B.2 STATEMENT OF WORK
1. INTRODUCTION & BACKGROUND:
The Samuel S. Stratton VA Medical Center (hereafter referred to as the Stratton VA or simply the VA), located at 113 Holland Ave., Albany NY 12208, has a requirement for valet parking services for Veteran patients to help alleviate parking congestion and facilitate smoother parking activity.
The Contractor shall be required to furnish all necessary and appropriate labor, supervision, materials, equipment, and supplies to provide Valet Parking Services in accordance with the terms and conditions of the resulting contract and the specifications and requirements herein.
The period of performance for the resulting Firm-Fixed-Price Contract will be a 1-year base with four subsequent 1-year options.
The base year is anticipated to be October 15, 2019 through October 14, 2020.
The VA intends to make an award at least 30 days prior to the start of the period of performance. The contractor will have 30 days after the contract’s effective date in which to set up operations, finalize staff requirements (including Government-administered background investigations), etc. At the end of this 30-day period, full operations shall commence. If award is made more than 30 days prior to October 15, 2019, the Contractor shall commence operations on October 15, 2019.
2. GENERAL CONTRACTOR RESPONSIBILITIES:
The Contractor shall be required to furnish all necessary and appropriate labor, supervision, materials, equipment, and supplies to provide Valet Parking Services in accordance with the terms and conditions of the resulting contract and the specifications and requirements, contained herein. The Contractor shall be required to:
1. Provide VA approved valet claim checks, securing keys, parking, delivering, and directing certain valet vehicles to and from the valet greeting area.
1. Set-up the valet staging area, locking key cabinet(s), safety cones, signs and other supplies, materials and/or miscellaneous items necessary to operate and manage the valet services.
1. Provide and install signage as required herein.
1. Provide an appropriate number of experienced, fully trained and professional valet parking attendants and an on-site supervisor to meet the demand for valet parking services.
1. Constantly assess VA parking situation taking into consideration all parking spaces available in order to adjust the level of service and personnel required to perform in accordance with the terms of the contract without exceeding the required wait time to valet park and retrieve vehicles.
1. Provide parking and traffic control recommendations as deemed appropriate and necessary to provide quality services.
The contractor’s valet plan shall be approved by the VA prior to implementation. The contractor’s valet plan shall include all labor, materials, signage (content and placement), supervision, equipment, and services to provide consistent, responsive, secure, and efficient valet parking operations in accordance with the terms and conditions herein.
The contractor shall provide at least two signs, three feet by three feet in size, on which NO TIPPING is printed legibly. Handwritten signs are not permitted. This sign may also include valet instructions, but NO TIPPING will be emphasized via bold text, underline, large text, etc. The COR will approve signs content and placement before being displayed. The sign will be presented on or near the valet station where patient keys are kept.
A strict no-tipping policy will be enforced under this contract. The contractor is permitted to suggest that customers offering tips leave positive feedback in the feedback box in lieu of the tip.
Contractor personnel shall not make unsolicited suggestions to leave positive feedback in any other scenario.
3. REQUIRED VALET PROCEDURES:
The contractor shall greet all vehicles that approach the designated valet pickup area, excluding busses, VA transportation vehicles, employees, vendors, or other contractors conducting business at the VA. All greeted vehicles shall be stopped by the contractor employee and asked for Veteran Identification.
If the vehicle contains a first-time Veteran patient with no identification, the valet will park the patient's car following their established procedure. However, the license plate number, state, and make of the car will be recorded and submitted as part of the monthly report submitted by the contractor as noted below.
The Veteran patient shall be provided with a claim check that contains at a minimum a unique identification number and the current date. This claim check must be presented to the patient before the contractor enters the patient's vehicle for valet parking.
The contractor will remind patients before entering their vehicle that all valuables should be removed from the vehicle or stored out of sight.
All valet parked vehicles will be locked completely, and all windows, doors, sunroofs, or other openings will be closed and locked.
All keys from valet parked vehicles shall be tagged or otherwise identified with the unique identifier given to the Veteran patient on their claim check and stored in some form of lockable container controlled by the contractor. This container will be monitored throughout the workday by contractor staff and shall never be left unlocked and unattended. At the end of each day, all keys must be returned to the vehicle owners whether or not they have picked up their vehicles.
Returned cars will be delivered to the Veteran patients with the engine running, positioned for easy entry within a reasonable (within three car widths) distance to the hospital entrance or valet check-in area. The contractor shall not leave idling returned vehicles unattended and will ensure that only the patient who has provided the claim check is allowed entry into the driver's seat of the vehicle. The contractor will not block exit traffic from the hospital's main entrance for self-parked vehicles or patients and shall adjust the placement of returned vehicles as necessary to facilitate smooth operations.
No food, beverages, cigarettes, or outside debris may be brought into, consumed in, or left in Veteran patient vehicles.
The contractor may set up cones, rope, staging areas, or other approved items as approved by the COR. However, there shall be no plans to re-stripe or otherwise mark existing parking lot lines. Requests for re-striping or alteration of Government property during contract performance shall be submitted in writing to the COR.
The contractor may park vehicles in any physical configuration within the designated lot provided their operations do not impact other parking activity at the Medical Center. The contractor shall not exceed their designated space, block traffic routes with personnel or valet parked vehicles, etc.
The contractor may be directed to, or may request to, relocate or modify their operations as necessary, or at the COR's direction, to maintain efficient day-to-day parking operations. The Contractor shall modify operations as directed by the VA when changes to the traffic patterns are needed to accommodate construction, or other unforeseen conditions, and shall continue providing service within the guidelines of this contract.
In inclement weather, the contractor shall brush snow from the windshield and/or back and side windows of returned vehicles as necessary for safe operation. Additionally, contractor staff shall be equipped with umbrellas that will be used to shield customers from precipitation during periods of inclement weather. Contractor staff shall escort customers to their idling vehicles under these umbrellas when deemed appropriate, when indicated by the COR, or by request of the customer. Snow brushes and umbrellas shall be provided by the contractor.
4. PATIENT ASSISTANCE:
Valet parking attendants shall be required to assist parking patrons getting in and out of their vehicles as well as assist with removal of wheelchairs, walkers, carts and/or personal medical equipment from vehicles only if requested. Valet parking attendants shall provide minimal assistance but shall not be required to lift or pick up patients in and out of their vehicles. The contractor’s staff will provide reasonable assistance to Veterans from the vehicle to the Medical Center lobby when requested. Parking patrons shall be treated courteously and with respect at all times. Parking attendants shall drive slowly and cautiously, paying attention to pedestrian traffic.
In instances of a medical emergency or if complex physical assistance is required, the contractor Supervisor shall be notified, and VA staff assistance will be summoned immediately.
5. WAIT TIMES:
No patient shall wait longer than 10 minutes to have their vehicle valet parked or retrieved at any time during performance of this contract. This shall include periods of inclement weather when the COR has not allowed the contractor to cease operations.
The 10-minute period begins as soon as the vehicle queues itself into the valet staging area, and performance is complete when the vehicle has been processed and driven out of the queue area by the contractor.
The 10-minute retrieval period begins as soon as the Veteran patient queues themselves into the retrieval line and is complete as soon as the patient is presented their idling vehicle.
6. INELIGIBLE VEHICLES:
The contractor shall provide valet parking to all patient vehicles, excluding those that are ineligible for valet parking or that request self-parking. Ineligible vehicles include:
a. Vehicles modified to accommodate a specific disability for the driver that cannot be operated without additional training
b. Vehicles that will not fit into a standard parking space
c. Vehicles that are not occupied by Veteran patients coming to the facility for direct care
d. Vehicles whose occupants require special care when entering or exiting their vehicle
e. Vehicles that lack a State inspection sticker, functional seat belt, or are otherwise unsafe to drive
f. Vehicles that do not have fully functioning doors, windows, or locks
If there is a dispute about whether or not a vehicle is eligible for valet parking, the contractor shall contact the COR for a final determination.
7. CONTRACTOR VALET STAFF:
The Contractor shall provide bonded, fully trained, experienced parking attendants who possess a valid NEW YORK State Driver’s License, be legal residents or U.S. citizens and be fluent in the English language. Contractor personnel shall be at least 18 years of age, have no criminal history, and be able to perform all general duties, functions, and activities as required. Evidence of staff qualifications shall be provided to the VA upon request.
The Contractor is expected to enforce reasonable standards of employee conduct. A pleasant, courteous demeanor is required at all times. Sexual harassment; discrimination in violation of federal law; foul language; negative comments directed towards Veterans, patients, or any other visitors to the facility; or any other generally unacceptable behavior will not be tolerated.
The Contractor staff shall be clean and well-kept at all times. Good hygiene practices shall be enforced by the contractor’s Supervisor, including a professional appearance in dress and hairstyle. Contractor staff shall be able to properly operate all normal transmission types, read all standard speedometers, and operate all aspects of commercially available vehicles.
The contractor is expected to perform with the utmost attention to customer service at all times. Consideration should be given to the mission of the VA and the status and composition of its Veteran patients and clients. The contractor is expected to act as part of a team of linked disciplines and departments whose goal is to work together in providing compassionate care and service to Veterans, their dependents, and their families.
The Contractor shall be responsible for providing a facility orientation to all valet parking attendants and offer a training program on security, patient privacy, safety, emergency procedures, accidents/injuries and communication with Medical Center staff. The Contractor shall maintain documentation certifying that all employees assigned to the contract have received the aforementioned training. If deemed necessary by the Government, additional training shall be offered at the Stratton VA Medical Center and scheduled on a mutually agreeable date in coordination with the COR.
The VA may require that a contractor employee be removed from performance of the contract when in the best interest of the VA.
The Contractor shall implement a personnel background investigation process of their own prior to hiring staff to perform under this contract. At a minimum, this process will mandate a check of the employee's driving record, a drug screen, and a check of the employee's criminal record. The results of these background investigations shall be made available to the Contracting Officer or COR upon request. No contractor employees will be exempt from this requirement.
All contractor employees to provide services shall be screened by the VA (as described in the Background Screening section below) after award.
NOTE: 52.222-17, Nondisplacement of Qualified Workers (E.O. 13495) is applicable to this Service Contract.
8. UNIFORMS:
The Contractor shall be required to provide uniforms for all valet parking staff performing under this contract. Uniforms shall include the identification of the Contractor by company name and employee name. Uniforms must be consistent in style and color and shall be worn at all times during performance of the contract. The uniform style shall be approved by the COR prior to contract implementation. A different, more formal uniform must be provided for the Supervisor to ensure he is easily visually identified. Uniform styles will be approved by the COR before performance on this contract begins. Uniforms must always be cleaned, pressed, and neat and professional in appearance. The CO will provide the final authority over any disagreements regarding uniforms or physical appearance of contractor staff.
The VA ID Card may be used for photo ID, but the contractor is encouraged to distribute their own Photo ID as well. Valet staff must visibly display their ID badges at all times.
9. PERSONNEL BACKGROUND SCREENING:
In accordance with VHA Directive 0710 all Contractor personnel providing services under this contract shall be the subject to a background screening and must receive favorable adjudication from the VA prior to contract performance. The level of screening for this contract is: Tier 1 – Low Risk (NACI). Any employee whose background investigation yields unfavorable results shall be removed immediately from performance under this contract. In the event the screening is not completed prior to contract performance, the Contractor shall be responsible for the actions of those individuals performing under the contract.
The Contractor shall be required to furnish all applicable employee information required to conduct the investigation, such as, but not limited to, the name, address, date of birth, place of birth, occupation, and social security number of Contractor personnel. The VA shall provide all the necessary instructions and guidance for submission of the documents required to conduct the background investigation.
Contractor is responsible for all costs associated with the background investigations (currently approximately $419.00 per investigation).
Because Government-initiated background investigations are mandated under this contract, the contractor shall have an adequate pool of available employees — either working or potential — to complete the Tier 1 NACI-level background investigation. Lead time for background investigations will NOT be an adequate excuse for failure to meet performance standards or established staffing levels.
The Contractor may be required to provide documentation of a recent (within 3 months) negative purified protein derivative (PPD) skin test for all personnel performing on-site at the VA.
10. DESIGNATED VALET PARKING LOTS:
The current valet lot and spaces are identified on the attached site map. The Valet Drop off area is indicated on the map as well. The VA set aside approximately 43 standard parking spaces for valet use only. The contractor is required to maximize the space in the provided lot in order to provide continuous service.
11. ESTIMATED VOLUME:
Historically, approximately 110 to 175 cars per day have used valet service at the Stratton VA. Actual usage will fluctuate and should be expected to periodically increase.
The busiest days at the Stratton VA have been Mondays, Tuesdays and Wednesdays with the busiest times 8:00AM to 11:00AM and 1:30PM to 3:30 PM.
The contractor is responsible for providing and maintaining adequate staffing in order to adhere to the terms and conditions herein. The resulting contract shall be firm-fixed-price which is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract.
12. HOURS OF OPERATION:
Valet services shall be available from 7:30 am to 5:00 pm Monday through Friday, excluding Federal Holidays and any other day specifically declared by the President of the United States to be a Federal Holiday. The Contractor shall adjust the level of valet parking staff as necessary to ensure an efficient operation. If deemed necessary by the Government, the hours of operation may be periodically adjusted based upon volume and demand.
Contract staff may arrive earlier and stay later as necessary to set up or take down equipment, signage, etc. A designated contractor’s Supervisor (further defined herein) shall be on-site during any performance under this contract.

d. The supervisor must be on-site, in person, every day while services are performed under this contract. In the event that the Supervisor will be absent from work, the COR must be notified, and a designee shall be named by the contractor who will perform these duties.
A monthly schedule shall be presented in advance to the COR showing the shifts and valet staff who will perform contract services for the upcoming period. The Contractor Supervisor will maintain a sign-in/sign-out sheet that employees will use to record their attendance and timeliness. The date of the meetings will be mutually scheduled by the COR and Contractor’s Supervisor. At any time, the COR may request a current report or any component thereof within one business week.
Whether during or outside of the regular meetings, the Contractor’s Supervisor, upon request, shall meet briefly with the COR to discuss perceived comments or concerns on behalf of the VA, make suggestions, or otherwise open dialogue about contract performance.
17. GOVERNMENT RESPONSIBILITIES:
Snow removal from the pavement in the provided contractor lot space will be performed by the VA.
At his/her discretion, the COR may elect to suspend or cancel valet operations due to inclement weather or other factors. Advance notice will be provided to the contractor’s Supervisor when possible.
