1. Refer to the solicitation, section 4.32. EVALUATION FACTORS AND BASIS FOR AWARD. Under the Expertise in Full Depth Roadway Construction section where it states that the offeror shall provide narratives for projects completed with the past 5 years, does the term “completed” mean 100% complete, or will projects more than 50% complete be acceptable also? The intent of this is for projects 100% complete or very near completion.

1. Refer to Q&A #5 of amendment 0002. For clarification, do you want written project narratives in BOTH the Sub-Factor “3) Expertise in Full Depth Roadway Construction” section AND the “PAST PERFORMANCE EVALUATION” section? We were under the impression from reading the instructions that narratives went under the “Expertise in Full Depth Roadway Construction” section and the completed PPQs went under the “Past Performance Evaluation” section. Please clarify this for us. This is correct.

1. Refer to sheets C-102, C-104 and C-400. Does the 2’ sawcut and removed strip along the sidewalk in the Physicians Parking Lot get re-paved? There are no notes that I can find indicating what happens along this 2’ strip. Yes, it is to be re-paved.

1. Refer to sheet C-400. What material goes underneath the new steel backed timber guardrail in the approximate 2’ wide strip between the edge of asphalt and the new sidewalk? Is this to be seeded or does it receive gravel? There are no notes that I can find indicating what happens along this 2’ strip. Similar to RIDOT Standards, use millings. Millings shall be in accordance with section 213 of the RI Standard Specifications.

1. Refer to sheet C-114. Does the new Police parking lot receive pavement markings / striping? No.

1. Refer to the “Construction Synopsis” document provided as part of the solicitation, specifically item 2.1 where it states that a profession survey is to be performed “before and after work”. Is this to mean that another survey of existing conditions, elevations, etc. is to be performed by the contractor prior to any work beginning, and then an “as-built” survey performed at project completion? Please clarify the intent behind this statement. Section 1 of the Construction Synopsis states “This Construction Synopsis acts as a general overview of the project and has no bearing on the construction documents.” The Construction Synopsis does not dictate nor replace what is to be completed per the plans and specifications.

1. Refer to sheet C-104 and C-400 concerning the sidewalk handrail. Please confirm that the handrail begins on the northern end at the same location that the NEW section of sidewalk begins. The handrail does begin on the northern end at the same location that the new section of sidewalk begins. This is due to the steep slope running adjacent to the new sidewalk. The slope begins to flatten at the northern end.

1. Refer to sheet C-400 where it notes “Proposed Sidewalk Handrailing DET #64”. Detail #64 is for the new concrete dumpster pad. Should this read DET #66? Correct. Similar to sheet C-104, this should read DET #66.

1. Refer to specification section 01 00 00, 1.6.G. Phasing. Is it the intent of the VA that each of the 3 areas listed be complete before another area begins, or are we just to address these 3 primary areas in our schedule and work plans? It is not the intent of the VA to dictate construction sequencing. Please ensure these 3 primary areas are in the schedule and work plan. Areas can be worked concurrently.

1. Refer to specification section 01 00 00, 1.6.H. Construction Fence. Does the entire roadway (from end to end) need to be encompassed by the fencing, or can the fencing just be placed strategically at locations of common vehicular & pedestrian entrance? Please ensure the construction site is secure and fully closed off. You can tie into existing fencing and retaining walls, where available, to minimize the need for construction fencing.

1. Refer to specification section 01 00 00, 1.6.H. Construction Fence. 7’ high fencing is not “standard” and costs a premium. 6’ high fencing is standard, more readily available and economical. Is it acceptable to utilize a 6’ fence in lieu of a 7’? The construction fence shall be a minimum of 7’ high.

1. Refer to specification section 01 32 16.15, part 1.3. Does the project schedule have to be developed by an independent 3rd party consultant, or if the contractor has the knowledge and computer program / technology to perform it in-house, may they do so? 01 32 16.15, part 1.3 is for “Contractor’s Consultants”. The project schedule does not have to be developed by an independent 3rd party consultant.

1. Where will the designated parking area be for workers accessing the construction site? Davis park or construction site.

1. Who is responsible for the utility locations? Please refer to the plans sheet C-004 Utility Notes. DigSafe for gas main location and the Contractor shall verify the locations of all existing drainage and utilities both underground and overhead before excavation begins in accordance with Chapter 39-1.2 of the R.I. General laws entitled “excavation near underground utility facilities”.

1. Can the SSHO on this project also be the onsite super or project manager? Yes.
