About this file
This document is an Amendment (Amendment #2) for a Blanket Purchase Agreement (BPA) for Plumbing and Pipefitting inspection and repair services issued by the Department of Veterans Affairs VA Boston Healthcare System. The amendment extends the solicitation close date to January 20, 2026 at 12PM EST and provides detailed answers to vendor questions about the procurement. Key clarifications include that offerors can submit proposals for specific facilities, provide ASME certifications and licenses relevant to their intended service locations, and submit past performance examples from similar task orders. The BPA will support multiple VA medical centers across different states, with hourly rates to be proposed that include technician rates, service truck, and tools for both normal and emergency business hours.
The solicitation allows vendors flexibility in proposing services, with the government encouraging comprehensive demonstrations of technical capabilities, certifications, and relevant experience. The BPA has a potential total duration of 66 months (five years with a possible six-month extension), and vendors can choose to provide services at specific VA facilities listed in the solicitation. Pricing will be evaluated based on hourly rates that cover all service requirements, with separate rates for normal and emergency hours. The government emphasizes that while detailed technical approaches will primarily be developed at the individual task order level, vendors should provide sufficient information to demonstrate their qualifications during the BPA award stage.

CONTINUATION PAGE
1. This procurement establishes a multi-state Blanket Purchase Agreement under which work will be issued through future task orders, with no defined task-level scope, locations, or personnel requirements at the time of BPA award. Given that state-specific licensing, ASME certification needs, and subcontracting arrangements will depend on individual task order requirements, please clarify whether qualification submissions at the BPA level are intended to be general and representative in nature (e.g., descriptions of capability, example licenses/certifications, and compliance approach), with verification of specific personnel, state licenses, ASME certifications, and subcontractors to occur at the task order level. Alternatively, please confirm if the Government expects offerors to commit to specific state licenses, ASME-certified personnel or subcontractors, and task-specific qualifications at the BPA award stage.
Answer: If the offeror is planning to provide the required services for all places of performance listed in the Statement of Work, they must submit copies of all ASME certifications and licenses that they possess. If the offeror is only interested in providing services for specific facilities, instead of all of them, they must submit copies of all ASME certifications and licenses needed to work in the states where those facilities are located.
2. For purposes of evaluating quotes submitted in response to this RFQ, does the Government prefer a concise technical narrative focused on demonstrating overall capability, experience, and qualifications for BPA award, or a more detailed task-level technical approach at this stage?
Answer: At a minimum, offerors shall provide what is asked of them in the statement of work. Additionally, the Government encourages offerors to provide any additional information they feel is needed to prove they are the most qualified offeror to provide the required services.
3. For purposes of evaluating quotes submitted in response to this RFQ, may vendors submit past performance examples drawn from task orders issued under predecessor BPAs or contracts supporting the same VISN and VA Medical Centers identified in this solicitation?
Answer: Yes.
4. For purposes of evaluating quotes submitted in response to this RFQ, should vendors focus primarily on demonstrated technical capabilities, certifications, and relevant experience, or provide detailed staffing plans and labor allocations for anticipated task orders?
Answer: At a minimum, offerors shall provide what is asked of them in the statement of work. Additionally, the Government encourages offerors to provide any additional information they feel is needed to prove they are the most qualified offeror to provide the required services.
5. For purposes of evaluating quotes submitted in response to this RFQ, may vendors reference experience performing plumbing and pipefitting services that required integration with steam, boiler, medical gas, fire protection, or other mechanical distribution systems, when such work was performed within the scope of plumbing and pipefitting task orders?
Answer: Yes, but vendors are encouraged to provide the three examples of past performance that directly relate to the work described in the Statement of Work. Ultimately, it is up to the vendor to include past performance examples that show they are the most qualified vendor to provide the required services.
6. Please confirm that detailed technical approaches, sequencing, and execution methodologies are anticipated to be proposed at the individual task order level rather than for purposes of evaluating quotes submitted in response to this RFQ.
Answer: At a minimum, offerors shall provide what is asked of them in the statement of work. Additionally, the Government encourages offerors to provide any additional information they feel is needed to prove they are the most qualified offeror to provide the required services. Once a vendor is chosen for this Blanket Purchase Agreement, the Government trusts the awarded vendor has the ability to perform the work in each task order.
7. We noticed Section B.4 Pricing Data, B.5 includes an “Option to Extend the Term of the BPA, and B.12 Period of Performance” provisions. We understand the intent may be to allow flexibility; however, BPAs are generally considered non-contractual instruments under FAR 16.703 and FAR 8.405‑3, which do not typically incorporate formal option clauses. To avoid potential confusion about enforceable obligations, we respectfully suggest considering removal or revision of this clause. FAR guidance already allows BPAs to be extended or renewed administratively, provided they are reviewed annually and comply with the recommended five-year duration. Would the Government be open to clarifying or revising this provision to reflect standard BPA practices? We believe this will help ensure consistency with FAR requirements and reduce ambiguity for offerors.
Answer: B.5 includes an “Option to Extend the Term of the BPA” allows the government to extend the BPA by an additional six months after a five-year period of performance. The total potential duration of this BPA is 66 months. B.12 Period of Performance does not have an end date because the start date has not been determined yet. Technically, BPAs do not have options, but the absence of “Option to Extend the Term of the BPA” would not allow the Government to extend this BPA by six months, which may be necessary. Therefore, this clause can’t be removed.
8. Based on Solicitation (Page 5 & 6) it lists facilities for places of performance. Will this BPA require the contractor to perform at all the listed facilities, or can we choose a particular facility to perform the services?
Answer: You can choose a particular facility. Please state which facility you are interested in in your proposal.
9. When we give the hourly rate on the Price/Cost Schedule (Solicitation page 8), do we just provide the technician rate or do want us to include the service truck and tools as part of the overall labor rate? Will this rate just be for normal business hours?
Answer: The rates you propose for evaluation should include everything you need to be paid for when providing the required services. Each year of service contains two-line items. One for normal business hours and another for emergency hours. Please submit your hourly rates for each.
10. Clarification: Do you want us to provide a breakdown included with the pricing schedule based on what is listed on solicitation (page7 and page8) items 1-5?
Answer: Items 3-5 are only required when task orders are issued.
