1.2 RELATED SPECIFICATIONS
A. Section 01 12 00, PHOTOGRAPHS.
1.3 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for The Steam and Condensate Main
Replacement project as required by drawings and specifications.
B. Visits to the site by Bidders may be made only by appointment with the
Medical Center Contracting Officer’s Representative (COR).
C. Offices of Miller-Remick LLC, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer.
D. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
1.4 STATEMENT OF BID ITEM(S)
A. ITEM I, The Steam and Condensate Main Replacement – Oval 2 project is for the removal and replacement of condensate piping routed throughout the Oval 2 interconnecting pipe tunnels, pipe basements and basements of buildings 38, 39, 57, 58, 59, 139. A portion of the condensate piping is direct buried underground from building 58 to 59. This project also includes removal and replacement of associated equipment and the decentralization of the steam system and addition of natural gas and gas fired equipment at buildings 36 and 40. This project includes but is not limited to the following:
1. The contractor is responsible to locate and identify any public or private underground utility. For public utilities, contractors must contact the Pennsylvania Public Utility Commission 'PA One Call' at
01 00 00 - 2
1-800-692-7380. The contractor is responsible to verify the location of all public utilities and all private utilities that may be exposed or could be impacted by the work and are within and adjacent to any excavations or underground work. The contractor shall enlist the assistance of the COR or appointed facility personnel to obtain their opinion as to the locations of underground utilities that may exist within the construction area and that may or may not be presented in the contract documents.
2. Shut down of the steam system must be minimized. The contractor shall plan and coordinate all required steam shut-downs with the
COR. Steam shut-downs are generally limited to 8-hours maximum.
Contractors shall develop a phasing plan using the existing steam valves; steam (exceed system pressure and temperature) rated hoses and new valves and fabricated pipe spools to achieve this objective.
Phasing plan subject to final approval by the VA. Final approved phasing plan shall not be grounds for a change order.
3. The existing domestic hot water systems in buildings 38, 39, 57, 58, 59 and 139 are being modified and will be affected during construction. The contractor shall provide temporary domestic hot water generating equipment and piping to provide domestic hot water during periods that the building domestic hot water equipment is not providing hot water to the building distribution system, other than scheduled shut-downs.
4. It is the intent of this project that all work will be accomplished and completed during warm seasons (approximately May 1 through
October 1) when building heating is not required. If construction extends beyond this, the Contractor will be required to provide temporary building heat as required to meet the heating demand, at no additional cost to the government.
5. All pipe basements are considered confined spaces. All contractors shall be OSHA trained and provide all required safety equipment and monitors for confine space entry.
a. All contractors entering any confined space shall request hot work and confined space permits from the Coatesville VA facility.
b. Contractors shall provide temporary lighting for pipe basement and tunnels.
01 00 00 - 3
c. Contractors shall provide the required OSHA ventilation rates when working in any areas considered confined spaces.
i. All confined spaces shall be purged with ventilation air for
30 minutes before contractor entry.
ii. To minimize dust into the buildings, contractors shall provide ventilation by means of exhaust fans for the pipe basements due to the existing dirt floors.
6. Upper access to the building sub-basement mechanical rooms shall be made utilizing existing windows and exterior wall openings at ventilation louvers locations. All ventilation louvers, fans and ductwork removed for such purposes shall be reinstalled and exterior walls sealed and made weathertight.
7. Prior to demolition, the contractor shall ensure that all existing vent registers located in the interconnecting corridors are in the closed position to prevent construction dust from migrating into occupied spaces.
8. Main access to the building pipe basements shall be made using the existing staired entryways at building 57 and 58. Lower access to the pipe basements can be also made utilizing existing the pipe basement windows at these buildings.
9. Access to the sub-basement mechanical rooms shall be made using the existing staired entryways from ground level.
10. Contractor shall perform the following pre-demolition and construction testing and surveys of the following existing conditions:
a. Perform a survey of the existing steam system located in the pipe tunnels to determine usage of all steam and condensate pipe branches. Document, submit and verify findings with the VA COR prior to demolition.
b. Perform testing of the affected hydronic systems to document pre-construction and post construction temperatures, flow rates and pressures. The results of the testing shall be documented in report formats and submitted to the VA COR and
A/E. Note: All post construction system values shall not show a negative impact on the post-construction system.
c. Perform functionality tests on the affected pneumatics and HVAC controls to evaluate and assess the systems
01 00 00 - 4 prior to construction. The results of these tests shall be presented and discussed with the VA COR.
i. The intent of this project is not to alter the existing control system other than replacing non-performing control valves with similar new valves or replacing existing electrical/control panels.
11. Contractor shall submit a fixed price cost for the testing of ten
(10) steam drip pocket assemblies, adjacent piping and steam main traps (See Drawing MS-101).
a. The existing 6” & 8” steam main routed throughout Oval 2 was installed with ten (10) drip legs and trap stations.
Contractor shall perform a steam trap survey of all existing steam main traps with the results shown in a steam trap assessment report presented to the VA COR.
b. Contractor shall perform nondestructive testing using radiography on all 6” and 8” steam drip legs, including tees
(or elbows), pipe and caps and 10 foot section of adjacent piping to evaluate pipe anomaly threats (i.e. external and internal pipe corrosion and stress corrosion cracking etc.).
All results of these tests shall be presented to the VA COR in a detailed assessment report.
12. Contractor shall remove each existing steam trap assembly and provide new float and thermostatic steam trap station with a valved bypass for traps that are tested inadequate (Reference Bid Item No.
11, and Alternate No. 2. Note: All steam trap assemblies shall be provided in accordance with VA CAD Detail No. SD232111-01.DWG (See
