EQUIPMENT TESTING:
THE FOLLOWING TYPICAL SWITCHGEAR TESTING PROCEDURES TEST THE CONDITION OF INSULATION, BASIC OPERATION OF ELECTRICAL SYSTEMS, AND/OR TIMING PARAMETERS OF THE ASSOCIATED EQUIPMENT. ALL TESTING SHALL BE COMPLETED IN ACCORDANCE WITH ALL NOTED ASSOCIATED TESTING AND MAINTENANCE STANDARDS. CONTRACTOR SHALL BE RESPONSIBLE TO ENSURE ALL WORK REQUIRED CAN BE COMPLETED WITHIN THIS CONTRACT. THIS INCLUDES BOTH DIRECT AND STAND BY WORK.
1. INSULATION RESISTANCE TESTING: SUPPLY VOLTAGE FROM A SOURCE OF CONSTANT POTENTIAL ACROSS THE INSULATION OF EQUIPMENT. A MEGOHMMETER SHALL BE USED AND WILL INDICATE THE INSULATION RESISTANCE DIRECTLY ON A CALIBRATED SCALE IN MEGOHMS. THE QUALITY OF THE
INSULATION IS EVALUATED BASED ON THE LEVEL OF INSULATION RESISTANCE.
2. POLARIZATION INDEX: THE INDEX IS A RATIO OF INSULATION RESISTANCE AT TEN MINUTES TO THE INSULATION RESISTANCE AT ONE MINUTE. THIS IS A SPECIALIZED APPLICATION OF THE DATA RECORDED DURING THE DIELECTRIC ABSORPTION TEST. THE USE OF POLARIZATION INDEX TESTING IS CONFINED TO ROTATING MACHINES, TRANSFORMERS, AND CABLES.
3. CONTACT RESISTANCE TESTING: TEST THE QUALITY OF THE CONTACTS ON SWITCHES AND CIRCUIT BREAKERS. USE A DIRECT SCALE CALIBRATED IN MICROHMS, CAPABLE OF READING CONTACT RESISTANCE OF 10 MICROHMS OR LESS. CONTACT RESISTANCE SHALL BE AS LOW AS POSSIBLE TO REDUCE POWER LOSSES AT THE CONTACTS. THIS WILL RESULT IN LOCALIZED HEATING, AND SHORTEN THE LIFE SPAN OF THE CONTACTS AND ANY NEARBY INSULATION.
4. PROTECTIVE DEVICE TESTING:
a. LOW VOLTAGE CIRCUIT BREAKERS-LOW VOLTAGE CIRCUIT BREAKERS CAN BE PLACED INTO THREE CATEGORIES DEPENDING ON THE APPLICABLE INDUSTRY STANDARDS; MOLDED CASE CIRCUIT BREAKER, INSULATED CASE CIRCUIT BREAKERS, AND LOW VOLTAGE POWER CIRCUIT BREAKERS.
b. TESTING CIRCUIT BREAKER TRIPPING CHARACTERISTICS: THE OVER-CURRENT TESTS SHALL BE PERFORMED ON INDIVIDUAL POLES AT 300% OF RATED CURRENT. THE REACTION OF THE CIRCUIT BREAKER TO THIS OVERLOAD IS INDICATIVE OF IT REACTION THROUGHOUT ITS ENTIRE OVER-CURRENT TRIPPING RANGE. THIS LOAD IS CHOSEN AS THE TEST POINT BECAUSE IT IS GENERATED THE REQUIRED CURRENT IN THE FIELD AND THE WATTAGE PER POLE FROM LINE TO LOAD IS LARGE ENOUGH, SO THE DISSIPATION OF HEAT IN THE NON-ACTIVE POLE SPACES IS MINOR AND DOES NOT APPRECIABLY IMPACT THE TEST RESULTS.
5. THE TESTING OF ELECTRO-MECHANICAL TRIP DEVICES OR SOLID-STATE DEVICES BY THE PRIMARY INJECTION METHOD REQUIRES THE USE OF A HIGH CURRENT TEST SET CAPABLE OF PRODUCING SUFFICIENT CURRENT AT LOW VOLTAGE TO OPERATE EACH OF THE ELEMENTS OF THE TRIP DEVICE. THIS TEST MUST HAVE MEANS OF ADJUSTING THE AMOUNT OF CURRENT APPLIED TO THE TRIP DEVICE AND A CYCLE AND TIMER TO MEASURE THE AMOUNT OF TIME TO TRIP THE BREAKER AT EACH CURRENT SETTING. A MINIMUM OF ONE TEST SHALL BE MADE IN THE RANGE OF EACH ELEMENT OF THE TRIP DEVICE.
-THE LONG TIME DELAY ELEMENT SHOULD ORDINARILY BE TESTED AT APPROXIMATELY 300% OF ITS SETTING.
-THE SHORT TIME DELAY ELEMENT SHOULD BE TESTED AT 150% - 200% OF ITS SETTING.
THE INSTANTANEOUS ELEMENT SHALL BE TESTED TO INSURE IT DOES NOT OPERATE AT TOO LOW A CURRENT LEVEL, YET OPERATE APPROPRIATELY AT THE PROPER LEVEL. FOR THIS TEST OF THE INSTANTANEOUS ELEMENT, THE APPLIED CURRENT MUST BE SYMMETRICAL WITHOUT AN ASYMMETRICAL OFFSET OR RANDOM ERRORS WILL BE INTRODUCED.
6. CLEAN UNIT.
7. INSPECT ARC CHUTES TO ENSURE COMPONENTS ARE INTACT.
8. ENSURE CONTACTS ARE INSPECTED TO ENSURE ADEQUATE CONDITION AND ALIGNMENT.
9. ALL BOLTED ELECTRICAL CONNECTIONS SHALL BE INSPECTED FOR HIGH RESISTANCE BY MEANS OF A LOW RESISTANCE OHMMETER AND IR CAMERA OR WITH A CALIBRATED TORQUE WRENCH. METHODS SHALL BE IN ACCORDANCE WITH MANUFACTURER'S PUBLISHED DATA.
10. INSPECT OPERATION OF MECHANISMS WITHIN UNIT. OPERATIONS SHALL BE SMOOTH AND ENGAGED EASILY.
11. INSPECT LUBRICATION OF MOVING CURRENT CARRYING PARTS AND MOVING SURFACES TO ENSURE ADEQUATE LUBRICATION.
12. ELECTRICAL TESTS
a. VERIFY RESISTANCE MEASUREMENTS THROUGH BOLTED CONNECTIONS WITH A LOW RESISTANCE OHMMETER.
b. PERFORM INSULATION RESISTANCE TESTING ON EACH POLE, PHASE TO PHASE AND PHASE TO GROUND. THIS SHALL BE PERFORMED BOTH WHILE PROTECTOR IS IN THE CLOSED POSITION AND OPEN POSITION. VOLTAGE SHALL BE APPLIED AS PER THE MANUFACTURER'S INSTALLATION INSTRUCTIONS/NETA REQUIREMENTS.
c. CONTRACTOR SHALL PERFORM INSULATION RESISTANCE TESTING ON ALL CONTROL WIRING IN RESPECT TO GROUND ACCORDING TO NETA REQUIREMENTS.
13. TESTING COMPANY QUALIFICATIONS:
THE AE SHALL DETERMINE APPROPRIATE NETA CERTIFIED EQUIPMENT TESTING ORGANIZATION THAT WILL BE CONTRACTED TO EXECUTE THE SWITCHGEAR INSPECTION, TESTING AND MAINTENANCE ACTIVITIES. THE CONTRACTOR SHALL PROVIDE ONLY NETA CERTIFIED EQUIPMENT INCLUDING ASSOCIATED CERTIFICATIONS. CONTRACTOR SHALL INSPECT EQUIPMENT PRIOR TO THE COMMENCEMENT OF ANY WORK.
