SCOPE OF WORK
Project No. 528A5-19-503 Install AC at Warehouse Canandaigua, VA Medical Center, 400 Fort Hill Avenue Canandaigua, NY 14424
The general scope of this project is to insulate the rafters and install an air conditioning system in Building 11, at the Canandaigua VAMC.
1.0 EXISTING CONDITIONS
The Canandaigua VAMC is a campus facility with more than 30 buildings located on over 20 acres. Many of the facility buildings are included on the historic register. Building 11 is considered historic, and where necessary the renovations will comply with the requirements of the NYS SHPPO.
2.0 SCOPE OF WORK
2.1 GENERAL
A. The contractor shall be responsible for all labor, supervision, and materials required to perform the work as indicated in the scope of work, specifications and drawings.
B. All of the work is to be performed during normal business hours, however if any work is determined to be needed off hours the contractor must inform the COR.
C. The contractor is responsible for all field measurements; the Government will not be held responsible for bidding errors made or the failure to adequately inspect the job site for existing conditions, dimensions and grades or existing utilities. The contractor is responsible for verifying all utilities through any resource necessary. All bidders are strongly encouraged to inspect the job site prior to submitting bids. The government has provided a rough estimate of square footage.
D. Any existing feature disturbed (removed, damaged, etc.) by the contractor during the performance of this contract shall be restored to similar or better condition by the contractor at the contractors’ expense. This includes walls, doorways, doors, trim work, and other miscellaneous items located in the building, sidewalks, grassed areas, and parking lots.
E. During the entire duration of work performed, the contractor shall at all times, maintain at least one lane for emergency traffic. This includes any placement of project equipment and anywhere work is being performed.
F. The VAMC Project COR shall govern all work done during project duration. Disputes shall be promptly referred to the Contracting Officer, (CO). The contractor will immediately correct any work in which the Project COR deems unacceptable or not in accordance with plans and/or specifications.
G. The contractor will not be allowed to stage material outside of the designated renovation area. All material will be stored in an approved location by the COR. All storage areas and refuse (roll offs) shall be fenced in with a minimum of 6’ high, chain link fence.
H. The contractor will at all times comply with the attached ICRA standards.
I. The contractor shall provide a secure construction site at all times. In any area that is closed due to construction, including any time the corridor is partially closed, a passage door with a handle that locks and is cored to a Best system X-6 must be installed and secured. These areas shall also include contractor storage areas with man door access. Construction supply trailers will be padlocked and secured at all times. Padlocks and hasps will not be allowed as a means of security. Also, the access door shall be locked at all times, even during construction.
2.2 Demolition
A. Contractor is responsible for all costs associated with the demolition of this project, including removal of excess masonry material, metals, and other miscellaneous items that may be encountered.
2.3 Concrete/Masonry
A. During concrete work, dust shall be contained at all times, both interior and exterior. The contractor, as stated earlier, shall comply with all requirements in the ICRA standard. This includes as a minimum: barriers, ventilation, negative pressurization, and dust mats at entrances.
B. The slab is to be 1 foot thick, refer to drawings for actual dimensions of trench style slab. The size of the slab will be determined based upon the AC unit approved by the COR. The slab may be approximately 12’ wide by 16’ long.
2.4 Metals
A. Open flame cutting of any material will not be allowed. Cutting of metal will be by sheer only.
B. All metal fabrication and anchoring will be submitted to the COR for approval.
2.5 Insulation
A. Insulation must be closed cell spray foam and must meet the specifications for fire retardant. The insulation must meet the R-38 value rating.
B. Roughly 5,600 square feet of ceiling space must be insulated, contractor should confirm all measurements prior to starting the project.
C. Contractor is responsible for properly insulating around any utilities that run through the rafters. Any services that need to be moved either temporarily or permanently must be approved by the COR prior to start of construction.
D. Contractor is to cover and protect the sprinkler heads. Any damage caused to the sprinklers must be repaired by the contractor. If there is any insulation sprayed onto the sprinkler heads, the sprinkler head must be removed by the contractor, and replaced with identical type. If a matching head cannot be purchased, all heads must be replaced.
2.6 Air Conditioning installation
A. Contractor is to install a 20-ton Electric Roof Top Unit to be placed on a concrete slab. A vertical discharge unit may be installed with prior approval from the COR.
B. The duct shall be rectangular and be 20” wide by 40” long. The finish work around the duct at the point of entry into the building should be toed in. The duct shall be wrapped in weatherproof aluminum jacket with weatherproof flashing and sealant at all building surfaces. The interior penetration will also be a toed in finish. Building penetrations shall be sealed and weathertight.
C. Once inside the building the duct work is to be 40” wide by 20” long. The rectangular section shall run into the building approximately 9’ before it is to be reduced. The duct will be reduced from 40”x20” to, two 20” square to 20” round duct, allow spacing for insulation and vertical truss member.
D. Refer to drawings for all dimensions pertaining to duct layouts. Contractor is to use the same threaded rod for the main duct lines called out in the drawings.
2.6 Fire Protection
E. All work associated with fire protection requires a minimum of 7 days notification to the COR for coordination with the Fire Department. Any disruption to the fire protection system, including the fire alarm and detection system is included in this requirement.
F. All work shall be in accordance with the VA Fire Design Manual, including temporary construction barriers.
G. The contractor shall notify the COR 2 weeks in advance of closing off any exit. If an exit is to be closed, the contractor shall provide all labor and materials to properly secure the exit and notify personnel that the exit is closed. The contractor shall be responsible for complying with the VA ILSM standards.
3.0 Period of Performance
A. The period of performance for this contract shall be 180 days from NTP.
B. The contractor shall at all times be in coordination with other projects on going in the area and it shall not affect the contract duration of this project.
