About this file

This is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs, Network/Program Contracting Office 04 in Pittsburgh, PA. The justification is for the procurement of a Kubota four-wheel drive utility vehicle (RTV-X1100CWL-H) with specific accessories including strobe light, turn signals/hazard lights, tail lamp guards, side mirror kit, and cargo box with front and rear windows.

The justification explains that this specific Kubota model is required as a replacement vehicle because it has been standardized across the Pittsburgh VAMC facility, which maintains 24 similar units and $9,500 in spare parts inventory. The facility tested other brands (Toro Workman, Bobcat UV34, Polaris Rangers, Kawasaki Mules) but found them too large for their specific space requirements of 65" x 120" x 83". The document notes that electric options were not viable due to maintenance limitations, and diesel is preferred to maintain fuel consistency across the fleet. Market research was conducted across multiple platforms including MSPV, GSA Advantage, MedPDB, ECAT, and others, identifying three small business vendors compliant with the NMR small business set-aside requirements. The justification was signed by Contracting Officer Benjamin Villasenor on November 15, 2024.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-25-AP-0400

1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 04, located at 1010 Delafield Road, Pittsburgh, PA 15215, in support of VISN 04 VA Health Care System at 1010 Delafield Road, Pittsburgh, PA 15215. Transaction #646-25-1-233-0013.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Pittsburgh VAMC Biomed Department are requesting a new Brand Name Only requirement for the Kubota four-wheel drive utility vehicle (RTV-X1100CWL-H) to replace the existing vehicle in use. The requirement will consist of one (1) VC5058 Strobe, one (1) V5237 Turn Signals/Hazard Lights, one (1) V5227 Tail Lamp Guards, two (2) V5059 Side Mirror Kit, one (1) EM-KX902 Cargo Box, including front and rear windows.

The estimated value of the proposed action is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Kubota RTV-X1100CWL-H is replacing the same make and model that the Pittsburgh VAMC is currently using, known to meet size and specification requirements stated in the SON. The service mechanic and FMS Management has made the Kubota RTV-X1100CWL-H a standard vehicle at the Pittsburgh VAMC to control repair and maintenance costs as FMS must perform and fund the Preventive Maintenance on the vehicles.

Our maintenance department has an estimated $9,500.00 stockpile of parts that we keep on hand for the 24 Kubota UTVs as these have been standardized at our facility. Any other device that would be purchased would require additional funds for training as well as additional cost of parts for repairs that are needed. The dimensions (65 inches wide X 120 inches long X 83 inches high) are necessary for our facility because we have a bonified need for these compact pieces of equipment to gain access to our tight areas around the buildings and sidewalks for the safety of employees, visitors and patients.

The Pittsburgh VAMC have tested other brands of work trucks (Toro Workman, Bobcat UV34 work truck, Polaris Rangers, Kawasaki Mules), and these all are too large for our areas. The Kubota RTVs have acceptable heating for the winter, A/C for summer, power steering that is essential for working in tight spaces, hydrostatic transmission, hydraulic dump bed, four-wheel drive (for off-road needs), and an enclosed cab (with windows on all four sides as well as driver side and passenger side windows that roll down).

The current item was purchased 10/5/2012 and replacement date was to be 10/5/2018 per the equipment listing in VistA. Electric options will not work for this requirement as our facility will not be able to service electric UTVs, creating extra cost for the VA as the maintenance deptartment is not trained for maintenance on electric vehicles. Diesel is preferred as all the other UTVs are diesel and adding gas UTV would confuse the operators and this could lead to the operator putting the incorrect fuel into the machine.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted by the end user by receiving a quote from the manufacturer, Huntsville Tractor & Equipment. Searches were conducted on MSPV, GSA Advantage, MedPDB, ECAT, FORCE, SAM.gov and SCMC to compare and search for similar products and vendors. Additionally, the CS conducted searches of GSA Advantage, GSA eLibrary, VetBiz, ADDSUP, and FPDS. The results identified three SB vendors in compliance with the NMR SB set-aside.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
