End of Document Q1: Previously Asked Question 17: Solicitation Requirement Page 9 Section IV B 3 outlines requirements to perform circuit breaker overload and short circuit testing on all switchgears, switchboards and distribution panels that is consistent with VHA Directive 1028. There is no minimum amperage threshold for such testing. It is clearly understood breakers rated at 225 amps and below are not to be tested in this manner but are to be exercised and contact opening/closing verified. The majority of VA’s around the country have established a program whereby all breakers rated at 250 amps and above in the switchgears, switchboards and distribution panels are to be overload and short circuit tested. Breakers 225 amps and below are tested as specified in this scope of work. To provide clarity, modify this section to state that all breakers rated at 250 amps and above in switchgears, switchboards and distribution panels are to be overload and short circuit test.
VAMC’s Response 17: VHA Directive 1028 does not differentiate breaker sizes for this requirement. Test and exercise circuit breakers located in switchgears, switchboard, and distribution panels to ensure operation under overload, and short circuit conditions.
Follow-Up Question: Based on our review of the previously asked question regarding the minimum size of the breaker to be tested electrically. We would request VAMC to reconsider their decision/response to test all single pole 20A breakers in the panel. If these smaller breakers are to be tested, the outages for each panel will be quite long and the cost of overall testing will be quite high. Based on our industry practice and our experience with similar testing, we suggest performing all electrical testing for all 100A, 3P, and larger breakers and verifying On/Off operation for the remaining smaller breakers
R1: VA’s response will not be reconsidered.
Q2: The title of the new RFP states ‘ Presolicitation Notice’. Is VAMC’s intent to receive complete proposal with all pricing and award the contract or this notice is only for market survey?
R2: This is a complete proposal adhering to the directions for submitting.
Q3: What was the reason not awarding any contract to previous solicitation?
R3: Quotes were not technically acceptable. Again please look at submittal instructions and provide correct documentation.
Q4: We would like to receive bid tabulation for all received bid from previous solicitation.

Q5: We noticed that the title of solicitation between the previous RFP and this has changed. does VAMC has any different intent for this RFP?
R5: This solicitation is the same as the previous one.
Q6: There are some section of this RFP has been highlighted with yellow. Please describe the intent of the yellow highlights.
R6: To make sure submittals are follow the instructions provided.
Q7: Section II Qualification of contractor sections, Para A thru C, seems to have formatting issues. All words are together without proper spacing. If possible, please reissue these paragraphs with proper formatting. Similar issue has been noticed in other sections of this RFP.
R7: For some reason I could not format this after it was sent to me. You may have to adjust on your end. Sorry.
Q8: We assume there shall not be any kind of temporary power arrangement for any system to be provided under this RFP by contractor.
R8: Correct.
Q9: Scope paragraph IV.B.12.a requires that the contractor shall make any required adjustments and/or re-calibrations to all equipment that has been maintained, inspected, and tested under this scope of work. It will be difficult to estimate the quantity of the equipment to be performed these additional services after the required 4-Hour Power Outage Test by RFP. We believe VAMC will perform these additional services under a separate contract.
R9: Contractor shall provide per paragraph IV.B.12.a.
