Upgrade Chemo Room Air Conditioning; 1st Floor Pharmacy
Scope of Work
BACKGROUND: USP General Chapter 800 Hazardous Drugs—Handling in Healthcare Settings. provides standards for safe handling of hazardous drugs to minimize the risk of exposure to healthcare personnel, patients and the environment. USP 800 is the current standard which the VA follows for a number of Pharmacy operations, including those pertaining specifically to conditioned air. This project includes the need for additional volume controlled, filtered, unconditioned make-up air to the Chemo Room located at the first floor Pharmacy. Currently, this area of the Pharmacy at the JJ Peters Medical Center cannot maintain .02” wc of negative pressure, sustained. The room is less than 100 square feet (approximately 9’ x 8’) and is currently supplied with conditioned air from a large air handling unit. This room is at the far end of a common duct bank which feeds a majority of the Pharmacy and, depending upon demands of the system in different areas, is in and out of compliance with mandated USP 800 requirements for negative pressure. Current room configuration includes sheet-rocked walls and ceilings, with HEPA filtration. Interstitial space exists immediately above this area, and above the entire Pharmacy.
REQUIREMENTS: The VA requires the installation of a single dedicated air handling unit, sized for this room, which will work in coordination with existing exhaust hood. The unit shall include a variable frequency drive and blower. Ductwork will need to be installed in the interstitial space, along with the AHU. The AHU will be mounted in the interstitial space above the pharmacy and will be ducted to the Chemo Room. The unit will obtain its air source from the building system conditioned space (open area) of the Pharmacy. The work will involve the Contractor providing the air handling unit, all required electrical connections, ductwork, filtration, controls, and all required components to maintain between .01” wc and .03” wc in this room, sustained (the “system”). The system will also include a stand-alone HEPA filtration bank, which meets or exceeds applicable provisions of ISO Class 7, spec. 14644. The HEPA bank will be installed in the ceiling of the Chemo Room for easy filter access. The system will include controlled automation that will receive speed commands from a local static pressure sensor and operating controller. Additionally, the system will include a local display monitor to indicate actual room pressure vs. set point. The contractor is responsible for testing, commissioning, and proof that the required goals have been achieved to the satisfaction of the VA and in compliance with applicable portions of USP 800. The contractor is also responsible for all cutting, patching, painting and clean-up of existing space. Work shall take place during normal business house, Monday through Friday from 8:00am to 4:00pm, unless alternate scheduling arrangements are made in advance with the Contracting Office or COR. Contractor acknowledges that only the Contracting Officer can bind the Government or make changes to the contract or direct the contractor in any manner. Contractor shall schedule his activities with the COR. Contractor agrees to abide by all VA security requirements, including employee background checks where applicable and the issuance of VA ID badges in accordance with VA rules and regulations.
STATEMENT OF WORK: Contractor to provide all labor and materials required to deliver a complete, and functioning system which meets the mandated goal to provide correct and sustained negative pressure to the affected area. The contractor is responsible for all of his work and coordination with VA and/or local trades where applicable. The contractor is responsible for removal of any demolition, including the existing ductwork, power, and/or filtration in preparation for the installation of the new system. The contractor is responsible for all mechanical, plumbing, and electrical connections in support of the new system, including the proper sizing of ductwork, filters, returns, and diffusers as may be required. The contractor is responsible for any modifications required to support the static and dynamic loads of the air handler and related components of the system. The contractor is responsible for all ducted connections and ceiling penetrations, including those filters, diffusers, and returns as may be necessary as a result of the installation process. The contractor is responsible for all modifications and restoration to sheetrock modified as a result of the installation. This includes finishes and paint. Contractor shall protect all VA equipment and furniture in the room, or shall move and reinstall same at the start and conclusion of the installation process. The contractor is responsible to work in cooperation with VA Engineering, Pharmacy Management and its Operations Team to help to ensure continued compliance with VA standards affecting Pharmacy operations. The contractor is responsible for all required testing and commissioning of the system. Among other requirements, the system will not be deemed as “accepted” unless and until the required negative pressure is maintained. Controls and control monitoring will include connectivity (via Ethernet) with a Johnson Controls Metasys system.
The physical air handling unit shall meet the following performance and technical specifications giving support to the existing Baker Biological Safety Cabinet (Model SG403TX)
• 30 ACPH minimum to reach an air quality of ISO 7 or better
• (min) exhaust volume is 800 CFM at 1.4" static pressure.
• The discharge air will be HEPA filtered (provided) to meet ISO Class 7 clean room conditions.
Delivery and Performance Period The performance period/ completion time for this project is 60 Calendar Days from issuance of the NTP.
Location of Work:
All work will take place at the James J. Peters DVA Medical Center, 130 W. Kingsbridge Road, Bronx, NY 10468, 1st Floor Pharmacy area.
