QUESTIONS AND ANSWERS
Q1) Would you be willing to remove or revise some of the “lockout” specs?
GOVERNMENT RESPONSE: Yes. The technical specifications have been changed and therefore, the ATTACHMENT B – WASTE DISPOSAL UNITS - PRODUCT DESCRIPTION is hereby deleted in its entirety and replaced with the ATTACHMENT B – WASTE DISPOSAL UNITS - PRODUCT DESCRIPTION in this solicitation amendment.
Q2) In attachment B, “Scope of Work, 1.” The description of the waste management device states “These leakproof, sealed units may consist of a hard plastic or metal structure with a mechanism to transform hazardous materials into non-hazardous waste products. Waste disposal units are intended to breakdown radioactive materials until they become safe; directly dispose of the hazardous disposal fluids/materials; and to mitigate risks posed by the enclosed hazardous products such as sharps." No waste management device on the market transforms fluid waste from the surgical site from hazardous to non-hazardous material. Also, these devices do not breakdown radioactive materials and these devices are not sharps containment systems. We feel this language may have been erroneously placed in this solicitation. These surgical waste management devices collect and dispose of surgical fluid waste as well as collect smoke generated from electrocautery or laser devices.
GOVERNMENT RESPONSE: The technical specifications Scope of Work has been changed and therefore, the ATTACHMENT B – WASTE DISPOSAL UNITS - PRODUCT DESCRIPTION is hereby deleted in its entirety and replaced with the ATTACHMENT B – WASTE DISPOSAL UNITS - PRODUCT DESCRIPTION in this solicitation amendment.
| Q3) | We have concerns surrounding the salient characteristics. Our concern is that with the current salient characteristics the VA may not receive a product which is effective and meets the needs of the clinical staff with characteristics this broad. The four salient characteristics listed are basic functionalities that apply to all floor fluid management devices on the market today. Some of them are upgrade options on competitor devices, however they are all readily available. In order to guarantee the VA receives offers consistent with the current standard of care in line with historic VA purchases we suggest the salient characteristics be amended to include requirements such as the following: |
| • | Constantly Closed System: surgical waste management device should contain multiple seals that prevent mechanical override. System should not allow for OR or maintenance staff to access fluid containment canisters during the operation of the device as well as during cleaning. |
| • | Hands Free cleaning: surgical waste management device shall automatically begin cleaning cycle once docked to the docking station without the need of a coupler hose before and after emptying/washing. |
| • | Backflow prevention valve: surgical waste management device shall have a backflow prevention valve that allows for the ability to prepare the device for a second surgery without running a cleaning cycle and only replacing the manifold. A backflow prevention valve also protects the patient and the caregiver from coming into contact with any fluid already in the system. |
| • | Smoke evacuation filter lifespan: This is something that is important to consider as the Neptune has an 80 hour lifespan on smoke evacuation filtration, whereas competitors are much lower. |
| • | Docking station facility integration: Docking station shall be able to be directly integrated into the hospital’s plumbing system to prevent staff coming into contact with surgical fluid. |
| • | RFID Technology: System shall auto detect the presence of a used manifold and prevent it use on a new patient while alerting OR staff. |
| • | The footprint of the portable waste management device shall be no more than 3 square feet, diminishing space taken up in the OR. |
| • | Fluid volume measuring accuracy must be no greater than a +/- 50 mL accuracy. |
| • | System must maintain cleanliness without the need for any overnight soaking. |
| • | Portable waste management device shall include an integrated power IV pole. |
Government Response: This is a brand name or equal requirement that is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of products that will satisfy the needs of the Government. The Government has determined that these suggested revisions will not be made to the salient characteristics.
Q4) We would like to request a 15-day extension on the response date to allow for time to prepare our bid after these questions are answered and the erroneous information in the statement of work is corrected or eliminated. As the solicitation stands currently we cannot submit a bid to meet the requirements referenced in question 2.
Government Response: Only minor changes to the technical specifications have been incorporated in ATTACHMENT B – WASTE DISPOSAL UNITS - PRODUCT DESCRIPTION. The Contracting Officer has determined that an extension of the closing date is not needed at this time. The original closing date and time in the solicitation stands firm.
