Questions received from potential quoters, as well as answers provided. Clarification statements from site visits are also noted below.

Questions:

Question 1: Please detail the visitation requirements on a per unit basis, the specification required that each site is visited each week but does each individual unit need to be maintained/worked on each week, as we discussed each unit must be maintained on a monthly basis, correct?

Answer: Each elevator needs to be checked one-time monthly and should be divided up into the four (4) weeks of the month. The fifth week shall cover any outlying issues or cleaning needed.

Question 2: We understand there is a 2-hour response requirement for service calls. If a call is placed at 10 AM and we do not arrive on site until 4 PM we would not be able to bill for overtime. However, if a call is placed in the late afternoon or on a weekend are we allowed to bill for overtime and if so is it the premium portion only (not the full 2.0X)?

Answer: As identified, there is a two-hour response time for service calls. However, if the vendor is contacted in the morning and does not arrive within the two-our window or late in the day, overtime rates will not be paid. However, if a call is made late in the day, and the agreed upon response time is after 4:30 pm on a weekday or on a weekend, overtime premium rates would apply.

Question 3: If hoisting ropes or belts need to be replaced, are they covered under the contract? Section B.2.1.5 PARTS sub-section C. states that hoisting ropes/belts/cables are not covered under the service agreement. However, section B.2.2.1 CLEANING, LUBRICATION AND ADJUSTMENT SERVICES: sub-section B.15 seems to indicate that hoisting ropes will need to be replaced by the contractor when conditions necessitate it.

Answer: Hoisting ropes and belt adjustments are a required part of the contract. However, if hoisting ropes or belts need replacement through the life of the contract, an amendment will be made to the contract for work to be performed using a separately funded purchase order.

Question 4: Could you elaborate on section B.2.1.11 REPAIRS COVERED UNDER DAVIS BACON ACT (DBA)? This only speaks to the wages that we must pay our employees and does not indicate which type of repairs are included or excluded as part of the service agreement correct?

Answer: Repairs not already covered within the Performance Work Statement (PWS) that are significant and unforeseeable that meet all of the following criteria are covered under DBA: (1) one-time repair, (2) over $2,000.00, and (3) the repair takes more than 32 hours of on-site work to be repaired.

Question 5: Are you able to disclose the current billing for the elevator maintenance contract(s) for the Bath and Canandaigua VAMC locations?

Answer: Current billing information breakdowns are not able to be provided, as that is proprietary to the vendor. However, the VA can disclose that the current vendor is KONE, Inc and the total contract value at award was $886,548.00.

Clarifications:

Clarification 1: Wage Determination information discussed at site visit.

Response: The Wage Determinations added do not include wage rates for elevator mechanics. Therefore, quoting vendors are required to fill out a SF1444 and submit it to contracting with your quote in order to be reviewed and forwarded to Department of Labor (DOL). Pending a response from DOL, the contractor may pay the rate proposed. A copy of the DOL response shall be furnished to the prime contractor when received. The rate set by DOL is retroactive to the date any employees first worked in the classification(s). No adjustment is made to contract price, regardless of the nature of DOL’s response. The contractor SHALL either furnish a response copy to employees affected or post the response with the WD at the worksite. SF1444 is attached.

Clarification 2: Additional elevators due to construction at the Canandaigua Campus.

Response: The Canandaigua Campus is currently under construction where two elevators with five stops are expected to be installed in 2022. After the warranty period ends, it is expected that the additional elevators be serviced and have maintenance performed on them. While these elevators are anticipated to be added to this contract during 2023, pricing shall not be accounted for in quotes at this time. Prior to the end of the warranty, the VA will contact the awarding vendor and request a quote in order to add these elevators to the contract through a modification to the contract.
