RFI # Question Answer
Sealed offer shows due by “See Pg. 43‐44 (hour) local time 05‐07‐2019 (date)‐However, pg 46 shows that date, but Pg 47 shows 7 April 2019. Can you confirm the date of 7 May and also the time to deliver is between 0800 and 1030?

I noticed the Bid Opening day/time indicates a date that has passed. Just to confirm the site visit is April 24 and the required delivery day/time for the bid is May 6th. Should 7 May replace the 7 April as noted? See answer 1
There are three items on the Price/Cost Schedule. Item 0001 includes the complete scope but does it also include item 0003? Item 0002 omits work on 2nd floor but yet your asking for a Grand Total on the bottom of this form. If you add items 0001,0002, and 0003 the Grand Total will be incorrect. The value of item 0002 is already included in item 0001 which would make the grand total too high. Please correct Price/Cost Schedule.

Will the VA be removing and disposing of existing loose furniture and cubicles
No. Contractor is responsible for removing and disposing any unused furniture and/or cubicles in the effected work areas.
In order to replace carpet on second floor the existing workstation will need to be removed.
Who will be responsible for removing, storing and setting back up workstations?
Contractor must leave workstations in place and operational while replacing carpet.
Will second floor carpet replacement be required to be performed off hours since it will be occupied?
Yes, the second floor will remain occupied and all work must be performed after hours. Please refer to Construction Specifications page 01 00 00 ‐7
9 Who is the BMS controls contractor for the HVAC? Can you provide contact information?
All BMS controls are operated JCI Metasys ADX Server (on site). Contractor will coordinate with JCI for integration of all HVAC systems into metasys

Is the building post tension or formed in place concrete? Need to core drill for plumbing and power. Cast in place

Sheet A5.02 wall tile room 206. Key note F04 calls out wall tile in restroom on one wall. With Typical listed below. Sheet A6.01 shows full height tile all walls. Room 204 does not show label F04 but should have full height tile all walls as well.
All walls in the restrooms receive tile. See Restroom interior elevations on Sheet A5.02 for types and direction of tile.

Will the second floor flooring demo and installation take place while the space is occupied? Will this need to be overnight work to complete?
Yes the second floor will remain occupied and all work must be performed after hours. Please refer to Construction Specifications page 01 00 00 ‐7
What location onsite can be used for staging materials? Can we use storage containers for materials? Please refer to drawing G0.05
Can a parking spaces near the construction area be designated for crane to be located during removal of roof top units and loading of materials to the space? If needed additional parking areas will be coordinated with the COR
Will we be responsible to remove and reinstall the cubicles needed to be removed during flooring removal and reinstallation at second floor.
Cubicles will not be removed during carpet installation as employees will be working at assigned cubicles during the day.
26 Can the elevator be used for transport of some materials to the construction area? Please refer to Construction Specifications page 01 00 00 ‐16
27 RFI 5 above requesting information regarding the roof pavers. There are no pavers existing or walk on pads. Are we to install new walk off pads to match the existing on the adjacent roof? This is referencing the Roof paver Question…
Are as‐builts or original construction documents of the existing building available to show how the elevated slabs have been completed? Core drilling will need to be completed for new floor boxes and plumbing connections. Yes, original drawings will be made available.
When will the core drilling need to be completed since it will affect the second floor when happening. Will this need to be scheduled as night work? Please see paragraph G, Construction Specifications page 01 00 00 ‐6
Please clarify if files SOW and Specification are supposed to be the same file. When I open them they are the same 974 page file. If the files are the same content they are the same.
Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate? See FAR 52.229‐3
Will the Government provide comprehensive written badging requirements for the project if badging is required? Yes
Where will the designated parking area be for workers accessing the construction site? A designated area in the south gravel parking lot will be established for construction personnel parking.
Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA’s networks and is currently in use at many VA locations. Yes
During construction in an area where the ceilings or fire suppression system will be disrupted, will NFPA 241 apply? Will the government require additional security measures beyond NFPA code such as fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.
NFPA will apply. Any hot work or requirement to shut of sprinklers will be coordinated with the COR and the Bay Pines Safety Office.
Does the Government have a fire alarm servicer that they currently work with? What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions? JCI provides LS support and can be coordinated through the Bay Pines Safety Office.
37 Has the work area been checked for asbestos, if so can the report be published? There is no asbestos in the facility
What is the Governments’ policy if asbestos products are encountered during construction? N/A
Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?

Who is responsible for the utility locations?
Please refer to the Construction Specifications regarding multiple references to identifying, demo, capping, etc., for utilities.
Due to current potentially significant tariffs being placed on the importation of building materials such as wood or steel by the current Presidential Executive Branch, if a tariff is placed after bid time and before award will the government consider a price escalation on a contract value for products such as steel or wood should the executive branch levee tariffs effecting such materials? Most of these materials would still have been Buy American compliant as the tariffs would increase pricing on all steel or wood materials, regardless of origin. No

Which company is responsible for the HVAC controls for this site and who is the point of contact?
Please refer to SECTION 23 09 23 DIRECT‐DIGITAL CONTROL SYSTEM FOR HVAC of the Construction Specifications
47 Can the sign‐in sheet from the site visit be published? see answer 5 48 Should the alternate be shown as a negative number, or as a positive number? Alternate has been removed
Are the drawings which are uploaded in AutoCAD the same as the set of drawings which were uploaded as .pdf? Yes
50 Who will be responsible for moving the furniture? The GC is responsible for moving furniture with prior coordination with the COR 51 Who will move the computers and personal items? If required the GC will coordinate with the COR any movement of computers or personal items
Please provide the warranty holder for the roof.
Johns Manville is the product manufacturer. RM Williams was the GC and McMullen Roofing installed the roof. The is no longer a roof warranty.
53 Please clarify what is to be submitted as part of our Bid. Please refer to the solicitation for all required items to be included with the bid.
54 Will it be just a cost breakdown, SF 1442 and bid bond? Please see answer 53
Is there and preferred sequence of construction? Can we start on the 3rd floor then work on the 3rd etc?
Please refer to the Construction Specifications, Phasing, page 01 00 00 ‐6 regarding work schedule and phasing.
56 Will the VA be providing their own room signage? Section 01 58 16 temporary interior signage describes the signage requirements.
57 According to the Plan page 1/A7.03, the trim shows 16”. Armstrong Axiom and USG Compasso ceiling trims are only available in 2”, 4”, 6” & 10”. Could you please clarify? Armstrong Axiom is available in 2”, 4”, 6”, 8”, 10”, 12”, 14”, and 16” high. See attached cut - sheet.

Will this project need to be phased? Will we have access to all project locations at once? Yes, please refer to the Specifications for the many references regarding phasing

Please provide all available MEP and structural as‐built surveys.
All interested parties requesting as build drawings may submit a request via email to dennis.ecord@va.gov by 10:00 am on 16 May 2019. This request shall include your company name, POC and address. The VA will mail a DVD copy of these plans to your selected place of busines via UPS. No copies will be provided after this date and time.
62 Due to the scope and size of the project, can the due date be extended? See the new bid due date
Is the roof a bonded roof? If so, is there a subcontractor and/or manufacturer that is currently carrying any sort of warranty? If so, please provide contact information.

Will we be allowed to set up a crane in the grass area near the road? If not, will we be allowed to either block the road or utilize MOT to keep one lane over? Please refer to drawing G0.05

The existing above ground sanitary line that the plumbing is to tie into is insulated with PVC jacketing. Are we supposed to match existing? If so, please provide specifications as current plans and specifications do not explicitly state insulate exterior sanitary lines. Please refer to the Construction Specifications, 2.3 INSULATION FACINGS AND JACKETS, page 22 07 11 ‐ 7
We are curious if you want all exterior windows covered or just the two that are marked? We are assuming all since the two called out on page A1.03 as P04 have other windows in the same room. Can you please confirm? PO4 states all windows 'through out' 3d floor
Will the furniture supplier for bid item 0003 be permitted to provide GSA pricing to prime contractor? Documentation from VA will be required by furniture vendor to allow them to provide GSA pricing to prime contractor. Yes…the government will issue a letter
69 What the deck height is for the 2nd and 3rd floors? Please clarify. It is the contractors responsibility to verify all field conditions 70 ACT‐1 Does not specify a grid. Is the same 9/16th suprafine as ACT‐2 to be used? Answered on new drawing A8.02 dated 1/11/2019, ACT‐2 Calls for Armstrong Ultima High NRC, yet in section 3a of the same page calls for Ultima 1912 which is NOT High NRC. The High NRC Tile would be Ultima 1942. Please advise. Answered on new drawing A8.02 dated 1/11/2019, This calls into question the High NRC specification for the 2x5 tile as well, Please advise if I should quote the Ultima High NRC (1434) or standard Ultima (1986) Drawing, A8.02 dated 1/11/2019, depicts the appropritate tile type.
73 what is current sprinkler setup?
Refer to construction specifications section 21 13 13 . Sprinkler main is located in south stairwell, BLD47.
System is connected to fire panel located in room 106,BLD 46.
74 Where is the main running for the 2nd floor? Main waterline is from BLD 46 and located above covered parking spaces BLD 46
To understand the scope completely, you want a whole new system all the way from the main for the 3rd floor?
Refer to 'General Notes', drawing FX1.02 for fire sprinkler design. Modification of the existing sprinkler system as indicated on the drawings, FX1.02 and as further required by the construction specifications, section 21 13 13
I have a subcontractor who was not able to visit site. Can a second site visit be arranged?
The Government has no intentions of conducting additional site visits at this time.
In response to your answer to question #7, how can we replace carpet beneath workstations without moving workstation and contents within workstations?
It is the Ccontractors respoinsibiulity to determine the best way of completing the tasks as required by the
SOW.
