DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C242-24-AP-1449
1. Contracting Activity: Department of Veterans Affairs, VISN 02, James J. Peters VA Medical
Center (JJP VAMC) 130 West Kingsbridge Road, Bronx, NY 10468 in support of New York Harbor Healthcare System Margaret Cochran Corbin (MMC VAMC) located at 423 East 23rd Street New York, NY 10010 Urology department, seeks to purchase Brand name (Invivo) Philips Uronav biopsy system and accessories with 2237# 630-24-2-3086-0021 funded action.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The proposed action is to compete as an SDVOSB set-aside, brand name, firm-fixed price, open market award for (Invivo) Philips Uronav 4 fusion biopsy system. The Urology department is in need of a new prostrate biopsy system and accessories to replace a system in place that is no longer up to date, beyond repair and at end-of-life. Medical staff rely on the biopsy system to accurately identify and sample areas of suspicion for cancer diagnosis in patients. It has a probe that is inserted into the patient for a visual look at the prostrate and used to remove tissue for biopsy. This is critical in finding different types of cancers and being able to treat the patient accordingly. With this equipment the facility will be able to provide early cancer detection for veteran patients.
The Estimated amount for this procurement is .
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Uronav system is an integrated, image-guided stereotaxic system that uses magnetic resonance (MR) and ultrasound (US) images in conjunction with electromagnetic (EM) tracking devices to plan, guide and document clincal interventions. The system provides real-time, three dimensional visualization and navigation for pre-operative planning and intra-operative navigation of minimally invasive internventional procedures. The new Uronav 4 system will aid in centralizing patient care at MMC VAMC and not having to refer out to the community to reduce the number of medical providers that need to be involved with each individual patient. Philip North America and their authorized distributors are the only sources capable of providing the supplies described in section 2 above without Veterans Health Administration experiencing unnecessary delays in fulfilling its requirement. No other equipment will meet the agency’s need.
