Special Notice

The Veterans Health Administration, Network Contracting Office 02 intends to solicit from a single source IAW FAR 13.106-1(b) to obtain diesel generator and equipment storage and maintenance.

Period of performance: 12/21/2023 through 12/20/2024 with one one-year option period.

Basic description of the requirement: The James J. Peters VA Medical Center (JJP VAMC) (130 W. Kingsbridge Rd., Bronx, NY 10468) has a requirement for the procurement of services involving the storage, maintenance and transport of Government Property that requires specialized care. The government property is currently in storage and shall remain in storage that meets requirements until the JJP VAMC is ready to receive the equipment. Specialized preventive maintenance services will be periodically performed on two diesel engine generators by Contractor-personnel while in storage and specialized rigging procedures are required to load and transport equipment at the conclusion of storage.

It is in the best interest to ensure the equipment is stored and maintained properly while not in use to preserve the equipment (called “pickling”). “Pickling” is an unconventional term used to describe preservation and conditioning efforts of mechanical equipment placed into long-term storage to maintain optimal functioning condition of all major parts or components.

The Contractor’s storage facility shall not be located more than 50 miles from the James J. Peters VA Medical Center (Bronx, NY). VA owned equipment cannot be mixed with non-VA equipment. The storage facility shall have the capability to offload and onload all equipment. The Contractor shall provide rigging services for offloading and onloading when requested.

For item 1, at the conclusion of storage the Government Property requires special equipment (e.g. rigging, crane) to accomplish onloading to vehicles.
