About this file
This document is a Single Source Justification for a Simplified Acquisition Procedure (SAP) under the Simplified Acquisition Threshold (SAT) to acquire two Sonosite PX Ultrasound Systems, transducers, and related accessories for the Brockton VA Medical Center. The Contracting Activity at the Department of Veterans Affairs, Network Contracting Office 1, Regional Procurement Office East is justifying the sole-source procurement of this equipment from the original equipment manufacturer, FujiFilm Sonosite, Inc. The justification cites the unique capabilities and features of the Sonosite PX Ultrasound that are required by the Brockton VAMC's Anesthesiology Service for pain management procedures. The Contracting Activity conducted market research but determined that FujiFilm Sonosite is the only source that can provide this specialized ultrasound system. This procurement is a new requirement set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) with an estimated value over the SAT but not exceeding $250,000.
The related federal contract opportunity is a Request for Quotation (RFQ) issued under Solicitation Number 36C24124Q0587 for the same Sonosite PX Ultrasound Systems, transducers, and accessories. The RFQ provides a detailed Statement of Objectives outlining the specific requirements and capabilities needed by the Brockton VAMC's Critical Care Anesthesia Team. Quotes are due by June 13, 2024 at 10 AM EST and will be evaluated based on price, speed of delivery, and past performance.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106 1 For
Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C241 24 AP 3650
1. Contracting Activity: Network Contracting Office 1, Regional Procurement Office East on behalf of the Department of Veterans Affairs, VISN 1, Brockton VA Medical Center, 940 Belmont Street Brockton, MA 02301 5596. Funding 523 24 3 1484 0021.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Contracting Activity is looking to acquire (2) L25100 Sonosite PX Ultrasound Systems w/ stands, (2) C5 1, and L15 4 Transducers, and service manuals for Brockton VAMC’s Critical Care Anesthesia Team in the Surgical Intensive Care Unit. This ultrasound is solely manufactured by OEM LB FUJIFILM SONOSITE, INC. (UEI: GL33N7Y7WX98), 21919 30th Drive SE, Bothell, WA 98021. Sonosite PX Ultrasound incorporates Fujifilm’s most advanced image clarity for confidence when treating and diagnosing patients. The PX interface combines touch and physical controls for improved efficiency, while the adaptable horizontal to vertical work surface allows for optimal bedside ergonomics.
Sonosite’ s most advanced image clarity to visualize sonographic landmarks more accurately. This equipment can be operated with gloves and sterile drape.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Brockton VA Medical Center’s Chronic Pain Service within the Anesthesiology Service provides pain management for patients. In support of this care, the providers are requesting equipment with comprehensive capabilities to provide the flexibility needed to adequately provide optimal pain management across the spectrum of patient populations. The clinicians providing this service have utilized this Sonosite product in the past with optimal results, using previously acquired Sonisite PX Ultrasound for West Roxbury Campus under contract 36C24122P1115. VISN 1: New England Healthcare System currently utilizes Fujifilm Sonosite Ultrasound Systems at several campus’s and standardizing this equipment is required due to implications related to patient safety and avoidance of unnecessary training and maintenance costs. Standardization of medical equipment has been shown to be a “best practice” for reducing risk of staff errors while providing patient care. Having one brand of equipment ensures staff members are confident in the operation and capabilities of the equipment. Fujifilm Sonosite offers more exclusive features than its competitors that meet the requirements of the VA medical center’s staff using the equipment. Fujifilm Sonosite offers Auto SNP (Steep Needle Profiling) which helps in plane needle visualization from multiple angles with one system interaction. The clinician simply advances the needle at the angle optimal to reach the target. They also offer intuitive touch panel and physical buttons for quick access to the most used controls. The unique, raised buttons allow clinicians to adjust via feel. Sonosite PX can be operated with gloves and a sterile drape. Sonosite PX delivers the most advanced image clarity Sonosite has ever offered, aided by a new family of transducers, proprietary speckle reduction technology, and improved color performance. Purchasing this Ultrasound equipment will help to enhance patient care and help efforts to reduce risk

Brockton’s Pain team is currently using an ultrasound that does not include many of the characteristics identified above. As the service expands, the need for additional equipment increases. The clinicians have been highly satisfied with the Fujifilm equipment and use it regularly with their pain patients. The capabilities of the PX ultrasound provide the providers with the accuracy and clarity needed to ensure safe and efficient administration of pain care to patients.
4. Description of market research conducted and results or statement why it was not conducted:
The Contracting Activity conducted its first search on VetCert using NAICS 334510 which yielded 311 total results. GSA e Library search under manufacturer “Fujifilm Medical” produced 1 schedule contractor, SB Micromed LLC who is not authorized to provide this ultrasound. FPDS search using keyword “Sonosite PX” under Contracting Office 01 generated 2 contract actions for the same equipment for Manchester VAMC and West Roxbury VAMC. SBA DSBS search using NAICS 334510 along with keyword “Fujifilm” returned 1 profile, SDVOSB First Nations Distribution LLC. Last search was on NAC using product number “L25100” which yielded no active items. OEM LB Fujifilm states there are 2 or more SDVOSB’s that can provide this Ultrasound System. Since this procurement is over , the Contracting Activity will publish a Combined Synopsis Solicitation set aside to SDVOSB on Contract Opportunities. The rule of two was met.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
