VHAPM Part 813.106 Page 1 of 2 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-21-AP-1742
1. Contracting Activity: Department of Veterans Affairs, VISN 04, Corporal Michael J. Cresenz Veterans
Administration Medical Center (CMC VAMC), 3900 Woodland Ave, Philadelphia, PA 19104.
PR#: 642-21-2-467-0037
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The CMCVAMC currently has a new brand name only requirement for the purchase of two (2) Portafab 46S guard booths. The guard booths will be located at the main and north entrance of the VA Medical Center (VAMC). The purpose of use for the guard booths is to provide adequate safety/shelter from inclement weather for VA Police Officers who maintain security purposes for people entering and exiting the VA facility. These guard booths provide officers with heat and cooling inside. Electricity outlets are equipped in the guard booths so police officers can use communications equipment to verify patient, staff, and customers with their respected departments. The estimated value of this procurement is:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The CMC VAMC currently has three guard booth sites and needs to replace two of the existing guard booths with the same booth make and model, Portafab 46S, to maintain professional appearance and uniformity at the medical center. The existing booths are in an unrecoverable state and can no longer provide adequate shelter and security to combat inclement weather or crisis situations. The front and rear doors on each of the booths will not open or close correctly, which subsequently makes dealing with the doors a possible physical security issue for officers that man the booths. Secondly, the heating and cooling units on each of the existing booths will not function. Maintenance repairs have been used in the past to fix these units, but currently the units are inoperable. Space heaters and fans have been utilized to help maintain climate control; however, the sustainment of this temporary solution creates an electrical hazard and spacing issue for the officers in the guard booths. Multiple repairs have been made to both booths over the last two years; at this point it is more cost effective to the Government to procure replacement guard booths.
