VA Gainesville Outpatient Clinic & Domiciliary RLP No. 36C10F25R0008 Question & Answer Log

No. Question Response 1 Should the outpatient clinic and the domiciliary be two distinct buildings? The two buildings should be separate buildings connected with a covered walkway.

2 The RLP Section 1.02 requires 209,887 – 226,102 ABOA SF. NTE 254,634 RSF. The scaled conceptual plans show approximately 210,000 GSF and the conceptual plans show ABOA at 197,586 SF. Are there additional services not shown on the conceptual plans that should be added to the first or second floor? Are there any particular areas VA would like additional space added to the plan?

No additional spaces/services should be added to the program.

3 Are there any rooms on the 1st and 2nd floor that can be sacrificed for additional vertical transportation if additional elevators are required.

Vertical penetrations are rentable space and not programmed VA space.

A lessor can place vertical penetrations as they see fit.

4 Is a separate dental equipment room required? A space was not identified in the Program for Design. It is assumed that this space will be a part of the ABOA, please confirm. What are the space and technical requirements for the dental equipment room.

There is no dental services included in the program.

5 Are "smoke shops" or "vape shops" included as an example of an incompatible use of a nearby site location? Those are not specifically listed in the RLP - letters following the market survey outlined incompatible uses for the proposed sites.

6 Are medical marijuana/cannabis dispensaries included as an example of an incompatible use of a nearby site location?

Please refer to Answer #5.

7 RLP Section 3.06.S&T - Both SI and NC have been called out as being required for certification. Are both required or Green Globes SI is only required for existing construction and Green Globes NC is only required for New Construction?

Both are required for new construction. Only SI would be applicable if an existing building is proposed.

8 Please confirm that the Green Building Rating requirements are “Sustainable Interiors” and “2 Green Globes for New Construction”?

Please refer to Answer #7.

9 Does the requirement for acceptable fragment retention film or preferred glazing systems in the Facility Security Level Requirements section 2.1 apply to all exterior glazing systems?

Security window film will be determined during the design phase and is a TI item. Film required by code to address hurricane requirements is a shell requirement and must be part of the offer.

10 Regarding blast control, will we be required to follow the FSL Level II standards or the Physical Security Manual. FSL Level II.

11 Is an edited Lease Design Narrative available for this project? No.

12 As stated in the Lease Design Narrative 4.1.3 Additional Parking Requirements "Provide eighteen (18) parking spaces for motorcycles" Are these motorcycle parking stalls included in the 1300 total or in addition to?

The (18) motorcycle parking spaces are included in the total 1300 count.

13 In the Lease Design Narrative under 4.1.3.2 it states "The total amount of accessible parking spaces provided shall be 6% of the total required spaces" but later in the Lease Design Narrative under 4.1.3.2 Additional Parking Requirements it contradicts that statement by saying "Lessor shall provide at a minimum a total of 1300 parking stalls, at least 10% of which shall be accessible". Can you please clarify if either 6% or 10% of the total parking stalls should be accessible?

10%. See RLP Amendment No. 2.

14 Lease Narrative 4.1.3.2 requires 6% HC parking and additional requirements requires 10% HC, please clarify which we should follow?

Please refer to Answer #13.

15 In the Lease Design Narrative under 4.1.4 Additional Site/Civil Requirements, it states "Vehicles shall not be permitted to travel closer than 25ft to the building." Can vehicles going through the drop-off drive fall within the 25 ft?

Yes, as long as countermeasures such as bollards or other passive barricades, are installed.

16 Lease Narrative 4.1.4.1 One section requires 3 flagpoles and one section requires 2 flagpoles 1 – 45’ tall and 1 – 35’ tall, please clarify which we should follow?

2 flagpoles, 1 at 45' tall, and the second at least 35' tall. See RLP Amendment No. 2.

17 In the Lease Design Narrative under 4.1.4 Additional Site/Civil Requirements it states "In addition to a flagpole for the United States of America, the Lessor shall install flagpoles for the Department of Veteran Affairs flag and the state of Florida flag." Later in the same section of the LDN, it states "The Lessor shall provide 2 flagpoles…" in two locations. Can you please clarify how many flagpoles are requested and what height each of those specific flagpoles should be.

Please refer to Answer #16.

18 If there is a maximum flagpole height by code lower than 45’ what should we do? Submit an RFI with the code reference.

19 Lease narrative 4.1.4 addl. site/civil discusses and outdoor area of 750 SF and physical connection to PM&R but there is no PM&R area shown in the conceptual plan. Please confirm this requirement and the location of the PM&R area.

PM&R was removed from this project. The 750 SF outdoor area is no longer required. See RLP Amendment No. 2.

20 In the Lease Design Narrative under 4.1.4 Additional Site/Civil Requirements, it states "Vehicles shall not be permitted to travel closer than 25ft to the building." Does this apply to the Domiciliary?

Yes.

21 The Lease Design Narrative under 4.2.12 Additional Doors & Frames Requirements states to "provide a 10' x 10' high clear opening roll up or overhead door" at the loading dock. The Program for Design states "…overhead coiling doors not less than 10'x12'" Which size door is preferred?

12' wide x 10' high. See RLP Amendment No. 2.

22 Lease narrative 4.2.8.1 requires: Minimum 3 elevators shall be provided, 3 for passenger transport and 1 for freight services (4 total). There are only 2 elevators shown on the conceptual plan. Please confirm the quantity of passenger and freight elevators required.

The VA requires a minimum of 2 passenger elevators and 1 freight elevator. If the AHJ requires more than 3 total elevators, then Lessor should comply with the AHJ requirements.

23 Lease narrative 4.4.13, please confirm is any of the rooms detailed in special conditions are in the program, specifically imaging, pharmacy, SPS, surgical suites, endoscopy suites. None of these areas show up in the conceptual plan or the program for design

None of the rooms detailed in special conditions are included in this project.

24 Lease design narrative requires public Wi-Fi in section 4.8.8.12.4. In our recent experience these public Wi-Fi systems have been removed during project design and replaced with partitions within the VAMC Wireless System. Please confirm in advance if this will also be the case for this project, or if we should include public wireless in our bids.

Include the wireless survey and design for a public Wi-Fi system. Install data cabling and a biscuit jack at each wireless access point. Provide 25' of slack data cabling at the WAP's curled up above the ceiling tile. VAMC will install WAP's and provide Wi-Fi service.

25 The Lease Design Narrative refers to an ambulance pick-up in several locations. Is an ambulance pick-up required for this facility? If so, where should it be located? Is a vestibule needed?

Per paragraph 4.2.7.3 of the LDN a covered ambulance pick-up is required. Yes, a vestibule is required. Appropriate location will be determined in design.

26 Can we assume a day porter type position is required? If so, what are there minimum hours required? (L100 –

6.08 – Janitorial Services )

All janitorial services will be provided by the VA. Lessor is not required to provide a day porter.

27 Article 6.21 includes language that will be included in all subcontracts; per section 8 of that clause must be included (including, offerors, bidders, awardees, first tier consultants, contractors, subcontractors, suppliers, etc. designating the documents be marked and handled as CUI. If it is, we will need further directions on how this is to be handled and also highlighted in yellow. Please review and advise on what you want us to do. There are also FAR regulations that are required to be included in all subcontracts and first tier subcontracts as stated in GSA form 3516 and GSA form 3517B (6.21). See highlighted below; the Lease agreement also included flow down terms and conditions required for subcontract and first tier subcontractors those too are highlighted in yellow. Again, would you please confirm the extent of compliance with these requirements? Would you please provide the CUI category and CUI distribution list if the efforts are indeed to be handled and marked as CUI? We ask this question because it places many burdens on record keeping, file transfers, design tool usage and Client/Consultant collaboration. The protection of CUI as communicated by the federal government is to be handled by NIST compliant or those contractors that can validate they are in the process of becoming NIST compliant. This requirement flows to software usage as well. As a result, to meet this compliance we are required to encrypt all communication traveling by cloud or use a FED approved file transfer system. Those receiving this information are required to be NIST approved or on the path. For our design tools not NIST compliant it requires us to use “on premise” solutions that sit behind our protected firewall. These limits put use of our Industry tools at risk or considerably limits their collaborative value. Revit/Autocad, Bluebeam, Newforma and others are affected.

These limitations will place a burden on all proposing teams to how they collaborate during the design and construction of the project. These requirements will have significant cost impact for CUI handling and marking.

Lease Section 6.21 is a requirement and will not be amended.

28 Would you please confirm if this RLP will be considered CUI? The clause in the GSA Template L-100 document for Norman, OK includes CUI designation on the documents.

Please refer to Answer #27.
