2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Department of Veteran Affairs (VA) Veterans Integrated Service Network (VISN) 2, Network Contracting Office 2, proposes to accomplish a Brand Name, Firm Fixed Price (FFP) purchase order, Classification Code 65 – Medical, Dental, and Veterinary Equipment – for procurement of Terumo Blood Parameter Monitoring Systems to replace existing equipment and ensure continuity of care.
NAICS Code is 334510 – Electromedical and Electrotherapeutic Apparatus Manufacturing
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is a brand name requirement. The blood parameter monitors currently in use at the Buffalo VA Medical Center for patient care and mission accomplishment are manufactured by Terumo and are a previous version of the items required in this procurement. The Surgeon and Perfusionist are familiar with this brand and in consideration of compatibility with existing equipment and ability to meet the needs of the Department, market research has validated no other vendor can provide the required equipment. The new Blood Parameter Monitoring Systems are needed to manage patient Hemostasis and gases on a continuous basis during Bypass period.
4. Description of market research conducted and results or statement why it was not conducted:
Market Research was conducted utilizing FPDS, VetBiz, and an RFI was sent to SDVOSB’s/VOSB’s listed under NAICS 334510. Market research yielded enough affirmative responses for a VOSB competitive set-aside. Although this is not strictly held to one vendor, the item must be a brand name only, to be compatible with existing equipment.
