STATEMENT OF NEED
Pharmacy-Grade Refrigerators for CMCVAMC in Philadelphia, PA
1. Title of Project: Follett Pharmacy-Grade Refrigerators for Corporal Michael J. Crescenz VA Medical Center (CMCVAMC) in Philadelphia, PA.
2. Scope of Work: The vendor shall provide all resources necessary to accomplish the deliverables described in this statement of need (SON), except as may otherwise be specified. The refrigerators must be in compliance with CLIA guidelines and FDA regulations.
3. Background: CMCVAMC has an urgent need of replacement of old refrigerators with new which are compliant with VHA Notice 2021-02, which will support the additional need of vaccine storage as necessary. VHA Notice 2021-02 states specifically, all medication and vaccine storage refrigerators must be Pharmacy grade with a programmable temperature range. The acquisition of Follett brand equipment aligns with the facility’s goal of unification of brand. This will reduce the cost of training HVAC staff for repairs and maintenance, as staff is well versed with Follett refrigerator preventative maintenance and repairs. The facility also maintains a stock of spare parts to be used for repairs of Follett-brand equipment. Unification of brand will be cost effective and will result in quicker turn around when/if any breakdown occurs. To minimize losses of the contents due to failures or outages, CMCVAMC plans to purchase single door refrigerators. Generally, the cost of the medication or vaccines stored in the refrigerators is much higher than the cost of the refrigerator itself. Having single door refrigerators is a critical aspect of the facility’s loss prevention and mitigation strategy. Additionally, all of the facility’s refrigerators are monitored using a program TEMP TRAK. All refrigerators provided by the vendor must be compatible with the existing temperature monitoring program.
4. General Requirement: The Corporal Michael J. Crescenz VA Medical Center in Philadelphia, PA requires lifecycle replacement Follett pharmacy-grade refrigerators for all areas throughout the Medical Center. Refrigerators used for pharmaceuticals must be Pharmacy grade with a minimal temperature range and alarm.
