PRODUCT DECRIPTION
For
NON-EXPENDABLE EQUIPMENT:
Stryker Pneumoclear Insufflator, Laparoscopic
Prepared By:
Strategic Acquisition Center Department of Veterans Affairs 10300 Spotsylvania Avenue, Suite 400 Fredericksburg, VA 22408
1. SCOPE OF WORK:
The Veterans Health Administration (VHA) Equipment Life Cycle Management (ELCM) Program identified Stryker PneumoClear Laparoscopic Insufflators or equal as a candidate for a VA-wide (otherwise referred to as “national”) single award Requirements contract.
Insufflation is the act of blowing something (such as a gas) into a body cavity. Gases are often insufflated into a body cavity to inflate the cavity for more workroom, e.g. during laparoscopic surgery. The most common gas used in this manner is carbon dioxide, because it is non-flammable, colorless and dissolves readily in blood The Laparoscopic Insufflator we are requesting is an all-inclusive integrated heating, humidification, and smoke evacuation platform. It provides consistently clear images through an inflow and outflow management system, designed for stability while actively evacuating smoke. This Insufflator, PneumoClear, adds control to your operation by addressing fluctuations in pressure and is designed to provide heated and humidified CO2 gas to help improve post-operative patient recovery, all through a single lightweight and flexible tube set.
The Contractor must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide Laparoscopic Insufflator to be used by clinicians throughout the VA medical centers and facilities. The period of performance is for one (1) 12-month base period with two (2) twelve (12) month option periods.
2. REQUIREMENT
This requirement will be IAW FAR clause 52.211-6, “Brand Name or Equal” which requires the vendor indicate that each product being offered as an “equal” product to the Stryker Pneumoclear Laparoscopic Insufflator listed below in Table A.
For each equal product, the vendor must include a description reflecting the salient characteristics (SC) and level of quality that will satisfy the salient physical, functional, or performance characteristics of the equal product(s) specified in the solicitation. The vendor must also clearly identify the item by brand name (if any) and make/model number. Finally, the vendor must include descriptive literature, such as illustrations or drawings and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements.
The Department of Veterans Affairs (VA) is seeking vendors who can provide Stryker Pneumoclear Laparoscopic Insufflators as listed below or equal commodities which meet all of the following salient characteristics:
