Questions #1) Postage Mail System We would like to clarify the requirement for the mail system processes 140 letters per minute. This is medium volume to high volume mailing machine speed recommendation at a typical VBA mail processing application.

Answer 1: Confirmed requirement.

Questions #2) Postage Mail System We would like to clarify the thickness for processing letters through the mailing system is 5/8” thickness. This will ensure that thicker flat mail will be processed through the mailing system.

Answer 2: Confirmed thickness meets requirements.

Questions #3) Dynamic Weighing Platform We would like to clarify the requirement for the mail system processing speed is 75 letters per minute in the Dynamic Weighing Mode. This is medium volume to high volume mailing machine speed recommendation at a typical VBA mail processing application for weighing letters and flats with mixed weights.

Answer 3: Confirmed.

Questions #4) Milling Letter Opener We would like to clarify that the specification for the letter opener is a self-adjusting feeder that handles mixed size and thickness at speeds up to 400 per minute. This will provide the speed required for opening letters at automatic speed as opposed to one letter at a time.

Answer 4: Confirmed.

Question #5) Milling Letter Opener We would like to clarify that the requirement for opening letters is a proven milling cutter technology that protects envelopes contents from being sliced or damaged.

Answer 5: Confirmed; contents may not be cut/spliced.

Question #6) Milling Letter Opener We would like to clarify that the maximum thickness for opening flats is 4.8 MM. This will ensure that that the larger envelopes will be opened through the letter opener and not manually

Question #7) Inbound Tracking System We would like to clarify that the Inbound Tracking System have a separate PC with a tracking software, PC with 19” monitor, bar code scanner and thermal label printer. This will allow the operator to process incoming packages without the interrupting the mailing system processing time.

Answer 7: Confirmed it is a separate PC.

Questions #8) Inbound Tracking System We would like to clarify that the Tracking System has the ability to capture employees’ signatures to provide full accountability. This ensures the system completes the chain of custody for every inbound item.

Answer 8: Confirmed the hand-held unit captures signatures & information is downloaded.

Question #9) Inbound Tracking System We would like to clarify the system must be able to create package alerts for expected deliveries and automatically notify employees of deliveries via email or text message. This ensures that packages are picked and delivered in a timely manner as opposed to having packages be stored in the mailroom.

Answer 9: Not required.

Question #10) Inbound Tracking System We would like to clarify that the Inbound Tracking System have the ability to capture images of delivered mail and packages. This feature will allow for operators to to take pictures of damaged items.

Answer 10: Not required.

Question #11) Signature and Capture Device We would like to clarify the signature capture device is a mobile, hand held unit, not a stationary signature pad?

Answer 11: Confirmed as a mobile, hand held unit.

Question #12) Signature and Capture Device We would like to clarify the handheld device has the ability to scan packages and record packages from the one device. This will allow the operator to scan packages without having to bring the packages to the PC for processing.

Answer 12: No.

Question #13) Would you be willing to move this solicitation to the SEWP V contract vehicle so that we may provide a response? OR

Answer 13: No. This is a FBO SDVOSB set-aside solicitation.

Question #14) Would you be willing to accept a proposal under NAICS code 541519? OR

Answer 14: This is an FBO SDVOSB set-aside solicitation. Quotes will be accepted from all SDVOSBs actively registered with VETBIZ VIP.

Questions #15) Would you be willing to accept a SEWP V contract response to your open market FBO posting? If awarded against a SEWP V contract, the procurement would be non-protestable up to $10M.

Answer 15: This is an FBO SDVOSB set-aside. We will not limited competition among valid sources.

Question #16) Is this a new contract or a replacement contract?

Answer 16: This is a replacement contract. The Government will not be keeping the current equipment, nor will the Government buy used equipment.

Question #17) If a replacement contract, who is the incumbent and what is the contract number?

Answer 17: Neopost. VA101V-15-F-1312

Question #18) Is there a brand name preference? The solicitation states Hasler with one of the many items.

Answer 18: No preference. Brand name or equal.

Question #19) What does the VA want to do with the equipment after the final option year ends?

Answer 19: The VA will be purchasing the equipment in accordance with Federal Acquisition Regulations and leasing the meter, apps, and subscriptions.

Question #20) Should this take time, will an extension be possible?

Answer 20: This is solicitation has been extended to allow for questions and answers in order to promote full and open competition among the SDVOSBs and submission of quotes.

Question #21) Inbound Tracking System Package and wireless bar code scanner & thermal label printer Can the government clarify if the Inbound Tracking System will be installed on the VA servers or the contractor provided PC?

Answer 21: Contractor provided PC

Question #22) Inbound Tracking System Package and wireless bar code scanner & thermal label printer Signature Capture Device Can the government please clarify how many wireless barcode scanners, thermal label printers and signature capture devices are required to be included in the solution?

Answer 22: 2ea. Wireless barcode scanners, 2ea. Thermal label printers and 2ea. Signature capture devices

Question #23) Signature Capture Device Is it a requirement that the signature capture device(s) have the ability to update in real time over the VA’s Wi-Fi network?

Answer 23: No

Question #24) 21.5 inches Touch Screen Monitor and PC (SLTSCRN & EMSPC) In order to allow for fair and equal competition can the government change this requirement to PC and monitor and remove the 21.5” touch screen requirement?

Answer 24: Touch screen not required

Question #25) Multi-Carrier UPS & USPS Parcel Processing System Inbound Tracking System Package and wireless bar code scanner & thermal label printer Is it a requirement that the proposed software be Technical Reference Model (TRM) approved?

Answer 25: No. The system will not be on VA’s network.

Question #26) Multi-Carrier UPS & USPS Parcel Processing System Is it a requirement that the equipment and associated technology fully support the US Postal Service requirement of producing a full service Intelligent Mail Bar Code (known as IMpb) on each piece of required mail?

Answer 26: No.

Question #27) Multi-Carrier UPS & USPS Parcel Processing System Is it a requirement that the equipment and associated technology be able to take advantage of the lowest prices offered to federal agencies pursuant to the US Postal Service GSA Schedule 48 Contract, United Parcel Service GSA Schedule 48 Contract and FedEx GSA Schedule 48 Contract rates including but not limited to Commercial Plus Pricing?

Answer 27: This is a FBO SDVOSB set-aside solicitation in accordance with FAR 13.

Question #28) In order to reduce Government administrative costs in funding of metering systems, does the Government requires that the proposed equipment and associated technology allow the Government to fund all US Postal Service transactions processed from the VBA master postage account?

Answer 28: Ideally, preferred.

Question #29) What is the wear and tear on the current machine?

Answer 29: Current equipment has been progressively deteriorating, causing periodic work stoppages.

Question #30) What is the current maintenance schedule on current leased equipment?

Answer 30: Current leased equipment contract has no current maintenance schedule. Preventative maintenance schedule is required to keep equipment in operational order

Question #31) Would you like a 1 year to 4 year purchase scheduled?

Answer 31: Please provide the full purchase price for the equipment. Also price per instructed in solicitation. You may include price options as long as the quotes covers the leased items that cannot be purchased for a period of 5 years (base plus 4 option years). Submit each quote separately. Our market research has shown we can purchase all items except the meter, software apps, and subscriptions. We are to award the best value for the Government in accordance with FAR 13. The contract will be firm fixed priced.

Question #32) How often will the meters need to be changed and do you want us to build into this lease a change out plan with new meters priced?

Answer 32: Meters need only be changed when malfunctioning or can no longer support VBA operations due to new policies, procedures, technology, etc.

Question #33) May I quote purchase price over a 2, 3, and 4 year payment plan?

Answer 33: Please provide the full purchase price for the equipment and price per instructed in solicitation. You may include price options as long as the quotes covers the leased items that cannot be purchased for a period of 5 years (base plus 4 option years). Submit each quote separately. Our market research has shown we can purchase all items except the meter, software apps, and subscriptions. We are to award the best value for the Government in accordance with FAR 13. Question #34) Can the delivery date be extended because August 24 is on a Saturday?

Answer 34: Yes.

Question #37) Please provide all Tech data of desired equipment being requested so that the machine will support the work load of 336k letters per week that will be 17,472,000 per year this info is very crucial I’m providing the government the proper machine that will last the 10 years.
