About this file
This document is a Single Source Justification (SSJ) for a simplified acquisition procedure by the Department of Veterans Affairs, specifically for the West Roxbury VA Medical Center. The procurement involves acquiring three STERIS Reliance 6500 Endoscope Drying and Storage Cabinets (Model No. REL650020MU) for the OR and Sterile Processing Services (SPS) Departments, with a total estimated value under the Simplified Acquisition Threshold of $250,000. The cabinets are specifically designed to manage endoscope inventory, track parameters, and provide a controlled drying environment that meets ANSI/AAMI ST91:2021 guidelines.
The justification for sole-source procurement stems from unique infrastructure constraints and specific storage requirements. After investigating multiple suppliers, the VA determined that only STERIS's Reliance 6500 cabinets meet their precise needs, particularly regarding height restrictions and endoscope storage protocols. Market research was conducted across government databases like SBA DSBS, GSA e-Library, and FPDS, confirming limited authorized distributors. The procurement is recommended as an unrestricted set-aside, with the contracting officer certifying the justification on 04/07/2025. The expected delivery timeframe is 30-45 days after receipt of order, with a one-year warranty included.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for SAP under the SAT

Justification for Single Source Awards IAW FAR 13.106 1 For
Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241 25 AP 2779
1. Contracting Activity: Network Contracting Office 1, on behalf of the Department of Veterans Affairs, VISN 1, West Roxbury VA Medical Center 1400 VFW Parkway West Roxbury, MA 02132 4927. Funding 523 25 2 1512 0016.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is a new, brand name requirement. The Contracting Activity is looking to acquire, delivery, installation, accessories and 1 Year Warranty for (3) RELIANCE 6500 Endoscope Drying and Storage Cabinet (Model No. REL650020MU) for West Roxbury VA Medical Center’s OR and SPS Departments. This equipment solely manufactured by OEM LB STERIS Corporation, (UEI: UGGQJGGH6846) 5960 HEISLEY ROAD MENTOR, OH 44060. The RELIANCE 6500 Endoscope Drying and Storage Cabinet is designed to manage access to endoscope inventory, track key parameters, and easily access vertically hanging endoscopes, all in an organized and controlled drying environment. This vertical endoscope storage cabinet aids in drying and meets or exceeds recommendations and guidelines from ANSI/AAMI ST91:2021, providing the assurance needed to protect and manage West Roxbury’s endoscope inventory successfully.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Sterile Processing Service West Roxbury is requesting to purchase the STERIS brand Reliance 6500 Endoscope Drying and Storage Cabinet which is designed to protect and manage flexible endoscopes and transesophageal probes in a clean environment that promotes drying using HEPA filtered air, both within the cabinet and for purging of endoscope channels in line with ANSI/AAMI ST91:2021.1. This is to procure STERIS brand endoscope drying cabinets that meet the requirements set forth by VHA Directive 1116, AAMI ST 91, and to close out VISN and National Office of Sterile Processing Services site visit findings. Endoscopes should be stored suspended vertically or horizontally in a cabinet designed for storage in a way to allow circulation of air in accordance with the endoscope manufacturer’s written IFU (e.g., pressure of air flow through channels, diameter of endoscope coil). When high level disinfected or liquid chemically sterilized endoscopes are stored vertically, the insertion tube should be as straight as possible, with the distal tip hanging freely. The department has reached out and investigated multiple endoscope cabinet suppliers and STERIS’s brand endoscope cabinets were found to be the only ones that can meet the need. Due to infrastructure constraints of the facility, most other cabinets from suppliers were too tall to give the required 18” clearance from the top of the unit. Inner space, Medline, Getinge, cabinets were found to be outside of the height requirements. Due to height constraints of the storage area, the scopes must be stored horizontally, the Olympus IFU states that forced air must be pushed through the channels if they are stored this way. The only cabinets that were found to meet the requirements were the Steris Reliance 6500 Endoscope cabinets.

4. Description of market research conducted and results or statement why it was not conducted:
Government wide database of contracts and other Government and commercial databases that provide information relevant to agency acquisitions such as VetCert, GSA e Library, SBA DSBS, and FPDS were queried. The first search was on SBA DSBS (formerly VetCert) using NAICS 339112 which returned 667 broad results. SBA DSBS search using NAICS 339112 along with keyword “STERIS” produced 3 profiles, however none of which are authorized to provide this particular endoscope cabinet. GSA e library search under manufacture STERIS /Medivators generated 1 schedule contractor, SB Surgical Tools, Inc. who is authorized by Steris to provide. Last search was on FPDS using keyword “STERIS Endoscope Cabinet” which yielded 4 contract actions for similar equipment purchases. OEM Steris Corporation’s Director of Government Accounts Thomas Arcand stated via email on 03/19/2025 that there are only 2 companies authorized to distribute the STERIS Medivators products other than themselves, On 03/21/2025 via email in response to a request for information from Inc’s, Administrative Assistant/ Lead Customer Service stated they do not have the ability to quote this item. Since is unable to provide this particular item, an unrestricted set aside is recommended so the oem can compete amongst their other distributor
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
