1. Please provide a floor plan for Building 18. Attached.
1. Should areas that have existing ceramic cove base be left in place or be chipped out in order to install new rubber base flush to wall? Existing ceramic cove base must be chipped out (very small areas – check site visit).
1. What type of ICRA partition is required for each area? Can we use zip wall/plastic or do we need to install temporary drywall partitions? Zip wall/plastic.
1. Specification sections 096516 and 096519 are missing from recent posting on BetaSam.-Uploaded in amendment 1
1. The solicitation states contractor to provide work schedule and the VA will allow work in multiple locations (three or more) – does each room and/or corridor constitute one location? Can you please explain how the abatement work should be scheduled, given it’s an active hospital. Each room and/or corridor constitute one location. Contractor to submit a work schedule or phasing plan and VA will work with the different services and the moving committee to finalize the work schedule with the contractor.
1. Are there specific days/hours when work needs to be performed? Such as weekends only or evening hours? Time of work will be coordinated with the different services. No specific days/hours.
1. Can you detail what type of furniture needs to be moved out of rooms? Any specialized equipment that would require breakdown into smaller components? Computers and electronic equipment will be removed by the VA, all movable furniture will be moved out by the contractor.
1. For purposes of asbestos abatement, should the existing carpet/flooring be considered as hazardous material or is it just the mastic underneath? Just the mastic.
Additional questions
1. Can you please detail the rules on subcontracting and any limits on subcontracting work to firms that are not VOSB certified? Prime firm must do 15% of work
1. Does the asbestos abatement subcontractor have to be licensed in NJ? Are there any other federal rules/requirements for asbestos abatement subcontractor? The subs have to be licensed in NJ. There are additional rules/requirements regarding removal and disposal of asbestos
1. The 4.6 Supplemental insurance requirements states “(d) The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage.”
Does the above apply to GC, if we decide to subcontract the asbestos abatement work to a qualified subcontractor who would carry insurance for asbestos work? The GC should supply their insurance documents to the VA.
