Mark Knorr Contracting Officer Set 2, Questions and Answers: (numbering Continued from Amendment A0001)

31. Amendment 0001/Question/Answer 3 says 447 Choice/Mission Act referrals occurred in the past 12 months for McKean enrollees. Please specify how many of the 447 referrals were for primary care patients? Of the 447 none of the referrals were for Primary Care services, they were all for specialty services.

32. Pg. 12/Amendment 0001/Question/Answer 17 – The VA appears to be recommending a one-provider clinic. Is this correct? Yes

33. However, Pg. 49- 4.6.21.4.4 says all CBOCs must have at least two Women’s health PCPs. Please clarify. This section should have specified that any back up or per diem providers that cover for sick and vacation periods should be a Women’s Health PCP to ensure proper coverage for the female patients. This does not mean there needs to be two permanent WH-PCPs. Section 4.6.21.4.4. will be revised to read as

“The Contractor must develop a plan to assign women preferentially to the VA certified Women’s Health PCPs at the contracted site. All CBOCSs must have a WH-PCPs. (Because of small populations of women at most CBOCs, CBOC WH-PCPs will usually have mixed gender panels). The contractor shall provide backup WH-PCPs for full coverage for women during provider sick leave and vacation at this location. All newly enrolling women should be assigned to a Women’s Health PCP. Women in panels of non-women’s health PCPs should be offered the opportunity to request transfer to a Women’s Health PCP at the same site of care. It is recommended that women Veterans be clustered in teams where the provider and all team members have experience, knowledge and established systems of care to provide equitable, high-quality care to women Veterans. It is recommended that Women’s Health PACT teamlets are assigned a panel size of at least 100 women Veterans, thus allowing all teamlet members to care for a volume of patients to support maintenance of expertise in the care of women.”

34. Amendment 0001 Question/Answer 11 – Please clarify. Is the correct answer that an RN Administrator is not needed? Or an RN administrator is needed. The RFP seems to state that an RN administrator is needed. Correct a RN Administrator is not needed. As per page 13, section 2.2.3.2 a RN Care Manager is needed. The VA RN Supervisor (Administrator) for the Warren and Venango CBOCs will be the RN Supervisor for the McKean CBOC.

35. Amendment 0001/Question/Answer 14c – Please clarify. Are “part-time providers not acceptable at this location” because the VA is seeking only one PACT team? This original question was misunderstood. The primary provider must be full time, two part time providers cannot be used to cover one PACT as this does not create continuity of care. If the need arises, due to an increase in patients enrolled, a part time provider can be utilized.

36. Pg. 18- Can the Telehealth back-up be an MSA ? Yes, in a very limited capacity, such as scheduling as needed. Any coverage will the Telehealth Technician providers must be requested and approval by the Telehealth Technician’s Supervisor in advance. The Telehealth Technicians must run Telehealth clinics and will be in a different section of the clinic. They will not be able to cover the front desk.

37. Pg. 15/150 section 2.5.1- How many active podiatry patients will be seen at the McKean County CBOC? For FY 2019 there were 53 active podiatry patients assigned to the McKean CBOC with a total of 92 visits.

38. Pg. 15/150 section 2.5.1/ Amendment 0001/Question/Answer 9 states that services will be provided by Erie VAMC located at the Erie VAMC. Does this mean the contractor does not need to supply a podiatry exam room or nail technician, and all patients will be referred and travel to Erie VAMC for podiatric care? Correct, a podiatry room and nail technician will not be needed in the clinic. All patients will travel to the Erie VA for this service or will receive it in the community through the Mission Act.

39. Pg. 25 refers to new PT handbook- Where can we obtain these? This has been provided in the solicitation in Section D, Attachment D.4 – New Patient Orientation (NPO) Booklet.

40. Who supplies AED for the clinic? As per page 28, section 4.6.3.7 the VA will provide the Contractor with an AED and train Contractor’s staff in its use and checks of the device.
