Solicitation 36C24220Q1040 – Clarification Questions and Answers Question 1: There is a disposable sharps container listed in the SOW that is nowhere to be found. Can you please verify with the user the correct reorder number from the container in question below.
Answer: 851301 Kendall (6 cases annually at each facility under this requirement).
Question 2: Will the VA consider alternative sharps containers than the containers specified in the solicitation.
Answer: Tentatively yes, contingent on infection control and clinical approval.
Question 3: Will the VA require reusable chemotherapeutic waste sharps containers as specified, or will they consider using disposable sharps containers.
Answer: Yes. Reusable are required, disposables are only for emergency backup.
Question 4: How many reusable containers will be required for each facility, and how many container locations will there be for each? We need to determine the hardware required.
Answer: See Statement of Work, Requirement Number 8. REUSABLE SHARPS CONTAINER TYPES for a breakdown. The contractor is required to do a survey of each facility.
Question 5: The pricing pages seemed to be written for a facilities contract. We provide one rate for our services. The overhead and profit and reference to direct costs should be removed.
Answer: The pricing table is optional. Offerors can use their own table, but direct cost, labor, other costs, overhead costs and profit must be identified for each year separately. Service contracts require fair Wage Determination and pricing breakdown allows us to see that appropriate wages are applied.
Question 6: Are alternate sharps container system options able to be provided? The Statement of Work identifies container specifications which are unique and specific to the Daniels Sharpsmart container system which is the container system that is currently in place at all NYHHS facilities. Is the VA willing to consider alternate Reusable Sharps container systems? If not, this will dramatically restrict competition for all companies who do not partner with Daniels Sharpsmart.
Answer: Tentatively yes, contingent on infection control and clinical approval
Question 7: The SOW notes both reusable and disposable sharps containers. What are the disposable sharps containers used for and who is providing them? Are they to be supplied by the vendor?
Answer: Disposables are used as an emergency backup, Vendor to supply 6 cases per facility.
Question 8: Reusable chemo containers are only available through Daniels Sharpsmart. Again, if this type of container is required then competition will be restricted to all vendors who do not partner with Daniels Sharpsmart. Will the VA consider alternate Chemo containers?
Answer: Tentatively yes, contingent on infection control and clinical approval Question 9: Is there a storage room where the sharps are currently stored or is there an option to place a shed outside near the loading dock?
Answer: Since the sharp containers are checked 2x per week, this should not be an issue. But in the unlikely event it does happen they can be stored in the Soiled Utility Room in each of the three campus.
Question 10: For the nonhazardous pharmaceutical waste, what is the 10 Gallon container used for and who supplies them? What rooms will these be placed in (medication rooms, soiled utility rooms)? How many containers are needed? Who will package up this waste?
Answer: The vendor supplies them, used for sharps and will be placed in Medication rooms, Vaccine rooms and Lab. 10 containers per facility will be needed since they are 10 gal sharps containers. They will be monitored by EMS and moved to Soil Utility Room if required, otherwise the vendor will change out.
Question 11: What is the Gen-Ex Cartridge waste? Is this being handled as hazardous waste, regulated medical waste or pharmaceutical waste?
Answer: Requirement 15 GEN-EX CARTRIDGE WASTE DISPOSAL is no longer needed under this Solicitation and has been removed from the Statement of Work. CLIN 0003, CLIN 0004, CLIN 1003, CLIN 1004, CLIN 2003, CLIN 2004, CLIN 3003 and CLIN 3004 in the Pricing Table are no longer applicable and are not required under this solicitation.
