MANCHESTER VA REGIONAL OFFICE

ON-SITE CONFIDENTIAL DOCUMENT SHREDDING SERVICES

1. Could you please tell me if the Pre-solicitation posted as solicitation number 36C10E19Q0111 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement? If possible, can you please provide the most recent contract or task order number?

ANSWER: Current Task Order is VA101V-14-F-0929.

2. For the address on the contract it lists 257 Chestnut Street, but on the SOW it list 273 Chestnut Street. Just want to check which is the right location.

ANSWER: The correct address for shredding services is located at:

Department of Veterans Affairs
Manchester VA Regional Office
Norris Cotton Federal Building
275 Chestnut Street
Manchester, NH 03101

3. Do we need to submit a past performance form with the bid or after award of the contract?

ANSWER: See section E.2 52.212-1 INSTRUCTIONS TO OFFERORS – SHREDDING SERVICES.

4. P. 4 states the contract will be a firm fixed price contract – How can the contract be firm fixed price if only those bins serviced may be invoiced?

ANSWER: The contract will be “Not to Exceed”, firm-fixed price.

5. Who will determine what bins are ready to be serviced? Will there be a minimum guarantee number of bins to be serviced each visit?

ANSWER: The station RMO will determine what bins are ready to be serviced. The number variance of bins serviced per month is 3-8 bins.

6. What is the recent historical usage at this location?

ANSWER: The number of bins serviced per month has been between 3-8 bins per month depending on the VA Regional Office projects and demands.

7. Are we permitted to include a minimum stop fee in our bid so we can cover the cost of storing bins on site that are not serviced, or not serviced every visit? If not, how does the VA suggest that we cover that cost?

ANSWER: Since this is a firm fixed-price contract, contractors should calculate all the costs to provide services, including the cost of storing bins on site as part of their per bin service fee.

8. P. 5 – monthly service. Can this be changed to service every 4 weeks rather than monthly? Though an every-four-weeks servicing schedule results in 13 services per year, it is more efficient and creates less confusion and rescheduling than a monthly schedule. For example, if a set day per month is selected for service, it shifts between days of the week from month to month and the selected date will also fall on the weekend at least twice a year. This tends to create some confusion, and it also makes more work for the shredding company to coordinate the VA service with its scheduled services for other clients.

ANSWER: Scheduled service shall remain on monthly schedule (i.e., one day per month; twelve (12) months). Monthly scheduled pick-up days shall be conducted during normal business hours, Monday through Friday, excluding Federal holidays.

9. P. 36, 1. – what factors will be used for determining if the price is fair and reasonable?

ANSWER: Per FAR Part 13.106-3 Award and documentation.

1. (a) Basis for award. Before making award, the contracting officer must determine that the proposed price is fair and reasonable.

a. (1) Whenever possible, base price reasonableness on competitive quotations or offers.

b. (2) If only one response is received, include a statement of price reasonableness in the contract file. The contracting officer may base the statement on-

i. (i) Market research;

ii. (ii) Comparison of the proposed price with prices found reasonable on previous purchases;

iii. (iii) Current price lists, catalogs, or advertisements. However, inclusion of a price in a price list, catalog, or advertisement does not, in and of itself, establish fairness and reasonableness of the price;

iv. (iv) A comparison with similar items in a related industry;

v. (v) The contracting officer’s personal knowledge of the item being purchased;

vi. (vi) Comparison to an independent Government estimate; or

vii. (vii) Any other reasonable basis.

10. P. 36, 2. – will the agency consider awarding to a non-shredding company e.g. a contract management company with no direct experience in the industry of secure document destruction? If so, how will the government avoid performance issues or ostensible contractor violation?

ANSWER: The solicitation is assigned NAICS code 561990 - All Other Support Services - Document shredding services; Therefore, quotes received from bidders must be designated with NAICS code 561990.

11. Is there a current contract for the work being solicited?

ANSWER: See Amendment A0001.

12. If so, please provide that awarded contract number (NOT the incumbent GSA contractor number). Also please provide the name of the incumbent contractor and the contract amount.

ANSWER: The name of the incumbent contractor and the contract amount is located at: https://www.fpds.gov/fpdsng_cms/index.php/en/

13. Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill #36C10E19Q0111?

ANSWER: Yes.

14. Are elevators available to move any containers located above/below ground level?

ANSWER: Yes.

File details come from the government source that posted it.
