Amendment 0003 Replace Oxygen Tank

This amendment is to address RFI's.

Replace Oxygen Tank Project Number: 630-22-116 – Responses to RFI’s

1) Solicitation page 16 of 110 SOW line-item no.1 states Install temporary oxygen supply system as noted on the plans. --- There are no plans, these plans are missing from the bid document.

Temporary Oxygen supply system has been installed by VA. See reference in Design Build Specs 00 11 21

2) Solicitation page 16 of 110 SOW line-item no.2 states Remove 6000-gallon permanent oxygen tank. – During the site visit we found that this tank is already removed.

The Existing oxygen tank has been removed.

3) SOW line item 3 states Provide and install new 6000-gallon liquid oxygen tank on prepared foundation:

a) Please clarify if contractor must supply the tank or VA will provide the tank and contractor must install only? See recommended AE design for 9000 Gallon Tank, need coordination with Vendor for installation requirements.

b) If incase contractor must supply the tank, we did quick research and found that a 6,000-gallon tank size is approx. 26’ – 0” ht x 8’ – 0” diameter and weight is 85,000 pounds. Please advise if this will be acceptable to the agency as this height tank will then extend through the roof. See reference design & requirement for installation of a 9000 Gallon oxygen tank. The oxygen tank will extend through the roof through an existing opening.

4) SOW line-item no.5 states Remove the temporary oxygen supply system. – Please advise where is the location of this temporary oxygen supply? Temporary oxygen supply system has been installed. AE/ Contractor to verify with equipment vendor and conduct site investigation and conditions.

5) Please advise the connection point of the new oxygen supply piping. Also, this new piping must run below the grade or above the grade. Please clarify in detail. Reference to Vander equipment manual & requirements. Piping is to be run below grade.

6) SOW line-item states Coordinate and install new 6000/ 9000-gallon liquid oxygen tank on prepared foundation. --- Please clarify if the new tank capacity is 6,000 or 9,000 gallons, again we did quick research on the 9,000 gallon tank and found that 9,000 gallon tank size is 32’ – 0” height x 10’ – 2” diameter and weight is 130,000 pounds. So, there is big difference in size and weight of 6,000 and 9,000 gallon tanks. 9,000 Gallon tank.

7) SOW states Provide Feasibility Study for Oxygen Tank (options 6000-gal tank, cost proposal / 9000 gal, cost etc.) --- Please clarify what capacity tank is required? Accordingly, contractor can provide a feasibility study on the one tank. Study for the 9,000 Gallon

8) SOW states provide 50’ soil bore at the location for Geotech testing of site. – Instead of 50’ soil bore a 100’ soil bore should be done to find out more details of the soil strata. 100’ soil bore, verify with Vendor and equipment installation requirements

9) SOW states provide structural engineered drawings for the existing 1 story building. – Please define the correct scope of the work for the existing 1 story building accordingly contractor can prepare the drawings. For the 1 story building.

10) SOW states provide architectural drawings of a new exterior wall to match existing in height… -- Please clarify why are we removing part of the wall? Yes, you are removing one part of the wall. And building a wall for the 2 hydraulics pumps in the back.

11) SOW states Provide Mechanical, Electrical, Plumbing, (MEP) Drawings. --- Please advise what is the scope of the work for the mechanical and plumbing work.

Reference to 00 11 21 Design Build VA Specs and Equipment installation requirements work shall include electrical outlets, lights and water for water house to de-ice the new vaporizers.

12) SOW states See reference drawing from KBA Engineering P.C (G200, G201 and G202 for 6000).

For 9000 gal tank refer Air Products DWGS. --- All these drawings are missing, please provide the required drawings. Reference to 9000 Gallon design DWGs. Details will become available when project is finalized.

13) SOW states Reconfigure Building #2 to accommodate both a larger tank and larger vaporizers. – Please provide the details of the tank and vaporizers, also who is supplying the larger tank and larger vaporizers? If this is contractors’ responsibility, then please provide all the details including the size and dimensions. We don’t have a contractor, but we need to support the new upcoming tanks / vaporizers. Contractor to coordinate with Equipment vendor

14) SOW states Create a new room within the south bay to specifically house the hydraulic equipment for the parking lot lifts. --- Please provide detailed information/drawing for this hydraulic equipment. Building a wall/ door to have access and make it up to code for electrical sprinkler etc.

15) SOW states Install a new 16-inch-thick slab reinforced and material specified similar to the seismic slab currently provided to the projects group. Grade the slab such that it is 1-1/2 inches higher at the back side and slopes to the overhead doors. – Please advise if floor drains can be installed in the concrete slab? No floor drains.

16) SOW states Remove all existing wall and ceiling conduits... – Please advise if all the existing devices will be removed and installed new. Yes, remove all and install new

17) SOW states Tuck point repair the exterior walls. --- As per our field observations North wall will need a partial or complete reconstruction. Please advise. Need complete reconstruction

18) SOW states replace both bays roll-up doors with new galvanized steel exterior roll- up security grill. – Please specify the size of the new roll up doors or is it a in kind replacement. Same size

19) Based on the scope of the work and if the new oxygen tank is to be supplied by contractor, then the magnitude of construction $500,000 and $1,000,000 seems very less.

Scope of Work is for site prep and restoration. Oxygen tank is leased and supplied by others.

20) If possible, can agency provide soil boring report of the project area. There are no soil boring reports to provide.

21) How will the new LOX tank connect to the hospital? Will temporary lines be supported on scaffolding as per the drawings G201? Yes, per drawings. Contractor to provide means and methods, see Equipment installation requirement.

22) Has the temporary oxygen supply trailer on drawing G202 been completed by the hospital? No

23) There is no mention of a concrete foundation for the Vaporizers or any other required components for a complete install. The new foundation needs to support a 9,000-gallon tank, 1,500-gallon tank & 2 vaporizers.

24) We do not have a diagram of the complete LOX tank, vaporizers, pumps, control panels, alarm panel, etc. to refer to. Need coordination with AE in Design and reference drawing to be provided when project is finalized

25) Do the vaporizers fit in the existing structure or are they projecting through the roof as well?

This will be a need to make an opening at the roof for the new tank and vaporizer fit. See 9000 Gallons design as reference.
