Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13 of Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C24422Q0272.
This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2021-05 effective March 10, 2021 and the Veterans Affairs Acquisition Regulations (VAAR). The complete text of any of the clauses and provisions may be accessed in full text at http://farsite.hill.af.mil.
This Solicitation is set-aside for SDVOSB. The NAICS Code is 238210 – Electrical Contractors and Other Wiring Installation Contractors and the business size standard is $ 16.5 million.
The Pittsburgh, PA Contracting Office is seeking to purchase services for Inspection and Testing of Electrical Distribution Services for the Veterans Affairs Medical Center located in Altoona, PA.
Service Contract Act Wage Determination apply to this acquisition and will be incorporated into the resulting contract. A copy of the Wage Determination is included in the solicitation as follows: WD 2015-4221 REV 18 dated 10/20/2021.
Complete instructions for submitting a response to this solicitation and applicable provisions and clauses are enclosed. All offerors are advised to pay careful attention to the quote submission instructions as there are very specific instructions as what is required to be provided.
The applicable line item/CLIN is enclosed.
The estimated purchase order period of performance (POP) is: 2/1/2022 – 7/30/2022.
Any award resulting from this solicitation will be issued on a Standard Form 1449.
In accordance with FAR 4.1102 and FAR 52.204-7 (b)(1) offerors must be registered in the System for Award Management (SAM) database at time of quote submission and at time of award. Registration may be done online at: www.acquisition.gov or www.sam.gov.

I. General

A. This Statement of Work (SOW) describes the requirements for themaintenance, inspection, testing, and/or calibration of the Electrical PowerDistribution System and all of its components at the James E. Van Zandt VAMedical Center (JEVZ VAMC). These work items are referenced as“MaintenanceandTesting” inthis document,hereafter.
B. This SOW describes the requirements for the Qualified Electrical ContractProfessionals – known as “Contractors” in this document, hereafter.Contractors who are contracted by the JEVZ VAMC to perform maintenanceand testing of the Electrical Power Distribution System, and all of itscomponentsshallmeetallrequirementsstatedinSectionIIofthisSOW.
C. This SOW describes the requirements to establish maintenance and testingreports.

Contractors shall have safety trainings – either on-the-job or class-room type -in electrical safety outlined in the OSHA Standard 29 Code of FederalRegulations (CFR) 1910 Subpart S – Electrical, and theNFPA 70E –Standard for Electrical Safety in the Workplace. Training certification shall beprovided indicating each technician is aQualified Personas defined by NFPA70E. Training certifications shall be submitted to the VA Contracting Officerprior to work. If no trainingcertifications are available, the contractor’Employer shall certify that he/she has met this requirement in writing, andsubmitit tothe VAContracting Officerprior towork.
E. Contractors shall have ready access to the latest versions of the followingreferences:
1. NFPA70,NationalElectricalCode,latestedition.
2. NFPA 70B, Recommended Practice for Electrical EquipmentMaintenance,latest edition.
3. NFPA70E,StandardforElectricalSafetyfortheWorkplace,latestedition.

7. Operating/Maintenance manuals, and specifications of the electricalequipment to be maintained and tested. These documents may beobtainedfromtheVHAMedicalCenter,ortheequipmentmanufacturers.

F. Contractors shall have and provide all necessary tools, equipment, andPersonal Protective Equipment (PPE) to perform the work safely, effectively,and timely. Tools, equipment, and PPE shall comply with the requirements ofOSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Prior to initiatingwork, Contractor shall provide documentation that all instruments, testequipment, tools and PPE have current calibration. Dated calibration labelsshall be visible on all instruments, test equipment, tools and PPE asappropriate.
G. Contractorsshallprovidetheirownlockout/tagoutequipmentforallappropriatebreaker sizes.
H. Contractorsshallprovidetemporarylightingforoutagesaffectinglightinginoccupiedspaces.
I. Prior to initiating work, the Contractor shall submit a specific work plandetailing procedures to be used on and near the energized electricalequipment. Procedures shall include, but not limited to, barriers to be installedandsafety equipment tobe used.
J. The Contractor shall plan for no energized electrical or “hot” work. If it isdetermined that energized or “hot” work can take place, an energizedelectrical work plan must have the prior knowledge and approval of themedical facility Director. However, the Chief of Engineering Service mayapproveenergizedelectricalworkplanforBranchCircuits(i.e.,thosecircuitsand components thereof from the final overcurrent protecting devices to theoutlets) that do not service the critical patient care areas, such as SurgeryRooms, Critical Care, Intensive Care, Dialysis Units, Isolation Rooms,CatheterizationLaboratories,UrgentCare,orSterileProcessingAreas.
K. All Energized Electrical or “Hot” Work shall not be permitted until apermit has been issued.Hot Work permit shall include Elements of WorkPermit identified in NFPA 70E. Coordinate with VAMC Safety and the CORforHot Work permit approval.
III. Summary of Work
A. Workitems,definitions,andreferencesshallcomplywiththelatesteditionofthe NETA – Maintenance Testing Specifications (MTS) and with the VHADirective 1028, Electrical Power Distribution System. Attached is a list ofelectricalequipmentthatshallbemaintainedand tested:
1. SwitchgearandSwitchboardAssemblies.
2. Transformers,DryType,Air-Cooled,Low-voltage,Small.
3. Transformers,DryType,Air-Cooled,Low-voltage,Large.

B. Infra-Red Scanning/Thermographic Survey shall be performed on electricalequipmentas definedin thisscope ofwork.
C. SystemFunctionTests.Providefunctiontestforallequipmentlistedinthisscopeof work.
D. Verification of current adjustable settings for applicable electrical equipmentand recommendations for settings deemed incorrect based on electrical studyfindingsperformed in thisscope of work.
E. Participationandassistanceinthe4-HourPowerOutageTestasdefinedinthisscope of work.
F. Documentation and reporting as defined in the Deliverables section of thisscopeof work.
G. Contractors shall report deficiencies that are deemed critical or catastrophicimmediatelytotheContractingOfficer,ChiefofEngineeringServiceandCORforimmediate actions.
IV. Specific Scope
A. Transformers, including all related components, shall be inspected, testedand maintained. At a minimum, the following shall be performed by theContractor:
1. Transformers must be cleaned exteriorly, inspected for signs ofoverheatingwithinfra-redthermaldetectingequipment,andinspectedforanydamagetothehousing,connectionpoints,orinsulation.
2. Liquid cooled transformers must have the cooling liquid tested andreplaced, when tests indicate that the liquid no longer meetsmanufacturer’s specification. The liquid must be re-filled to meet themanufacturer’sspecification.
3. Dry type transformers must be thoroughly cleaned exteriorly, andinspectedforoverheatingwithinfra-redthermaldetectingequipment.
B. Electrical equipment (including, but not limited to switchgears, switchboards,distribution panels, motor control centers, and all related components) shallbe inspected, tested, maintained, and/or calibrated by the Contractor.Contractor shall also document all work performed and any descrepanciesfound pertaining to the above listed inspection and maintenance. TheNational Electrical Testing Association (NETA) provides guidance which isconsidered best practice for the maintenance of electrical equipment; thesepracticesshouldbefollowedto theextentpossible.
1. Use lint-free rags to clean conductors, contact points between the circuitbreakers and main buss bars, buss bars and interior of the electricalequipment. Use a vacuum cleaner to remove large debris; compressed airisnottobeusedforthispurpose.Visuallyinspectforsignsofoverheating,misalignedcontacts,damagedinsulation,orloselugs.
2. Lubricateallmovingpartswithmanufacturer’sapprovedlubricants.
3. Test andexercise circuit breakerslocated inswitchgears, switchboard,and distribution panels to ensure operation under overload, and shortcircuit conditions. All molded case circuit breakers (including frames size225 amps or less) should be tested to determine if contacts open andreclose when breakeris manuallytrippedand restored.Allpanels aretobe tested including emergency panels. Contractor shall fully document alltested breakers and report any failures immediately so the breaker can bereplaced at that time. Spare breakers are to be left in the off/open position.Verify labeling of spare breaker in the panel schedule and update asnecessary.
4. Test ground fault protection devices for proper function if they are installedintheElectrical PowerDistributionSystem.
5. Inspect and tighten ground connections. Test ground resistance for theentire facility grounding system.Any method of ground resistance isacceptable if it can verify continuity and quantify the impedence to ground,to include but not limited to fall-of-potential, including frequency and clampon testing. If initial tests indicate a problem or concern (e.g., groundresistance greater than 25 ohms), a more detailed test must be performedusing fall-of-potential or 3-point test. The lightning protection systems mustbe inspected and tested for continuity to ground, ground resistance andcertification in accordance with Underwriters Laboratory (UL) standard96A.
6. Identifythehotspotsintheelectricalequipmentbyusinginfra-redthermaldetecting equipment. Tighten problem connections to meet equipmentmanufacturers’ specification using a torque wrench or other approveddeviceson the spot.
7. Calibrateandmaintainadjustableprotectiverelays.
8. Test all control systems equipment for proper operation after maintenanceisperformedandbeforeplacingthembackinnormalservice.
C. The Contractor shall prepare a complete short circuit and coordination studyincluding voltage drop calculations on the entire electrical system/s (bothnormal and emergency) at the JEVZ VAMC. It shall begin at the incomingutility electrical service (for the normal system) and at the emergencygenerators (for the emergency system) and continue through to each branchcircuit panelboard, motor control center or motor control panel in eachbuilding. The study shall include a system one-line diagram; short circuit andground fault analysis, protective coordination plots, voltage drop calculationsandthe followingfor each building:
1. OneLineDiagrams:
a. The one-line diagrams shall show the schematic wiring of theelectricaldistributionsystemforeachbuilding.Includeallelectricalequipmentandwiringprotectedbytheovercurrentdevices.
b. Also show on the one line diagrams the following specificinformation:
i. BuildingandRoomnumberforeachpieceofequipment.
ii. Calculatedshortcircuitvaluesateachbus.
iii. Breakerandfuseratings.
iv. TransformerkVA,voltageratingsandwiringconnections.
v. Voltageateachbus.
vi. Identificationofeachbus.
vii. Conduitmaterial,feedersizesandlengths.
viii. GeneratorkWandvoltageratings
2. Ground Resistance Analysis: A concise qualitative description (not toexceed one (1) page of narrative) describing the overall condition of thefacility ground resistance shall be provided. Any violations of NEC or otherabnormalities (high ground resistance, damaged/missing conductors orelectrodes, harmonics, etc) warranting further detailed study shall behighlighted.Analysisofthefacilitygroundresistanceshallbebasedupon:
a. Visual inspection of visible ground system components (madeduringsiteinvestigation).IncludephotographsinAppendices.
b. InterviewswithVAMCengineeringstaff;and
c. OtherdataongroundsystemmadeavailablebytheVAMC.
3. ShortCircuitStudy:
a. Systematically calculate the fault impedance to determine theavailable short circuit and ground fault currents at each bus.Incorporate the motor contribution in determining the momentaryand interrupting ratings of the protective devices. Motors less than25HP may be grouped together.
b. ThestudyshallbecalculatedbyusingSKMsoftware.Pertinentdata and the rationale employed in developing the calculations shallbeincorporatedintheintroductory remarksofthestudy.
c. Present the data determined by the short circuit study in a tableformat. Include the following:
i. Transformer kVA and voltage ratings, percent impedance,X/Rratiosand wiringconnections.
ii. GeneratorkWandvoltageratings.
iii. Conduitmaterial,feedersizes,lengthandX/Rratios.
iv. Deviceidentification(Manufacturer,CatalogNo.andDeviceCurveNo. and ID)
v. Operatingvoltage.
vi. Protectivedevice.
vii. Devicerating.
viii. Calculatedshortcircuitcurrent.
ix. Hazard-Riskcategoryateachpieceofequipmentfortheworst-casefault condition.
4. Hazard-Risk Table: For each piece of electrical equipment identified in theShort Circuit Study above, provide in table format the following informationusingNFPA70E,2018editionandcalculationsasappropriate:
a. A“Shock Risk Assessment”as defined in NFPA 70E, 130.4 shallbe performed and documented. The shock risk assessment shalldetermine all additional protective measures required as well asdetermining shock protection boundaries for each piece ofequipment.
b. From NFPA 70E, Table 130.4 (D) (a)“Shock ProtectionApproach Boundaries to Exposed Energized ElectricalConductorsorCircuitPartsforAlternating-CurrentSystems”.
i. LimitedApproachBoundary.
ii. RestrictedApproachBoundary.
c. From NFPA 70E, Article 130.5“Arc Flash Risk Assessment". AnArc Flash Risk Assessment shall be performed in order to identifyarc flash hazards, estimate the likelihood of occurrence of injuryand to determine if additional protective measures are required.The analysis shall determine theArc Flash Boundaryand theArcFlash PPEfor each piece of equipment using the tables ormethodsprescribed.
d. From NFPA 70E, Table 130.7 (C) (15) (a)“Arc-Flash PPECategories for Alternating Current (ac) Systems”, include in thetable the worst-case Arc-Flash PPE Category (1 through 4)associated each piece of equipment (i.e. work on any energizedparts of Metal Clad Switchgear, 1kV through 15kV, has a Arc-FlashPPE Category of 4). Include a list of required Personal ProtectiveEquipmentfor each category.
5. ArcFlashLabeling:
a. Contractor shall produce and deliver to the VAMC up to fivehundred(500)arcflashwarninglabelsinaccordancewithNFPA70(NEC) and NFPA 70E. Labels shall be 4” x 6” (nominal) printed onindustrial quality, adhesive backed vinyl. “Danger” labels shall havepre-printedheadersinred;“Warning”labelsshallhavepre-printed headers in orange. Electrical equipment shall be labeled inaccordance with NFPA 70, Article 110.16. The arc flash riskassessment shall be performed to determine the Arc FlashBoundaryforeachlabelandshallbecalculatedinaccordancewithNFPA 70E Paragraph 130.5. For each device for which an ArcFlash PPE analysis is conducted, the equipment shall be fieldmarked with a label containing the available incident energy orrequiredlevel of PPE.
b. In addition to the requirements of NFPA 70 and 70E, eachcustomized label containing specific available incident energy orrequired level of PPE shall identify the corresponding piece ofelectrical equipment, by Panelboard or device identifier, Roomnumber and Building number. Contractor to also recommend labelplacement based on applicable codes or industry trends. TheidentificationshallbeinamannerunderstoodbyVAMCpersonnelwhowillbeapplyingthelabelstotherespectivedevices.
6. CoordinationCurves:
a. Prepare the coordination curves to determine the required settingsof protective devices to assure selective coordination. Graphicallyillustrate (using log paper) that adequate time separation existsbetween series devices, including the utility company upstreamdevice.PlotthespecificTimeCurrentCharacteristics(TCC)ofeachdevicein theelectrical system asfollows:
i. Provide TCC curve down to the last branch-circuitpanelboard(regardlesstheprotectivedeviceisanadjustableor fixed device) in the three-branches of the EssentialElectricalSystem (EES).
ii. Provide TCC curve down to the last adjustable device (stopafter the first fixed device) in the Normal System but at thethe minimum two-level curves from each of the buildingServiceEntranceswitchgear/switchboardshallbeprovided.
b. The following specific information shall also be shown on thecoordinationcurvesateachlevelofpowerdistributionsystem:
i. Deviceidentification(includingManufacturer,CatalogNumber,andDeviceCurveNumberandID)
ii. Voltageandcurrentratioforcurves.
iii. 3-phaseand1-phaseANSIdamagepointsforeachtransformer.
iv. No-damage,melting,andclearingcurvesforfuses.
v. Cabledamagecurves.
vi. Transformerinrushpoints.
vii. Maximumshortcircuitcutoffpoint.
viii. Excerpts from one-line diagram reflecting the protectivedevices modeled on each curve. This excerpt may beinserted onto a corner (typically top right-hand) of the curveprint out or may be on the preceeding facing page for easeofreference.
ix. Provide explanation, analysis, and recommendation toachievebetter coordination.
x. The analysis for recommended curve of a particular deviceshall be put right after the existing curve in the report forcomparison.
c. Develop a table to summarize the settings selected for theprotective devices. Include all medium voltage devices in the table,as well as all low voltage devices which require modification,showingthe following data:
i. Deviceidentification.
ii. RelayCTratios,tap,timedial,andinstantaneouspickup.
iii. Circuit breaker sensor rating, long-time, short-time, andinstantaneoussettings,andtimebands.
iv. Fuseratingandtype.
v. Groundfaultpickupandtimedelay.
7. VoltageDropCalculations:
a. Provide voltage drop calculations for all three-phase branch andfeeder circuits. Show calculated voltages at each bus and voltagedropson each feeder.
b. Calculations shall be based of the maximum values of kVA, kW,kvar,powerfactorandamperesfor eachpowercircuit.
i. Forbranchcircuitlevel,use80%ofnameplaterating.

8. EmergencyPowerSystemAnalysis:
a. First, a narrative describing the existing emergency powersystem(s) at the medical center shall be provided, to include adescription of each emergency generator, physical location, size(kW and ampacity), voltage, configuration (phase, wire), circuitnumber, age, and overall condition. A summary of the averageloading on each generator (based on data provided by the VAMC)shall be provided and then compared to projected future loads (A-Eshalldeveloploadprojectionsfromdiscussingforecastprojectsandgrowth with VAMC engineering staff). Finally, A-E shall provide aqualitative narrative on the suitability of the existing generators tomeet projected future loads. If existing Emergency Power System,including generators, is not adequate to meeteither current orfuturedemands,recommendationsshallbeprovidedinthestudy.
9. AdditionalAnalysisandRecommendations
a. For all electrical equipment, determine if adequate code clearancesexist. Note cases by site, building number, room number, codeviolation and specific equipment that do not include adequate codeclearances. Contractor to provide method and cost estimate toresolvetheproblems.Provide informationintableformat.
b. Determine if ground fault protection exists where required by NFPA70 Articles 215 and 517. Note all cases where this condition existsand provide method and cost estimates to correct. Provideinformationin table format.
c. For all automatic transfer switches, determine if the correct 3-poleor 4-pole switches are used. Where ground fault protection is usedon the normal feed to the switch, determine if the switch is correctlywired. Note all cases where this condition exists and providemethod and cost estimates to correct. Provide information in tableformat.
d. Note any use of cable limiters and provide recommendations toavoid any single phasing conditions. Note all cases where thiscondition exists and provide method and cost estimates to correct.Provideinformation intable format.
e. On the medium voltage switchgear, where undervoltage relays (27)are used, determine whether all 3 phases are monitored or only 2phases are monitored. For those locations where only 2 phases aremonitored, provide a cost estimate for providing adequateprotectionfor all 3phases.
f. Analyze the short circuit calculations, and highlight any equipmentthat is determined to be underrated. Provide recommendations forreplacement or other methods to effectively protect the underratedequipment.
g. After developing the coordination curves, highlight areas lackingcoordination. Present a technical evaluation with a discussion of thelogicalcompromisesforbest coordination.
h. Assess the equipment condition using grading method in term of A,B,C, D and F.

10. ProtectiveDeviceSettings:
a. For all adjustable and fixed protective devices, provide tables toshow existing settings and new settings where changes arerecommendedfor properprotection.
b. If adjustments will not provide adequate protection, providerecommendations to update or replace the existing underratedequipment and include cost estimates to accomplish the necessarycorrections.
c. Provide table in Excel format to show ONLY the devices thatrequirethattheir settingsneedadjustment.
11. Infra-Red Scanning/Thermographic Survey
a. Infra-Red Scanning/Thermographic Survey shall be performed onelectricalequipment as follows:
b. Use an infra-red scanning camera to detect hot spots in theElectrical Power Distribution System. Objective of this work is todetectanyloose,broken,orcorrodedconnectionsinthesystem.
c. Problem connections shall be clearly identified and documented inareport.Reportshallalsoincludesuggestedcorrectiveactiontofixproblemconnections.
d. Note that since this work item must be done while the ElectricalPower Distribution System is energized, appropriate safetyprecautions must be taken before, during and after scanning thesystem.
e. Survey results shall be provided to all subcontractors, if performedbyanother subcontract.
12. 4-HourPowerOutageTest
a. The Contractor shall be present for and will participate in the VAMC4-hour test of the Essential Electrical System (EES). This test shallfulfill the requirements of VHA Directive 1028, Electrical PowerDistribution System, NFPA 110 (e.g. Para. 8.4.9.) and the JointCommission. This test will include opening of all utility serviceconnections serving the VAMC for a minimum of 4-hours. Duringthetestperiod,verifyoperationofallEEScomponentsincludingthe transfer to emergency power and return to normal service. TheContractor shall include in their bid proposal all costs associatedwith the services of the local utility company for the duration of thetest. The estimated duration of the Contractor’s involvement isbetween 8 – 12 hours. The Contractor shall assist the VAMC staffwith troubleshooting and correcting malfunctioning electricalequipment discovered during the test. Contractor shall make anyrequired adjustments and/or re-calibrations to all equipment whichhas been otherwise maintained, inspected, and tested under thisScopeof Work.
b. The Contractor is responsible for documenting any deficienciesfoundintheEESduringtheoutagetestandprovidingsolutionstoidentified deficiencies, not corrected during the test, in the FinalReport.
c. The Joint Commisssion now requires a 4-hour generator test underload that is at least 30 percent of the nameplate rating of thegenerator once every 36 months. If a facility’s generator requires anannual load bank to comply with EC.02.05.07 EP 5, it will alsorequire a load bank every 36 months for 4 hours to comply withEC.02.05.07 EP 8. It is important to note the annual load bank onlyexceeds 30 percent for 1.5 hours. Generators 3 and 4 require theuse of a load bank to achieve 30% of their nameplate ratingstherefore, the Contractor is responsible to furnish necessary loadbank(s)forGenerators3and4duringthe4hourgeneratortest.
V. Schedule A. The Contractor shall provide a proposed schedule with their bid proposal.Proposedscheduleshallataminimumdepictthefollowing:
1. Schedule shall be in the form of a progress Gantt chart of suitable scale toindicate the work scheduled for completion by any given date during thework period.
2. Site survey work shall begin immediately after coordination with andapproval by the JEVZ VAMC Engineering Service and Contracting OfficerRepresentative(COR).
3. Schedule shall allow adjustment based on input from reviewing staff andshow all critical path items and shutdowns. Shutdowns shall becoordinatedwithFacilities,IT,andIncident Command.
4. Schedule shall consider the least impact to patient care. Work will includenightsand weekends.
5. Alldeliverables,includingfinalreportsshallbecompleted,submittedandapprovedwithin150calendardaysaftertheNoticetoProceed.
6. Adraftofthefinalreportshallbesubmitted30daysbeforethesubmissionof the completed final report. The draft final report will be reviewed by thegovernment with comments, edits and corrections provided to thecontractorwithinthreeweeksafterreceiptofthedraftfinalreport.
VI. FurnishedDocumentation
A. A list of buildings to be assessed. The list shall identify each building (bycommonnameandbuildingnumber),thecurrentfunctionandtotalgrosssquarefootage. This information is only to be used to assist in determining costs for therequired services.
B. VHA Directive 1028 and existing Survey. The Directive and Survey shall bereviewed with the Chief Engineer/Facility Manager, the Contract Officer and theCORduring the entrancebriefing.
C. As-BuiltDrawings.As-builtdrawingsmaynotbe100%accurateandwillneedverification by the Contractor. Substantial deviations from actual as-builtconditionwhichaffectstheSOWshallbebroughttotheattentionoftheCOR.
D. PlansandOne-lineDiagrams.Siteplan,incomingelectricalserviceandprimarydistribution system one-line diagram and basic one-line diagrams for thebuildingsateach VAMC.
E. Additional as-built drawings, if available, as required by the contractor to verifyexistingfield conditions.
F. VAMC personnel knowledgeable of the existing electrical systems that shallaccompany the Contractor’s team members during the site investigation. Thecontractor shall coordinate and verify schedule and personnel, with the ChiefEngineer, in advance of site visit(s). Chief Engineer shall ensure that medicalcenter personnel are available to accompany the survey team. Field survey datacollection efforts shall require no more than two members of VAMC staff, unlessan additional number of contractor survey teams have been approved by theChiefEngineerinwriting priortothe fieldinvestigation.
G. Any significant electrical maintenance and testing reports performed at theVAMC.
H. Asmallconferenceworkroomwithtelephone.
VII. Deliverables A. ForDraft Final Report, provide two hard copies and electronic copies (compactdisc)oftheentireelectrical studyincludingthefollowing:
1. Drawings (Full-size 42”x30” for electrical site plan, primary one-linediagram and secondary one-line diagrams) Use the latest version ofAutoCAD(compatiblewiththelocalVAMCsversion)andprovidethevieweron each CD.

3. Electronic copy (CD) of the entire report shall include all data (includingbutnotlimitedtoSKMdata,AutoCad,Word,ExcelfilesandPDF).

5. ArcFlashBoundarySignage/LabelsreflectingtheHazard-RiskTable.
6. Provide final report with stamp and signature by a Licensed ProfessionalElectrical Engineer.

Analysis and calculations for the Primary Distribution System and partialSecondary Distribution System for each building including switchgear,switchboardanddistributionpaneletc.AnalysisshallincludeShortCircuitStudyandProtectiveDeviceCoordinationCurves(blackonly).The analysis shall be based on the actual device data (including but not limit tofuses,breakers and relays).
5. Deficienciesreportandcostestimates.
