THIS IS A PRE-SOLICITATION NOTICE FOR VAMC TOGUS PURCHASE REQUISITION: 402-21-2-100-0042: Delivery and Installation of Haag Streit Optometry Equipment/Reliance Exam Furniture This is a Pre-Solicitation Notice providing notice of the intent procure for an Optometry Lane Procurement. This procurement will be awarded as a one-year, Firm-Fixed Price, Brand Name Only contract. The brand name requirement applies to the Haag Streit and the Reliance products listed below. Respondents must be authorized by the OEM to distribute the Haag Streit and Reliance products. Contractors must submit an OEM-Authorized Distributor or Sole Source Letter with their response.

VAMC Togus: Haag Streit Optometry Equipment/Reliance Exam Furniture Delivery and Installation This Pre-Solicitation is Brand Name Specific for the Haag Streit Optometry Equipment and the Reliance Brand Exam Chair and Stand. This pre-solicitation is not a solicitation and does not obligate the Government to issue a solicitation. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.

All contractors with interest meeting the requirements identified in this notice should contact the Contracting Specialist via email at deidra.thomas@va.gov.

All interested firms must be registered in SAM (System for Award Management) to be eligible for award of Government contracts. Interested parties responding to this Sources Sought request shall submit the following information at a minimum:

(1) Contractors must submit an OEM-Authorized Distributor/Sole Source Letter with their response.

(2) Company name and address, point of contact with phone number, and DUNS number;

(3) Socio-economic status to identify business class:

Statement of Work (SOW) for Haag Streit Reliance Eye Exam Lane

Performance Work Statement (PWS) Design and Content

1.0 Introduction

The VA Maine HCS requires six Haag Streit Reliance Eye Exam Lane Systems for the Eye Clinic.

2.0 Background

As patient demand increases, VA Maine strives to provide the highest quality and most efficient care to our veterans. Continuously looking to improve the eye clinic, we have identified clinic space that can be utilized to provide additional patient care rooms. This quote includes examination equipment and educational tools. VA Maine upholds the VA mission to educate and train the next generation of providers with the imaging modules and teaching equipment listed. Haag Streit/Reliance have previously outfitted the newer CBOC eye clinics and has traditionally provided reliable service for equipment at all locations.

3.0 Scope (Provide an overview of the PWS emphasizing the most important aspects of your requirement and defining the boundaries of the contractor’s performance responsibilities).

This project will provide six State of the Art Haag Streit Reliance Eye Exam Lanes for the Eye Clinic department. The additional equipment improves the quality of care by allowing more efficient and patient centered care. In a post-COVID 19 world, minimizing patient touch points has become paramount. Additional equipment allows us to minimize travel throughout the eye clinic. The equipment well known to our biomedical and engineering staff and complies with safety regulations. The VA Maine eye clinic has worked to maximize the space we are afforded. By repurposing some of our allotted space, we have identified additional areas that could be modified to allow for patient care. The cost associated with outfitting more patient care areas would be offset by increased patient output.

This is the standard of care outside the VA and with essential features as;

· Slit Lamp BQ 900

· The quality of the optical system determines the results of whatever application a slit lamp is used for. The BQ 900 is equipped with an elaborated optical system, manufactured for highest quality requirements. The result is a superb view, allowing accurate diagnostics, safe patient treatment and stunning imaging results. Since its foundation more than 160 years ago, Haag-Streit has stood for high-precision mechanics. This experience, combined with outstanding Swiss engineering and the use of high-grade materials, ensures perfect mechanics in the BQ 900, which can last for decades. All our slit lamps come with the extensive warranty period of 10 years. With this we want to emphasize that we are fully committed to the quality of our slit lamps.

SOW for Haag Streit Reliance Eye Exam Lane (Cont’d)

· Ergonomic and Fatigue-Free Working: With the inclined eyepiece adaptor, the view into the microscope is inclined at 20 degrees to the horizontal. This enables the examiner the use of the slit lamp in a more comfortable, fatigue-free position.

· Enhanced View on Fundus: Unique to the BQ 900, the stereo variator reduces the angle of stereoscopic observation from 13° to 4.5°. This facilitates the stereoscopic examination of the fundus, peripheral parts of the retina and the vitreous, even under unfavorable conditions such as high myopia and small pupils. The reduction of the angle enlarges the stereoscopic field of view under the described conditions, maintaining depth information in the stereoscopic observation.

· Connection to a Wide Range of Accessories: The beam splitter diverts a portion of the light to secondary attachments such as the second observer tube, video or digital cameras. Beam Splitters are available in different versions. The beam splitter for cameras diverts 70% of the light to the secondary attachment, the one for co-observation under equal conditions diverts only 50% of the light. Video or digital cameras can be connected to the beam splitter with a range of C-mount adapters, which offer different focus length for variable sensor sizes.

· Analog Co-Observing: Haag-Streit’s second observer tubes are designed to permit professional colleagues, students or technicians to participate in the examination. There are two versions of second observer tubes available: a short version for co-observing in sitting position and a long version for co-observing in upright position.

· Fluorescence Enhancement: This yellow barrier filter provides additional contrast to fluorescein images. It can be mounted permanently on the slit lamp and easily inserted or removed as required.

· Ergonomic Workplace: With its clear-cut design the HSM 600 offers a subtle modern style that complements most examination rooms. Thanks to its intelligent design the table guarantees that all equipment can be neatly installed, and all trailing cables are fully enclosed. The high quality of the material used promises exceptional stability and durability.

· Intelligent Choice for Optimal Imaging: The Imaging Module 900 is a fully integrated compact imaging solution for the BQ 900 slit lamp. It is equipped with an ultra-sensitive camera which produces images of exceptional quality even under difficult light conditions. Designed for optimal user friendliness it provides features which make slit lamp imaging more convenient than ever before.

· Fast and easy fundus documentation on the slit lamp- This innovative accessory allows integration of non-mydriatic retina imaging as part of the regular slit lamp examination. This can improve practice workflow and save both clinical and patient time.

· Imaging Module IM 900 the fully integrated compact imaging solution for the BQ 900 slit lamp.

· Combination of the IM 900™ with EyeCap™ or EyeSuite™ Imaging completes the perfect imaging system.

· Freeze Technology: Captures at the precise moment you press the trigger.

· Rewind time and freeze the moment: The history trigger not only captures one image but records the last few seconds in real time and lets you return to select the optimum image.

· Control the image: Easy touch more than just a trigger, allowing simple, ergonomic management of the camera settings.

· True aperture: A unique feature of the Haag-Streit imaging systems, facilitating complete control of the depth of field.

· APPLANATION TONOMETER AT 900

· Because it is fast and reproducible, Goldmann applanation tonometry has been the gold standard in tonometry for many decades. It is based on the Goldmann principle – tried and tested during more than 50 years of usage with millions of patients.

· Convenient – Safe – Accurate: Tonosafe avoids the need for time-consuming and laborious cleaning and disinfection without compromising the original Goldmann quality. It has been developed for single use only and thus reliably eliminates the risk of cross-infection even in the most difficult situations. Calibrated to Goldmann standards, Tonosafe delivers accurate results with all Goldmann and Perkins contact tonometers.
