RFI for 620-18-119 Remove Domestic Dead Legs
1. Is any state licensing required for the Prime Contractor?
Yes.
2. The VA has not required state mechanical licensing for other contracts at this facility. Is this project requiring New York state mechanical licensing?
Every trade working on this project need to be licensed by the state.
3. If mechanical licensing is required, what has differentiated this project to the others?
Can’t speak for other projects.
4. Specification 01 00 00 -3 defines requirements for a project manager. Is this project manager to be on-site full time?
No.
5. Are the hours of “week day time allowance” as mentioned in 01 00 00 -4 defined as 8:00 am –
4:30 pm?
Yes, unless approved otherwise in writing by the CO.
6. Will a laydown area be provided to the contractor for storage?
No.
7. Will contractor be able use facilities bathrooms during construction as long as they are kept clean?
Yes.
8. Will a tax exempt certificate be provided for this project?
If requested, the VA will provide the tax exempt certificate.
9. Specification 01 00 00 -30 states the requirement of a registered professional land surveyor or a registered civil engineer but it is unclear where these requirements are applicable. Please clarify if these requirements are applicable to this project.
– Not required for this project.
10. Is the contractor required to provide a commercial photographer for taking pictures throughout construction progress?
Not required.
11. Will the VA be responsible for providing a Commissioning Agent (CxA)?
Not applicable for this project.
12. Please confirm the Site Superintendent can be the SSHO.
– The site Super needs to meet the criteria as stated in the contract.
13. Who will be shutting down the live water lines? Can an entire building be shut down/per day to expedite the job?
The VA will shut the water lines upon written request by the contractor as per the contract terms.
The shutdown work would need to be performed after hours or weekends or holidays subject to approval by the CO.
14. If Rooms are occupied, who will notify occupant to clear out of the work area?
All occupied areas which would be substantially disturbed would require after hours work.
15. What lines are within drop ceiling and which lines require ceiling demolition?
Refer to the Contract drawings.
16. Is repair finish expected at tiled wall areas? There is no specification for ceramic tile.
– The repair shall match existing finish.
17. Since the Asbestos work is not specifically designated on the drawings and can affect our schedule, can the 120 days schedule be extended?
Yes, for a maximum of 90 days. Beyond the 90 days, extension would be subject to CO’s approval.
18. The project scope states:
“Also included will be cutting, repairing and painting ceilings, walls, insulation, and other associated work involved during the dead leg removal process. After all work is completed, the work areas shall be brought back to original state.”
However, the project documents (plans/specs) do not delineate the scope of work involving the demo of walls/ceilings or their repair to bring them back to “original state”. The schedule identifies if a location requires architectural demolition, but this is not enough information. The contractor can’t include pricing without knowing the materials involved at each location. For example, an 8” block wall with ¼” sheetrock and ceramic tile would cost significantly more than a painted 5/8” sheetrock on studs wall. If unknown by the VA, we suggest providing a unit pricing breakdown in the bid for the contractor to enter unit prices for different wall or ceiling materials. The VA can provide estimated quantities of each line item to apply the unit price to be included in the bid.
For example;
500 locations of 5/8” type x sheetrock, Sherwin Williams paint- $unit price per location x 500 locations.
400 Locations 4”x12” Ceramic glazed block—$unit price per location x 400 locations.
-Any discrepancies with actual field quantities could be easily rectified using the unit pricing provided in the bid.
Piping penetrating thru hard ceilings, walls and floors shall be cut, capped and tagged flush to the surface. Include in base bid unit pricing and an allowance of 500 square feet for any dead legs that have to be accessed thru selective demolition of hard ceilings, floors and walls. The
COR shall be notified prior to performing selective demolition and a log be maintained to keep track of the area being demoed.
19. The project scope states:
“This project shall be bid as the price to complete all plumbing, asbestos abatement, insulation, and other associated work involved in the dead leg removal process.”
However, the plans and specs do not delineate quantities or locations of any asbestos abatement. Again, if this is unknown, the VA can provide a unit price breakdown in the bid for the contractor to enter a unit price for different scenarios the VA may believe be encountered in the project.
It is impossible for the contractor to include asbestos abatement pricing in the bid without knowing quantities or materials to be abated.
The contract calls to include in the base bid an allowance of 500 linear feet of asbestos and unit pricing as well.
20. The plumbing demolition notes to “remove/replace ceiling grid tiles and grid as required to accomplish indicated plumbing work”. If ceiling tile/grid is in good condition, can the contractor remove/reinstall? Yes.
If ceiling grid/tile is not in good condition, please provide make/model of ceiling grid/tile that needs to be replaced. Architectural, non-directional acoustical ceiling tiles. Provide a Unit pricing for the replacement of the tiles.
Please provide locations or quantities of areas where ceiling grid/tile will be encountered in the plumbing work, and if these locations will require the grid/tile to be replaced with new.
All tiles and Grid are in good condition unless it’s brought to the attention of the COR.
Without knowing quantities and materials it is impossible to include pricing for this scope and a responsible accurate bid. Again, if not known by the VA we suggest adding a unit price breakdown for the contractor to include unit pricing for ceiling grid/tile with an estimated quantity of this line item.
- Please see above.
21. If “architectural demolition” is needed at a location to cut and cap a dead leg, is the entire pipe that is no longer connected to the system to be removed in it’s entirety or can it be abandoned in place? It’s important to know if the contractor may need to demolish entire lengths of a wall or walls or ceilings to expose an entire line to remove it. Again, quantities and surface materials are needed to provide this in the bid.
– Please see #18 response.
