i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(a) Workers’ compensation and employer’s liability. Contractors are required to comply with applicable Federal and State workers’ compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer’s liability section of the insurance policy, except when contract operations are so commingled with a contractor’s commercial operations that it would not be practical to require this coverage. Employer’s liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers. (See 28.305(c) for treatment of contracts subject to the Defense Base Act.)

(b) General liability.

(1) The contracting officer shall require bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence.

(2) Property damage liability insurance shall be required only in special circumstances as determined by the agency.

(c) Automobile liability. The contracting officer shall require automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract. Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage. The amount of liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.

(a) This solicitation includes VAAR 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside

(b) Accordingly, any contract resulting from this solicitation is subject to the limitation on subcontracting requirements in 13 CFR 125.6. The Contractor is advised that in performing contract administration functions, the Contracting Officer may use the services of a support contractor(s) retained by VA to assist in assessing the Contractor’s compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. To that end, the support contractor(s) may require access to Contractor’s offices where the Contractor’s business records, or other proprietary data are retained and to review such business records regarding the Contractor’s compliance with this requirement.

(c) All support contractors conducting this review on behalf of VA will be required to sign an “Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement” to ensure the Contractor’s business records or other proprietary data reviewed or obtained in the course of assisting the Contracting Officer in assessing the Contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs.

(d) Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the Contractor to protect proprietary information as required by FAR 9.505-4, Obtaining access to proprietary information, paragraph (b). STATEMENT OF WORK FOR TO UPGRADE LENEL SECURITY SYSTEM AT SAN JUAN REGIONAL OFFICE (355).

1. General Information:

1.1. Title of Project: Procurement to Upgrade Lenel Physical Security System.

1.2. Scope of Work- Background: The San Juan Regional Office needs to upgrade the Lenel Security System and its components Dongle Id: 49124, PELCO SYSTEM 9760 and DELL PRECISION R5400 to include, something equal or compatible with NVR 16 Channel 24TB, cameras PELCO. Also, to include seven (7) additional Duress Buttons model: Honeywell or equal, replacing twenty-two (22) cameras and adding ten (10) cameras. Contractor shall provide one (1) Physical Access Control System (PACS) model: HID MultiClass or equal at the Private Security Officers Control Room in the basement.

The main Physical Security System with rack and DVR is located in the Security Guard Control Room and remote system in Room Office 232 (PIV Room). Replace the Lenel Precision Towers for the Control Room in the basement model: Dell Precision T3500 and Room Office 232, model: Dell OPTILEX 780 or equal or equal with 22” monitors Hewlett Packard or equal. Monitors must be TAA compliant.

1.3. Performance Period: The Contractor shall coordinate delivery schedule with station point of contact.

2. Scope of Work: Contractor shall provide all labor, supervision, materials, parts and equipment, tools and transportation to install and upgrade the Lenel Security System. Convert from analog to High Definition.

2.1. Tasks: The Contractor shall perform the following tasks:

2.1.1. The Contractor shall provide all necessary racks system, two (2) mid-towers, one located in the basement model: Dell Precision T3500 or equal and one at the PIV Room Office 232 model: Dell OPTILEX 780 or equal. Three (3) monitors for Control Rooms.

2.1.2. As the current set-up, all cameras must be able to be monitored from the Basement and 2nd Floor, PIV Room, Office 232.

2.1.3. Room Office 232 - shall have a tower Dell OPTILEX 780 or equal, with 22” monitor Hewlett Packard, keyboard and mouse. Also, shall have a Camera: Model 24Z704 USB-SYS-L or equal, and printer Model Fargo Direct to Card 550 (DTC 550 Card) or equal.

2.1.4. Cameras: All new cameras shall have color sensor imaging systems.

2.1.5. A total of thirty-two (32) cameras will be part of this procurement, twenty-two (22) will be replaced and ten (10) will be added to the system. An IP keypad joystick TVK800-Truvision or equal.

2.1.6. A total of sixteen (16) cameras shall be wall mounted and two (2) will be installed in light poles. All wall mounted cameras shall be installed at a height that cannot be easily tampered with and shall use same location as currently installed. Out of sixteen (16) cameras, four (4) are new cameras, wall mounted.

2.1.7. A total of fourteen (14) cameras will be installed in ceiling, which four (4) are new.

2.1.8. Contractor shall replace the following twenty-two (22) cameras: Exterior Near Basement Entrance, Exterior located facing Honeywell, Exterior loading dock, Exterior Visitor’s walk-way, Exterior Main Entrance, Checkpoint, Public Contact waiting area, Public Contact Hallway, 2nd Floor Entrance, Director’s waiting area, Mezzanine Exterior, Stairwell West, Stairwell East, Freight Elevator waiting area, 3rd Floor Freight Elevator, 3rd Floor Passenger Elevator, 3rd Floor Stairwell West, 3rd Floor Stairwell East, two (2) Exterior Cameras freight elevator entrance, Two (2) Exterior Cameras Passenger elevator.

2.1.9. Contractor shall install ten (10) additional cameras: Exterior Visitor Parking, Checkpoint, Near Vending Machine toward checkpoint, Public Contact waiting area, 1st Floor Freight Elevator, 3rd Floor exterior passenger elevator toward multilevel parking, Stairwell Multi-level parking near Building, Stairwell Multi-level parking last floor, two (2) cameras on light pole. Cameras model: PELCO or equal and Dongle ID: 49124.

2.1.10. Cameras shall be no less than sixteen (16) megapixels and shall have high definition (HD) day/night capability. These cameras shall have self-learning video analytics with Power over Ethernet, 24 VAC or 12 VDC power input.

2.1.11. Eighteen (18) cameras, model PELCO (PTZ) or equal, for exterior cameras shall be dome type and a minimum resolution of five (5) megapixels.

2.1.12. The recording devices dongle: 49124 shall provide sufficient memory to allow for the recording for sixty (60) days minimum.

2.1.13. After completion of the installation, the Contractor shall coordinate with point of contact and ITOPS testing the integration and installation of the products to ensure the system is working and properly configured.

2.1.14. Door with new PACS is working properly.

2.1.15. The Contractor shall provide system training. On-site training provided shall meet the minimum requirements as suggested by the software manufacturer and for RO System Administrators. The anticipated number of RO personnel to train are three (3). Two (2) administrators and one (1) user and security guards.

2.1.16. Clean-Up: The contractor shall remove any trash generated during upgrade of the security system the installation from the facility.

2.2. INSTALLLATION OF NEW PAC SYSTEM IN BASEMENT:

2.3. PAC System: A new proximity card reader HID Multiclass or equals to be installed at the Security Guard Control Room located in the Basement. The newly installed reader shall be connected to the newly upgraded Lenel System and have full connection to the current PAC System. Contractor shall provide all connectors, wiring or any other necessary components detrimental to the operation of the reader. This PACS shall be able to read Oberthur PIV cards and ensure proper installation on the PIV client stations. There are currently 30 PACS system installed.

2.4. Duress Buttons:

2.4.1. The Contractor shall install seven (7) duress button model Honeywell intrusions or equal and all necessary cables and equipment at the following locations: five (5) the National Call Center Supervisors, one (1) IPC Coach cubicle and one (1) Education Office 231. There are currently 73 duress buttons installed.

2.4.2. The main server to connect the duress buttons is located at the Security Control Room in the Basement.

2.4.3. The additional duress buttons shall be equal and compatible to those currently installed at the RO.

3. WARRANTY:

3.1 Equipment: The contractor warranty shall include all necessary recommended manufacturer’s instructions and accepted industry standards on all equipment identified in the Equipment Maintenance Plan. All maintenance, services, repairs, patches, upgrades will be conducted onsite and cannot be able to be performed remotely. This is a stand-alone system and will not have internet connectivity. A three (3) year warranty in equipment, labor, installation and upgrade support access control and video should be included as part of this procurement.

3.2 Schedule Requirements: The contractor shall complete projected maintenance listed within three (3) calendar days of the scheduled completion date. If materials are not on hand, complete work within five (5) calendar days upon receipt of materials. If there will be a delay (more than 7 days after parts received), notify the COR with the expected and accepted resolution. The contractor shall submit a preventive maintenance report with all equipment maintenance and inspections 5 calendar days after end of each maintenance period which includes any adverse conditions.

3.3 Personnel: The Contractor is responsible to supervise their own employees while on the facilities. Contractor’s personnel shall follow rules and regulations according to VA Regional Office, Federal Protective Service and ISSO Rules of Behaviors. Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees.

4. Place of Performance: (Set-up, Delivery and Installation costs shall be included in your price.). The building has a loading dock available.

5. Hours of Operation: The contractor is responsible for conducting business, between the hours of 7:00am -6:00pm Monday thru Friday and Saturdays from 6:00am thru 3:30pm, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. When necessary, to avoid interruptions and operations of VA Staff, and with prior coordination, the contractor will have to work after duty hours. At all time, the Contractor must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this Statement of Work when the Government facility is not closed for the above reasons.

6. GENERAL REQUIREMENTS

6. 1. The Contractor shall complete all work within thirty (30) calendar days of contract award.

6.2. The Contractor shall provide all manuals, documentation for the installed products including a diagram of the network connection, location of equipment installed, cabling, duress buttons, PAC system. This diagram will be use as reference for future repair, maintenance or system upgrade.

6.3. The Contractor will verify if the dial-up line can be used only for outbound purpose. If it does, as recommended by ISSO and ITOP, will be used as outbound ONLY.

6.4. The Contractor shall provide all necessary hardware and software.

6.5. Staging and Storage: Contractor shall not deliver any equipment or material to the facility. VA Regional Office does not have the capability to store any equipment.

6.6. This contract shall not require access to a VA system or VA sensitive information (e.g., system administrator privileged access to a VA system, or contractor systems or processes that utilize VA sensitive information). This Physical Security System will not access, interfere, exchange, store, communicate or transmit any information regarding VA data. This system is a stand-alone and will not have internet capability, therefore cannot and will not be able to access remotely. VA sensitive data or information is protected and will not be affected by the upgrade of the security system.

6.7. When project is completed, the Contractor will provide a certification indicating that installation DOES NOT and WIL NOT interfere, access, communicate under any circumstances with VA data. Also, will certify that equipment does not have internet connection and CANNOT be accessed remotely.

7. SAFETY AND HEALTH

7.1. All work shall comply with the applicable requirements of 29 CFR 1910/1926 and 40 CFR 761.

All work shall comply with applicable state and municipal safety and health requirements. Where there is a conflict between applicable regulations, the most stringent will apply.

7.2. The Contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work. The Contractor shall hold the Government harmless for any action on its part or that of its employees or subcontractors, which results in illness or death.

7.3. The Contractor shall provide all necessary safety equipment and ensure that such equipment and all relevant safety procedures are adequate for the job being performed and are utilized properly.

7.4. Wherever practical, the work area shall be barricaded or otherwise blocked off from the public or occupants to prevent unauthorized entry into the work area.

8. SECURITY REQUIREMENTS

8.1. Picture ID will be required for all persons entering the building. Contractor(s) and/or sub-contracted personnel must sign the VA Privacy and Information Security Awareness and Rules of Behavior (ROB) prior to begin this project.

8.2. The Contractor shall provide all supervision, transportation, labor, material, and professional services to install the access control solution, as described in this Statement of Work. Contractors are used, the Project Manager (PM) that is representing the contractor shall provide the names of personnel and companies that those personnel work for, to the POC listed on this SOW at least 72 hours in advance of the arrival of any personnel utilized by the awarded contractor.

8.3. All material, tools, and equipment will be subject to search and/or scanning upon entry to building.

9. Rules of Behaviors: See attachment to this Statement of Work.

10. The Contractor shall provide hourly cost for on-site system training for 14 employees. Training shall be from 7:00am – 5:00pm.

1. Can you specify the requested Pelco System 9760? The SOW advises that the Pelco 9760 is a multiple component solution as part of the system currently in place Lenel Physical Security. Par 1.1 and 1.2. specifies what is currently installed. We are looking to upgrade system with same or equal system and components.

1. Can you provide the Card Reader model that VA is actually using? See SOW Par 2.3, HID Multiclass or equal.

1. Can you provide information about how many bits are the capacity of the existing cards? This facility uses the Oberthur PIV cards.
