required to demonstrate this and have this factor rated as part of the response? Does a partnership with one VOSB receive full credit in this category or are there added points/incentives to partner with more than one VOSB? What role does the contract dollar amount play in the criteria? Partnering will not get you rated under this factor. See subcontracting language in the solicitation. If it is your intent to subcontract then a subcontracting plan is required and this will get you the rating in the evaluation factor.

17. For key staff, are resumes sufficient for demonstrating experience and expertise or does the responder need to submit actual certifications (e.g. LICSW) and proofs of advanced degrees (photo copies)? Attach certifications and other documentation to the resume. This is only required for Key Personnel.

18. Do we need to submit the proposal along with form SF 1449 as the cover, or does a standard cover letter with the defined elements suffice? Either way is fine.
